Implementing Guidelines
A. Rationale
1. In consonance with Executive Order No. 64, s. 1993 by the late President Fidel V. Ramos
adopting a national policy and program of "Sports for All,” which mandates agencies to
make physical fitness and sports accessible to all, regardless of age, gender, talent, and
capabilities, in all its organized sports competitions; DECS Order No. 35, s. 1996 providing
a formula to achieve sports excellence among elementary and high school learners and
at the same time provides talented and potential athletes the opportunity to grow and
develop during their stay in school;
2. In support of DepEd Order No. 25, s. 2015, by addressing the needs of talented learners
in different sports disciplines and to identify and create a pool of athletes who will be
trained to compete in national and international sports competitions;
B. Objectives
1. To develop the athletic potential of learners by providing opportunities for early exposure,
training and competition.
3. To nurture the learners’ mental well-being by achieving balance between sports and
academics.
1. The Screening and Accreditation Committee (SAC) shall be composed all the Sports and
Academic Coordinators of the seven (7) diocesan member schools.
1.2. Consider replacements for disqualified athletes during the period of screening.
1.3. Monitor with the Tournament Manager and the Technical Management Committee
(TMC) the athlete fielded by the coaches during the actual competition.
E. Eligibility of Athlete
1.2. Enrolled at the beginning of the current school year and have attended and
completed the curriculum year.
1.3. Eighteen (18) years old or must have been born before January 1, 2005.
1. Unless otherwise provided by the Screening and Accreditation Committee (SAC), the
following athletes shall be disqualified or shall not be allowed to play in the DBOMARTAH
Paabtikay:
1.3. Athletes who failed to submit the required documents or failed to appear during the
screening and interview;
1.4. Other grounds include but are not limited to falsification of documents,
misrepresentation, and use of prohibited drugs.
G. Documentary Requirements
1. The following, among others, are the required documents to be submitted by the athletes
who intend to participate in the DBOMARTAH Paabtikay:
1.1. Athlete's Profile signed by the athlete, coach, and authorized Sports Coordinator;
1.2. Copy of Philippine Statistic Authority (PSA)/National Statistic Office (NSO) Birth
Certificate or Local Civil Registry (LCR) Certificate of Live Birth;
1.4. Certificate of Enrolment duly signed by the school registrar or school head;
1.5. Parental Consent of at least one parent duly verified by the school head where the
athlete is enrolled;
1.6. Medical Certificate issued within three (3) months before the opening of each level
of competition, stating that the athlete is physically fit. The complete name and
signature of the physician shall appear on the medical certificate, with the license
number and date of examination.
1. Certificate or any documents, duly issued by competent authorities, showing the following:
1.1. Coach’s Profile signed by the coach and authorized Sports Coordinator;

1.1. Chaperone’s Record (signed by the coach and authorized Sports Coordinator;
1.3. Commitment that he or she will nurture athletes only and not coach the athletes.
1. Screening of athletes for the DBOMARTAH Paabtikay may be conducted ten (10) days
before the start of the competition. The screening and evaluation of documents of the
athletes, coaches, assistant coaches, and chaperones may be conducted in the host
school.
2. For this purpose, the head of the delegation shall submit to the Screening and
Accreditation Committee fifteen (15) days before the Paabtikay:
1.2. Galleries of athletes, coaches and chaperones that will participate in the Paabtikay.
1. Complaints or protests shall be in writing duly signed by the coach and the head of the
delegation and shall be filed before the SAC within five (5) days from the publication of the
master list of athletes. The complaint or protest shall be resolved within 3 days from receipt
hereof.
2. Complaint/Protest shall be accompanied by affidavit/s of witnesses and or pieces of
evidence in support thereof.
3. Protests which do not comply with (1) and (2) hereof shall not be given due course.
4. The decision on the complaint or protest shall be appealable to the Board within three (3)
days from the issuance of the decision, and the Board shall resolve the appeal within two
(2) days from receipt of the appeal. The decision of the Board shall be final and executory.
1. Replacement of athletes may be allowed based on meritorious grounds two (2) days
before the DBOMARTAH Paabtikay, subject to eligibility and documentary requirements.
M. Management
1. A Technical Committee for each event shall be established to lead the implementation of
the rules and regulations of the game.
2. A Technical Committee shall be composed of one (1) Tournament Manager and two (2)
Technical Staff.
3.1. Prepare the rules and regulations of the game according to standards.
3.3. Decide for venue and prepare the equipment and materials, needed for the
tournament.
3.4. Give briefing to the technical officials of their functions and responsibilities.
3.5. Oversee the proper course of the tournament, thus to ensure the players comfort
during the game and supervise the work of his or her Technical Staff with regards
to their duties and responsibilities.
3.6. Review the decision made by the Technical Committee, in case of an appeal or
protest made. His or her decision will be final an executory based on the merit,
consultation presented by the technical committee.
4.3. Perform all other work-related duties as assigned by the Tournament Manager.
N. Events
1. The official sports events in the DBOMARTAH Paabtikay shall include the following:

O. Composition
1. Badminton (Singles)
1.1. A team must have a maximum of four (4) players, two (2) players for Singles A
(JHS – Boy and Girl) and two (2) players for Singles B (SHS – Boy and Girl).
2. Badminton (Doubles)
2.1. A team must have a maximum of four (4) players, two (2) players for Boys
(JHS/SHS) and two (2) players for Girls (JHS/SHS).
3.1. A team must be composed of not more than fifteen (15) players, of which seven
(7) will be coming from the senior high school and eight (8) from the junior high
school.
3.2. A team must have one (1) head coach and a maximum of two (1) assistant
coach.
4. Chess
4.1. A team must have a maximum of four (4) players, two (2) players for Boys
(JHS/SHS) and two (2) players for Girls (JHS/SHS).
5. Sepak Takraw
5.1. A team must have a maximum of five (12) players, three (4) coming from the
senior high school and two (8) from the junior high school.
5.2. A team must have one (1) head coach and a maximum of two (1) assistant
coach.
6.1. A team must have a maximum of four (4) players, two (2) players for Singles A
(JHS – Boy and Girl) and two (2) players for Singles B (SHS – Boy and Girl).
7.1. A team must have a maximum of four (4) players, two (2) players for Boys
(JHS/SHS) and two (2) players for Girls (JHS/SHS).
8.1. A team must have a maximum of four (4) players, two (2) players for Singles A
(JHS – Boy and Girl) and two (2) players for Singles B (SHS – Boy and Girl).
9.1. A team must have a maximum of four (4) players, two (2) players for Boys
(JHS/SHS) and two (2) players for Girls (JHS/SHS).
10.1. A team must have a maximum of twelve (12) players, six (6) coming from the
senior high school and six (6) from the junior high school.
10.2. A team must have one (1) head coach and a maximum of two (1) assistant
coach.
11. In special case, a team is allowed to have more junior high school students in their
roster as long as the prescribed limit for senior high school players is observed.
1. Badminton
1.1. The competition shall be held in accordance with the current laws and
regulations of the Badminton World Federation (BWF). However, in matters not
covered by these rules and regulations, decision shall rest with the Tournament
Manager.
2. Basketball
2.1. The competition shall be held in accordance with the current laws and
regulations of the International Basketball Federation (FIBA). However, in
matters not covered by these rules and regulations, decision shall rest with the
Tournament Manager.
2.3. The game will be played in four (4) quarters. In the first quarter, the starting
five (5) shall be composed of all junior high school students. The second
quarter shall be composed of three (3) junior high school students and two (2)
senior high school students. The third quarter shall be composed of all senior
high school students. The fourth and last quarter shall be composed of players
depending on the coach’s discretion.
2.4. There will be no substitutions in the first until the third quarters. In case of
ejection and injuries, the opposing coach may choose another player from the
other team as replacement. The replacement player may not be able to play
until the fourth quarter.
3. Chess
3.1. The competition shall be held in accordance with the current laws and
regulations of the International Chess Federation (FIDE). However, in matters
not covered by these rules and regulations, decision shall rest with the
Tournament Manager.
3.2. The Technical Committee/Tournament Manager shall be responsible for the
technical organization of the tournament. The decision of the committee in all
matters regarding the competition shall be final.
4. Sepak Takraw
4.1. The competition shall be held in accordance with the current laws and
regulations of the International Sepak Takraw Federation (ISTAF). However,
in matters not covered by these rules and regulations, decision shall rest with
the Tournament Manager.
4.3. The game will be played in three (3) regus. In the first and second regus, the
starting three (3) shall be composed of two (2) junior high and one (1) senior
high school students. The third and final regu shall be composed of players
depending on the coach’s discretion.
5. Table Tennis
5.1. The competition shall be held in accordance with the current laws and
regulations of the International Table Tennis Federation (ITTF). However, in
matters not covered by these rules and regulations, decision shall rest with the
Tournament Manager.
6. Lawn Tennis
6.1. The competition shall be held in accordance with the current laws and
regulations of the International Table Tennis Federation (ITTF). However, in
matters not covered by these rules and regulations, decision shall rest with the
Tournament Manager.
7. Volleyball
7.1. The competition shall be held in accordance with the current laws and
regulations of the International Volleyball Federation (FIVB). However, in
matters not covered by these rules and regulations, decision shall rest with the
Tournament Manager.
