Acceptance (LOA), shall deposit Bank Guarantee of Rs. 7.20 lakhs

2. TTs to be offered in Ratio and LOT System: The tenderers will have
to offer TTs in the ratio of number of TTs required capacity wise, i.e.
12-16 KL : 18-40 KL as indicated above.
18 Evaluation Criteria Example: Ratlam requirement as per EOI is 21 nos. of 12-16 KL and 8 nos.
of 18-40 KL, Total 29 nos. A tenderer can offer maximum 12 TTs (10% of
original tender no. WRCC/2020-21/PT-55 (2020_WRO_120862_1)
requirement including their existing TTs already running in the present
transportation contract at Ratlam Terminal).
In matching with NIT ratio tenderer can offer maximum 12 TTs i.e 9 nos.
of 12-16 KL and 3 nos. of 18-40 KL capacity TTs.
In case a tenderer has offered TTs not in the desired ratio, then TTs falling
in desired ratio shall be considered in LOT-1 (TTs with newest age). Other
TTs offered beyond ratio shall be considered in LOT-2.

All the Offers of TTs with only Chassis and not readily built TTs shall be
placed in LOT-3.
While allocation of TTs within L-1 rate finalised, the offers from LOT-1 will
be allocated and if the location’s requirement is still not met, then
allocation will be made from LOT-2 and after exhausting all offers of LOT-
1 & LOT-2, still if the location’s requirement is not met, then offers under
LOT-3 shall be considered.
In case of LOT-2, all the TTs capacity cluster wise (e.g 12-16 KL and 18-40
KL, etc) irrespective of tenderer shall be arranged in order with newest TT
on top and allocation will be made till locations requirement is met.

21 Important Instructions
Physical bids will not be accepted. Tender documents can be downloaded from the website
https://iocletenders.nic.in and only online bids are required to be submitted with digital signatures on the system.
All help files are available at https://iocletenders.nic.in website.
Bidders should upload documents to be submitted in favor of their credentials and all other declarations (duly filled)
required as per the tender along with their offer as per instructions given in the instruction to bidder. Uploading of
documents with digital signature will be considered as agreement to the terms contained in the tender. All
attachments applicable for General Tenders to be uploaded.
The bidders must ensure that their offers are submitted electronically in time. Late bids shall not be accepted. The
bidders are advised not to wait till the last minute of submission date / time for submitting / uploading the bid
documents and ensure submission / uploading of their bids well in advance of the closing date / time to avoid risk of
rejection by the system due to system congestion / failure.
Conditional offers are liable for rejection.
IOCL reserves the right to accept/reject any or all bids or to split the work amongst various transporters or to award
only part of the work or cancel the total bid process.
The bidder shall bear all costs associated with their bid including costs and expenses relating to the visits to the
locations etc and IOCL will in no case be liable for these costs regardless of the outcome of the bidding process.
Any dispute relating to this NIT is subject to the jurisdiction at Bhopal.
