I. Objective
Waste Analysis and Characterization Study (WACS) data will provide the basis
for the development and updating of the 10-year solid waste management plan of the
Municipality of Polanco, Zamboanga del Norte. As such, the objectives of this WACS
Plan are to:
Determine the total amount of wastes generated in the LGU on a daily basis
Determine the composition of generated wastes
Determine the size, capacity and design of facilities to manage solid wastes
Conduct feasibility studies on alternative technologies for Municipal Solid Waste
(MSW) management
Prepare inventory of greenhouse gases from MSW
Evaluate waste components potential for recycling or composting
Measure the effectiveness of waste reduction and recycling programs
Determine the amount and methods for disposal of wastes
Identify potential sources of environmental pollution in the waste stream
This WACS Plan relies on the concept that more samples yield more accurate data
representation. However, it also considers resource requirements such as time, labor,
and associated costs in conducting the WACS.
The WACS Team will be responsible for the conduct of the whole waste
characterization activity. Table 1 outlines the duties and responsibilities of each
member of the WACS Team (EcoGov Project, 2011). Figure 1 shows the organizational
structure of the WACS Team.
Aside from the members of the WACS Team, resource persons or organizations
will be tapped to achieve the objectives of the WACS activity. Among those that could
provide valuable information to the WACS team are the barangay officials, other offices
of the Municipality of Polanco, representatives from government agencies, and trade
and industry associations. Table 2 provides a list of these organizations and the
information that they may provide for the conduct of WACS.
Provide the needed WACS tools and materials, and ensure the proper
distribution to team members or sub-team coordinators
Help identify the appropriate sorting areas and ensure that the areas
are in order prior to actual sorting activity
Assist in coordinating with authorities or focal persons

Secure appropriate waste collection vehicles (as needed)
Ensure the presence of first aider at the sorting site and establish a
procedure in dealing with accidents and other health-related cases

Orient other persons involved in the sorting activity on proper waste

III.1 Households
The Municipality of Polanco is a 3rd class municipality and composed of thirty (30)
barangays of which five (5) barangays are classified as urban barangay and twenty-five
(25) barangays considered as rural barangays. Table 3 shows the names of these
barangays and the 2020 baseline data of population and number of households and the
projected data for 2023 for both parameters.

The Municipality of Polanco has a total land area of 18,127.60 hectares and it is
located between latitude 8o 20’ 0” to 8o 35’ 0” and between longitude 123 0 20’ 0” to
1230 28’ 0”. It is bounded in the northwest by the City of Dipolog, in the northeast by
the City of Dapitan, in the South by the Municipality of Sergio Osmeñ a, in the east by
the Municipality of Piñ an and in the southwest by the Municipality of Katipunan.

The household sample size (n) for the entire Municipality of Polanco was
determined using the Standard formula:

Since the total projected number of households in the municipality for 2020 is
10,077 (based on PSA 2020 Survey), the sample size, n, is equivalent to 61 households.
To get the number of households per barangay, the total number of sample size is
distributed proportionally according to the size of households per barangay. This was
determined using the following formula:

Applying the above formula to the different barangays in Polanco, the household
sample size per barangay is shown in Table 6. Contingency were also calculated in case
sample household is not available on the specified date of sampling. Every barangay will
have a minimum of 1 household considered as a contingency in case of unavailability.

Based from the above formula, every 165th household will be selected as the
cooperator in the conduct of WACS. In case the 165 th household is not available or
unwilling to cooperate, household prior to it (164 th) will be considered as the
replacement.
Sample computation was done automatically using the Excel worksheet provided
by ITDI-DOST. Preparation of barangay worksheets for sample households, as well as
Municipality/City summary worksheet, was done using the Excel worksheets provided
by ITDI-DOST.
Sampling for the food establishments will mainly focus also in the vicinity of the town
proper since bulk wastes coming from these establishment are mainly biodegradable
wastes. Market wastes sampling will focus on the municipal-maintained market which
is located at the town center and one (1) establishment from Brgy. Obay where the
biggest talipapa is located. And as for the Hotel subcategory, sampling will be done on
boarding houses located in the town proper. The commercial establishments have a
total of fifty-six (56) samples to be collected for the said WACS activity.
Wastes sources in this category in terms of volume majority comes from the
agribusiness. This are wastes from biological sources such as from corns and rice. The
total agribusiness currently in the municipality is at 33, of which 31 comes from
poultries and piggeries. However, some of these wastes will not undergo collection
process from the collection service since most of these were processed and used by the
industries majority as by products such as organic fertilizer and the likes. The industrial
establishments have a total of forty-six (46) samples to be collected for the said WACS
activity
4.2.3 Institutions
Sampling for this category will still be based on proximity to the town center. All
schools, offices, churches, health centers and parks located within the town center will
be considered as the sampling sites. If the sampling sites within the town center is
exhausted it is only then sampling will be done within the nearest barangay adjacent to
the town center. The industrial establishments have a total of forty-six (46) samples to
be collected for the said WACS activity
Daily, there are assigned personnel for the maintenance of streets within the
vicinity of the town center. The wastes collected are collected by the collection service
daily. There are 20 personnels assigned and will sample 15 for the said activity.

Prior to actual WACS, needed materials and tools will be prepared and provided
to the WACS team. WACS tools and materials mainly composed of personal protective
equipment, sorting and measuring tools, cleaning tools, personal hygiene supplies,
emergency equipment, and documentation supplies. Detailed list of WACS tools and
materials, including sorting site requirement, is shown in Table 8.

Sample households shall be provided with five (5) distinct containers or bags,
each representing the waste components (biodegradable, recyclable, residual with
potential for recycling, residual for disposal, and special). Cooperators will be oriented
on their roles and responsibilities, particularly on what wastes should be placed inside
the appropriate container. Moreover, they will be instructed NOT to: 1) mix wastes
from other waste sources, other than their own generated wastes, 2) conduct general
cleaning, and 3) divert any recyclables from the waste sample. Each sample household
will be given an informed consent (Figure 4) for them to sign. The content of the
informed consent will be explained during the WACS orientation.
For waste generator with large volume of mixed waste, coning and quartering
(ASTM D5231-92) will be done. Representative wastes shall then be subjected to
physical sorting and determination of bulk density (ASTM E1109-18).
WACS dry-run will be done on 1 week prior to the actual WACS activity. Actual
WACS will be conducted for THREE (3) days straight. Wastes from cooperators will be
collected daily during the WACS period, i.e. during Thursday as ordinary day, Friday as
the market day, and Saturday for the weekend data. If due to unforeseen occurrence
that collection of a certain cooperators failed, the sample wastes will be collected noting
that the said sample belongs to a specified date of collection.
All samples will be weighed and recorded in kilograms (kg) up to 1/10 th decimal
(0.0) place. Bulk density will be expressed in kg per cubic meter (kg/m 3). Waste sorters
will ensure that wastes are classified accordingly to component type, i.e. biodegradable,
recyclable, residual with potential for recycling, residual for outright disposal, and
special. Table 8 shows the waste component categories and subcategories.
In determining the net weight of sample wastes, tare weights of each container
will be deducted from the gross weight (weight of waste and container). Tare weights
of containers will be recorded and written in non-erasable ink on a masking tape and
attached to that container. Recorders and scalers will be guided accordingly to avoid
mistake of recording the wrong weight.
At the end of each sampling day, all wastes will be disposed of properly. The
wastes collected will be transported to the designated disposal area located at Brgy. San
Antonio of this municipality. WACS sorting site will be cleaned well, and tools will be
kept in proper storage area.

The handling of municipal solid wastes poses potential health and safety issues.
As such, it is important that all personnel, including cooperators, should be familiar with
the hazards of solid wastes. Listed below is the health and safety guideline in the
conduct of WACS (DENR and ADB, 2003).
1. All team members should have attended the WACS orientation/training prior to
actual conduct of WACS. All members should be familiar with the potential health
hazards during WACS activity.
2. All members should wear proper personal protective gears throughout the duration
of WACS activity. The following work attire is mandatory: long sleeve shirt, full
length pants, boots or safety shoes, gloves, and masks. The following attire is
strongly recommended and may be required depending on site conditions: eye
protection, hard hats, and safety vests.
3. Pregnant women and those with open wounds should not be allowed to participate
in WACS activities. Likewise, those under the influence of intoxicants, narcotics, or
controlled substances are prohibited to join the activity.
4. Smoking, drinking, or eating is only allowed in designated area. Avoid any practice
that may increase the probability of hand-to-mouth transfer and ingestion of waste
materials.
6. Stay within the designated work site. Always ask permission to the WACS
coordinator or team leader before leaving the site.
7. All injuries must be reported directly to the first-aider or safety officer for proper
emergency procedures.
8. Always use tongs during waste sorting. Never dig into the pile with your hands.
9. The following equipment should be available during the sorting activity: first aid kit,
fire extinguisher.
Raw data of waste components collected during the WACS activity will be
recorded in the appropriate data sheet (Table 9). Raw data will, in turn, be encoded
into an Excel or any spreadsheet file. The following parameters will be obtained after
data processing: total waste generation per day, waste component generation per day,
percent composition of solid waste, per capita waste generation, and bulk density of
waste.
