Statement of Estates, the property with a copy of a letter from the Commissioner of Assam,
of Government.
Statement of Settlements. dated the 7th October last, No. 217, with the Statements
Statement of Collectors' Business,
noted on the margin, being his Report and Returns on the
Revenue Administration of that Province for the past year 1851-52 .

2nd. LAND REVENUE.— The Statement marked A , prepared in this office from the
Accountant's Land Revenue Return, exhibits the demand, collections, remissions and
balances of the six Districts, of which the Province is composed . The demand for the
year, it will be seen, was Rupees 8,09,684. The only Districts in which the demand
was less than in the year immediately preceding, are Durrung, where the decrease

amounted to Rupees 5,453, and Nowgong, where it amounted to Rupees 1,171 . The
falling off in the former is ascribed to a bad season, inundations, disease, and resignations
of Pottahs. No leases, it is said, could have expired at a more inauspicious period,
the people being then very unsettled, and suffering from the failure of the Rice crops.
In Nowgong, the decrease is attributed to the mortality caused by cholera, a bad season,,
and the loss of cattle. In the other Districts there was a greater or less advance on the
Revenue of the preceding year.

3rd. Of the total current demand, Rupees 8,09,684, the Collections within the year
amounted to Rupees 5,29,616, or about 65) per cent, leaving Rupees 2,79,927 outstanding
at its close after deducting Rupees 141 remitted . Of the demand for past years,
Rupees 2,25,188, there was collected Rupees 1,80,524, or about 80 per cent, leaving
Rupees 39,568 outstanding, after remissions amounting to Rupees 5,095. And of the
demand both for the year and for past years, Rupees 10,34,872, the collections amounted
to Rupees 7,10,141, or 68.) per cent, leaving an unrealized balance of Rupees 3,19,495,
after accounting for Rupees 5,236 remitted.

4th . The Districts in which the balances were heavy at the close of the year are
Kamroop, Durrung and Seebsaugor, especially the first. In that District the balance
announted to no less than Rupees 1,37,532, but the Commissioner remarks that it was
necessary to postpone the realization of some kists owing to the failure of the crops, and
a very great mortality amongst the cattle. The balance had however been very consi
derably reduced in the course of the present year. The existence of the balance in
a similar cause, and this balance had also been
Durrung, Rupees 70,153, is ascribed to ,
similarly reduced. The Seebsaugor balance of Rupees 67,917, too, had been reduced to a
comparatively small amount, but in this District the short collections are said to be
owing to 37 Mouzahs having been unsettled at the end of January, when the Collector,
Captain Holroyd, resumed charge of the District. That Officer proposes in order to
obviate such a result in future, that all measurements for settlements should be made in
the previous year, but the Commissioner thinks, that instead of altering the present
system , “ the period of the kists may be changed to suit the circumstances of theryots, and
facilitate the realization of the collections as much as possible before the close of the
year .” On this point he proposed to address the Collector. The Board will direct
that the arrangements which it may be thought advisable to make, may be reported for
their information and approval.

5th. MISCELLANEOUS DEMANDS. - In addition to the demand on the Towjee, there


was a demand of Rupees 10,367 ( including the bukya arrear of Rupees 2,001 )
against the Garrow Mehals of Gowalparah, of which Rupees 6,895 was collected with
in the year, leaving Rupees 2,710 outstanding at its close, after authorized deduc
tions for collection. Of this balance Rupees 984 is described as irrecoverable. In
Kamroop also, the miscellaneous sources of Revenue amounted to Rupees 12,209 com
posed principally of Abkarree items.

6th. ESTATES, THE PROPERTY OF GOVERNMENT. — The only District in which there are
any Estates the property of Government, is Gowalparah , where there were eight such in
the year of report, all of which had been let on leases at a jumma for the year of
Rupees 1,871 , which added to the balance of former years, Rupees 2,536, made the total
demand Rupees 4,407. Of this Rupees 1,490 was collected during the year, leaving
Rupees 2,917 due at its close, the realization of which (with the exception of Rupees 22
since paid) depended on the orders which the Commissioner might pass on certain cases
pending before him.

7th. SETTLEMENTS.— The following is an abstract of the settlements effected during


the year :

No settlements being apparently required in Gowalparah, where nearly the entire Land
Revenue demand is of a fixed nature.

8th. In Kamroop, the Board find on inspection of the Statement of Settlements,


that two large Mehals, called Desh Demooreah and Kharija Desh Demooreah, have been
leased to the Rajah for one year only. They will inquire what the circumstances are
which make a Settlement for a longer period inexpedient in this instance. In Durrung,
the majority of the settlements are for one year only. In Nowgong nearly all the settle
ments are Mouzahwarree. This is a great improvement on the Ryotwaree arrangements,
but many of the leases are for one year only. In Seebsaugor and Lukhimpore also,
many of the settlements are for aa similar brief period. The Collectors of these Districts
will be called upon to report the causes which generally prevent leases for a term of
years, and why adjustment of the jumma annually should be necessary.

9th. In Kamroop, Lukhimpore and especially Seebsaugor, the settlements show an


increase in the jumma for the year, but in Nowgong, and particularly in Durrung, there

is a decrease. In the former of these last mentioned Districts the abatement is ascribed
to the desertion of the people of two Naga villages, and in the latter, to the same causes
as have been alluded to above in connection with the outstanding balances of the District,
namely, a bad season, inundations, disease and resignation of Pottahs.

10th. COLLECTORS' BUSINESS . — The only point calling for notice in the Statement
of Collectors'business, is the very large number of reports from Native subordinates in
Durrung ( 23,522 ) , and of petitions in Nowgong ( 10,863. ) This must, it appears to
the Board, be the consequence of a vicious system, and they will intimate to the
Commissioner that it behoves him to endeavour to improve a system which occasions
such an immense number of references, and so disturbs the people as to cause such a
shoal of petitions. In the aggregate the number of cases instituted in the year was
95,230, including reports, petitions and correspondence, giving an average of a case for
every Rupees 9 of Revenue, calculated on the total amount of the yearly income of the
Province. It is satisfactory to observe that the files at the end of the year in the several
Districts were not heavy.

11th . TOURS.— The Collector of Kamroop, Captain Rowlatt, visited the interior
of his District, proceeding through the entire Northern Division, but his time did
not permit of his going through the Southern Division ; in the same manner Cap
tain Reynolds spent the cold season in the interior of Durrung, making settlements
of the Western portion, superintending the measurements and inspecting the lands which
had suffered from inundation . Captain Dalton made aa circuit of the entire Lukhimpore
District, and Captain Holroyd visited the interior of Seebsaugor, when he had occasion
to find fault with the manner in which the Mouzahdars kept the village Registers ;
further inquiry is being made on the subject. The interior of Gowalparah does not
appear to have been visited, there being no Collector on the spot during the season
favorable for such tours, and the office being in charge of the Sub-Assistant. The Col
lector of Nowgong, Captain Butler, made a tour of his District, when he found most of
the bunds constructed last year injured, and such as stood of little real utility, as the
waters rose and came in from other quarters. He observes that it is impossible to check
inundation in the Chapoorees, and that what is gained in one Mouzah is lost in another.
The Board will again caution the Commissioner against allowing any expenditure on
bunds, except after the most complete inquiry by Officers thoroughly competent to decide
on the expediency of erecting them. Much money appears to have been expended on
useless work .

12th. The Commissioner speaks in terms of commendation of all the Collectors


under his control. Captain Butler, the Collector of Nowgong, is especially noticed for
the success of his management. In no instance, the Commissioner observes, has Captain
Butler had occasion to have recourse to the selling of Estates, and he believes that in ve
verry
few instances has he found it necessary to attach property, and he “ cannot but impute it to
Captain Butler's good management and knowledge of the people, that he is able to collect
his Revenue and always with very small balances for remission with such facility, and
with such little hardship to the cultivators . ”

13th . The Sub-Assistants are also favorably mentioned , Mr. Bedford of Gowalparah
in particular, to whose zeal, ability and temper, strong testimony is borne. This Officer,
the Board think, is deserving of advancement whenever an opportunity may offer .

14th. The Board have sent for the correspondence that has passed in connection
with the differences between Captain Reynolds and Mr. Hudson, referred to in the 4th
para. of the Commissioner's letter, and will pass such orders as may appear to be fit on
its receipt .

The Collector reports that the first and second items are paid with perfect re
gularity, the former in ten monthly instalments.
The third item is included in the demand of the Garrow Mehals as noticed below .

The fourth item forms the Revenue of three Mehals, two of which were brought on
the Towjee during the past year, and as regards the last item, the Collector reports that
it is paid with regularity.

INCREASE OR DECREASE . — The demand of this District and the Tribute of Cooch
Behar being fixed, and as they are paid with punctuality, no remarks are called forth ,
especially as there was no balance at the end of the past year, except against the
Garrow Mehals, which will be remarked upon in its proper place.

GARROW MEHALS.— The demand against these Mehals for the year 1851-52, and the
balances of previous years amounted to

Rupees 962-9-5 have been remitted by the Board's letter, No. 51, dated 11th May 1852,
and the remainder, Rupees 21-5-4, will be adjusted on receipt of the Board's orders with
reference to my letter, No. 196, dated 3rd September 1852, and Board's reply, No. 112,
dated 14th idem.

The Collector intends proceeding to the Mofussil during the ensuing cold season for
the purpose of visiting the Garrow Hâts, which opportunity will be availed of by him for
taking measures for the adjustment of the balance noticed above.

The late Captain Sturt held charge of the Collector's Office from 1st May until the 4th
of October 1851 , when he left on sick certificate. He was succeeded by Captain Rowlatt,
who remained in charge until the 25th of November, from which date Mr. Deputy
Collector Driver held charge until relieved on the 29th December last by the present
Collector, Lieutenant W. Agnew.

Mr. J. Bedford was employed in this District from November until the beginning of
May, in charge of the Thakbust Establishment, employed in laying down boundaries for
the Revenue Survey. The Collector reports thus of this Officer that “ his zeal, ability
and admirable temper, eminently qualify him for the appointment he holds, and call for
my unqualified praise .” With respect to Mr. Driver, the Collector adds that " he has
every reason to be satisfied with his attention to his duties."

It remains for me to add, that I concur in Lieutenant Agnew's reports on his sub
ordinate Officers, and for the short time Lieutenant Agnew has himself held charge of
the Division, I have been in all respects satisfied with the manner in which he has con
ducted his own duties.

BALANCE AT THE CLOSE OF THE YEAR, RUPEES 1,13,076-2-81: - This is indeed a


very large balance, but it was unavoidable, as the 1st, 2nd and 3rd kists had to be post
poned in consequence of the failure of the crops in 1850-51, and a very great mortality
amongst the cattle in the current year; however Rupees 64,950-6-81 were collected during
the first quarter of ihe current year, and a further realization of Rupees 10,687-11-21 was
made since the 1st August last, leaving a net balance of Rupees 16,334-15-11 , as per
annexed Statement furnished by the Collector with his letter, No. 91 , dated 12th October
1852 .

FISCAL OFFICERS AND THE COLLECTORY ESTABLISHMENT.-- The Collector reports


that with some few exceptions, the conduct of these Officers has been deserving of
praise, but with regard to the Collectory Establishment, he has had no instance to find
fault with any of them .

COLLECTOR'S VISIT TO THE MOFUSSIL. —- Captain Rowlatt received charge on the 1st
December last, but was unable to proceed into the interior of his Division from
not having had any European Assistant till the 24th of January 1852, to whom he made
over charge on the 2nd February and proceeded through the entire Northern Division
and would have visited the Southern, had he not been obliged to return from sickness.

Captain Rowlatt reports favorably of the following Officers, especially of Mr. Hudson,
for the cordial assistance rendered by him, and expresses his satisfaction at the manner
Baboo Moheschunder Surmah, Deputy Collector, or exercising the powers of such, con
ducted the duties entrusted to him .

And I beg to add that Captain Rowlatt himself has conducted his duties much to
my satisfaction.

4th . DURRUNG OR TEZPORE . —In this Division, there is a large decrease of Rupees
5,452-15-8, but the Board will perceive that it is

unavoidable with reference to the causes explained

in the Collector's Annual Report. This decrease is
in the Mehals of Desh Durrung, Chatgaree, Nowdoar
and Chateah, but all the rest, viz., Chardoar, Koaria parah, Booregomah and Kalling
show aa satisfactory increase. The falling off is greatest in Mehal Desh Durrung. It is
owing to the same causes in all the Divisions, a bad season, inundations, decrease and
resignations. Indeed, no leases could have expired at a more inauspicious period than
that at which they fell vacant at the beginning of this year. The people were then
suffering from a failure of their crops and were very unsettled.

OUTSTANDING BALANCE. — The balance at the end of the year amounted to Rupees
70,153-7-1 , which though very large with reference to the demand, was unavoidable,
as will be seen from a further extract from Captain Reynolds' Report: “ This falling
off is owing to the distress prevailing throughout the country, from the failure of
the crops in 1850-51, and great difficulty the ryots have to meet the
demand for food ,
much less than on account of rent, and under these circumstances greater leniency has
been shown to the Fiscal Officers, than otherwise would have been, for if stringent
measures had been adopted to them , their only recourse would have been to screw the
ryots and the ruin of many must have ensued. Added to the scarcity, cholera visited the
lower parts of this district, in June and July last year, and many fell victims to it .
Indeed in the memory of man, this district has never suffered such distress as during the
year under review .” Of the total balance, however, Rupees 44,454-0-7 were collected at
the end of the first quarter of the current year, and the balance was expected to be collect
ed during the past quarter.

FISCAL OFFICERS AND COLLECTORY ESTABLISHMENT.—The Collector reports, that,


with few exceptions, the Fiscal Officers have conducted themselves well, and the pre
scribed Registers have been kept up by them in a neat and correct style. Regarding
the ministerial Officers, Captain Reynolds writes thus : — “ During the year no changes
have taken place in my native office, and I am happy to record, that from the highest to
the lowest Officer, all appear to have endeavored to do their duty to their best.”

COLLECTOR'S VISIT TO THE MOFUSSIL . — Captain Reynolds was employed in the


interior of his Division during the best part of the cold season, where his presence was
required in effecting the settlements of the Western portion of the Division, inspecting
the lands destroyed by inundations, and to superintend the survey agreeably to the new
measurement.

EUROPEAN OFFICERS.- Captain Reynolds has held uninterrupted charge of his


Division throughout the year, and writes of Mr. C. A. Bruce, Deputy Collector, thus::
- “ Mr. Bruce has conducted his duties in every way to my satisfaction, and I beg

to record my thanks to him for the assistance he has always rendered me ;" but with
regard to Mr. W. S. Hudson, Deputy Collector, Captain Reynolds remarks unfavorably,
and I beg to quote his observations :

“ This gentleman appears to conceive that he is totally independent of my autho


rity, and to cavil and jostle every order I pass. However, I have been under the
necessity of bringing his conduct to your notice, and as this reference has not yet been
disposed of, I shall make no further remarks regarding him .”

In submitting these remarks I would beg to say that it appears to me there is


some want of temper in both Officers, of confidence and cordiality on the part of Captain
Reynolds towards Mr. Hudson, which may in some measure have produced angry
feelings on the part of Mr. Hudson, otherwise Mr. Hudson is perfectly acquainted
with his duties, and, as far as I have seen, attends very diligently to the performance
of them.

Captain Reynolds has shown much zeal for the improvement of his Division,
and has devoted himself in a very praiseworthy manner to the performance of his
duties.

5th. Nowgong . — There is a decrease also in this Division of Company's Rupees


1,171-1-1 as compared with the demand of 1850-51 ,

caused by cholera, bad season and the loss of cattle
in 1850-51 ; however, the result in the collections appear satisfactory, as on the 1st
July 1852, Rupees 1,24,175-11-4 had been collected, leaving a balance of Rupees
4,809-9-1 to be realized .

ROAD.—Captain Butler recommends strongly the construction of a road from the


station to Kutteatolly and Dobooka, and from thence to Deemapore, and also to
Silchar, as it would greatly facilitate the intercourse between the Hill people and
those on the plains, and he thinks that the proposed road when constructed, would
enable the people to bring Cotton, Wax, Loe and Ivory, to the station for sale.

These suggestions have been made the subject of a reference to Government in the
Foreign Department, as connected with Naga inroads and outrages.
The Collector during his tour through the Division in December, January and
February, inspected a great number of the books kept up by the Fiscal Officers during
the past cold season, and reports that the Kagutties are becoming more efficient in
keeping up the accounts and measurements, but he thinks their remuneration inade
quate, and he proposes hereafter to recommend an increase of their commission .

BUNDS.— With respect to such works, the desired benefit appears not to have
been derived as thus reported on by Captain Butler. “ Many bunds or mouths of
Jans were last year constructed, but on the rising of the river, most of them I
observed were injured, and those that stood were of little real good, for the waters
rise and come in from other quarters, it is impossible to check inundation in the
Chaporees, and what is gained in one mouza is lost in another.

EUROPEAN OFFICERS.—Lieutenant Vincent, Junior Assistant, has been employed


but little in the Collectory Department. He returned from the Angamee Naga
Hills, on the 4th April 1851 , and went on leave from the 30th April to the 30th
June 1851. In December 1851 , he was deputed on special duty to Northern Cachar,
and returned to the station on the 10th April 1852.
Mr. Sub -Assistant Strong went on leave to the Presidency, on the 10th October
1851 , and returned to the station, on the 4th February 1852 .

Captain Butler has continued in charge of the Division during the whole of the
past year, and I have had every reason to be satisfied with the manner in which he has
conducted the duties of his Division.

The way in particular in which Captain Butler realizes the Revenue of his Division ,
is especially deserving of commendation ; in no instance has Captain Butler had
occasion to have recourse to the selling of estates , and I believe in very few instances
has he found it necessary to attach property , and I cannot but impute it to Captain
Butler's good management and knowledge of the people , that he is able to collect his
Revenue , and always with very small balances for remission , with such facility and with
such little harshness to the cultivators.

6th . SEEBSAGUR.- . In this Division there is an increase of Rupees 3,257-12-3


Demand of 1851-52, 1,14,463 4 2 in the jumma of the past year, arising from
Ditto of 1850-51 , ........... 1,11,205 7 11 enhancement of rates of taxation and extension of
Increase , 3,257 12 3 cultivation .

BALANCE AT THE END OF THE YEAR.–Out of the demand for the past year, the
collections within the year amounted to only 49,616-3-1 , which, however, exceed those
of the previous year by Rupees 13,148, leaving a balance of Rupees 64,847-1-1 , of
which Rupees 46,118-5-0 were collected at the end of the first quarter of the current
year, and since that date up to the 17th August 1852, a further collection of Rupees
5,131-2-6 were effected .

Captain Holroyd attributes the less collections to his having resumed charge of the
District in the end of January last, and found 37 mouzas to be settled, in which
scarcely any of the mouza papers were ready. To obviate this, he proposes that all
measurements for settlements be made the previous year, but instead of any alteration

in the present system of settlements, the period of Kists may perhaps be changed to suit
better the circumstances of the Ryots and facilitate the realization of the collections as much
as possible before the close of the year, and on this point I will address the Collector.
FISCAL OFFICERS AND COLLECTORY ESTABLISHMENT. - Captain Holroyd is not satisfied
with the manner the village books of the mouzas that he visited during his tour to certain
portion of his Division are kept up, and he has been requested to furnish a list of the
Mouzadars, whose Registers are not kept up as directed, and on receipt, such orders
will be passed as each case may call forth . With respect to the Collectory Establish
ment, the Collector is satisfied with their conduct.

SUBORDINATE EUROPEAN OFFICERS.—Captain Holroyd writes thus of his Sub -Assis


tants, “ Messrs. J. Thornton and J. W. Masters have continued during the past year in
the performance of the duties entrusted to them , and have given every satisfaction.”

Captain IIolroyd, as noticed above, resumed charge of the Division in January last,
from Captain Brodie, and during the time he has had charge I have had every reason
to be satisfied with the manner in which he performs his duties.

7th . LUCKHIMPORE.-- In this Division there is a small increase of Rupees

27,483-8-3 were collected during the year, leaving a balance of Rupees 15,853-3-8 uncol
lected at the end of the year. Of this balance, Rupees 14,963-10-9 were collected within
the first quarter of the current year, and further collections of Rupees 264-1-8 were made
since the close of the quarter.

VISIT OF THE COLLECTOR TO THE INTERIOR OF THIS DIVISION.-During the past


year Captain Dalton was engaged from the 24th January to the 9th February, in
visiting the Northern or Luckhimpore Mehals and the station of his Junior Assistant,
and from 17th February to 16th March, in making a circuit through Muttock and the
Southern portions of his Division.

Captain Dalton reports favorably of Lieutenant Bivar as having rendered him


great satisfaction by his zeal and attention to his duties,” and respecting the Minis
terial and Fiscal Officers, Captain Dalton adds that they have “ also very generally given

satisfaction ."

Captain Dalton succeeded Major H. Vetch in charge of the District, on the 1st
January last, and I have to record my entire satisfaction with his conduct of the duties
of his Division .
