1 Preface
This preface provides general information about the safety document of the 7360
Intelligent Services Access Manager FX (7360 ISAM FX) product, Wavelength
Multiplexers, and Wavelength Division Multiplexers.

1.1 Scope
This document provides information about all safety conventions, requirements,
classifications and procedures applicable to the different equipment aspects of the
7360 ISAM FX product, Wavelength Multiplexers, Wavelength Division Multiplexers,
and the 7360 ISAM FX customer documentation.

1.2 Applicable Releases


This edition of the safety manual is applicable from the release mentioned on the
cover page onwards.

1.3 Audience
This documentation set is intended for planners, administrators, operators, and
maintenance personnel involved in installing, upgrading, or maintaining the
7360 ISAM FX and Wavelength Multiplexers.

1.4 Required knowledge


The reader must be familiar with general telecommunications principles.

1.5 Acronyms and initialisms


See the dedicated Glossary included in the documentation set of this release for the
expansion of acronyms and mnemonics and the explanation of abbreviations used
in this documentation set.

2.1 Introduction
This chapter describes the types of safety instructions used in the Hardware
Installation Manual and the Unit Data Sheets.
It gives important safety warning labels found on equipment.

Note — Familiarize yourself with the safety instructions,


warning labels and their meaning before installing, operating or
servicing 7360 FX ISAM equipment.

2.2 Safety Instructions in Customer


Documentation
Safety instructions are placed in customer documentation where the reader should
be warned about dangerous or harmful situations or where he should be informed to
ease the work.
Safety instructions can be:
• Person-related or combined person-equipment related
• Equipment related
• Other

2.2.1 Person- or Combined Person-Equipment Related

Danger — This instruction warns about an immediately


threatening danger.
It calls attention to a situation or procedure which, if not
correctly performed or adhered to, could result in death or
serious physical harm.
In addition, it can warn about a possible equipment-damaging
situation or give essential information for avoiding degradation
of system operation.
Do not proceed beyond a danger warning note until the
indicated conditions are fully understood and met.

Warning — This instruction warns about a possibly dangerous


situation.
It calls attention to a situation or procedure which, if not
correctly performed or adhered to, could result in death or
serious physical harm.
In addition, it can warn about a possible equipment-damaging

Note 1 — This instruction warns about a possibly damaging


situation!
It calls attention to a situation or procedure which, if not
correctly performed or adhered to, could result in damage to
equipment or to objects in the surrounding environment.
Note 2 — This instruction gives essential information to avoid
degradation of system operation.

2.2.3 Others
These instructions do not warn about dangerous or harmful situations, but give
information to ease the work.

The product is marked with this symbol when it is necessary for


the user to refer to the instructions in the documentation.

Note — Information

This note provides information that makes work easier and


other useful information.

2.3 Safety Warning Labels


Safety Warning Labels located on equipment call attention to a dangerous situation
which, if safety instructions are not correctly performed, could result in bodily harm
and/or damage equipment.
The following items of labels are mandatory in accordance with IEC60950-1 and IEC
60825-1:2014
• Hazardous voltage; see Figure 1
• High temperature; see Figure 2
• ESD awareness:
Devices and assemblies that are susceptible to ElectroStatic Discharge (ESD) are
labeled or tagged with the ESD Awareness symbol; see Figure 3

2.4 Waste from Electrical and Electronic


Equipment (WEEE)
The product at end of life is subject to separate collection and treatment in the EU
Member States, Norway and Switzerland and therefore marked with the WEEE label.

Treatment applied at end of life of the product in these countries shall comply with
the applicable national laws on wastes from electrical and electronic equipment and
more particularly those implementing the European directive 2002/96/EC (WEEE).
In countries outside Europe and if not otherwise provided by any mandatory law in
those countries where the product is sold, any take back by Nokia of waste electrical
and electronic equipment shall be subject to terms and conditions to be agreed upon
in writing. Any obligation of Nokia to take back such equipment shall apply only to
complete not amended or modified equipment delivered by Nokia, i.e. containing all
its components and sub-assemblies.
In case Nokia takes back electrical and electronic equipment, Nokia will ensure for
the ecological safe and appropriate treatment in accordance with local regulations.

3.1 Introduction
This chapter provides general safety guidelines for the:
• 7360 ISAM FX-16 equipment (16-slot shelf)
• 7360 ISAM FX-8 equipment (8-slot shelf)
• 7360 ISAM FX-4 equipment (4-slot shelf)
• Active WM equipment (12-slot shelf)

Note — In this document, when ‘WM’ is used, both active


(aWM) and passive (pWM) variants are meant.

3.2 Safety Requirements


The 7360 ISAM FX, WM, and WDM equipment complies with the following safety
requirements:
• IEC 60950-1
• EN 60950-1
• AS/NZ 60950.1
• Protection against electric shock: Class I

Danger — Observe safety warnings and instructions

Observe all warnings on the equipment and in the operating


instructions. These warn about potentially hazardous situations
that could cause injury to persons. Failure to follow these
instructions may also lead to equipment malfunction or
damage.
Carefully follow:
• General safety guidelines in the mandatory regulations
• Specific safety guidelines and instructions in the
7360 ISAM FX ETSI Hardware Installation Manual for
procedures during which hazardous situations may occur.

3.2.1 Access Area


The 7360 ISAM FX, WM, and WDM subracks are classified as permanently
connected equipment and must be installed in a Restricted Access Location (RAL).
The inside of the equipment is classified as service access area in accordance with
IEC 60950-1.

Several of the boards for 7360 ISAM FX and WM subracks have safety warning
labels affixed to their surfaces. See Chapter 2.3 “Safety Warning Labels” for
drawings and explanations of these safety warning labels.
Warning — Risk of hazardous voltages and electric shock by
unintentional contact with circuit inside the shelf, when reaching
into the empty card slots or contacting internal circuits.
• Hazardous voltages or electric shock can cause serious
personal harm or death
• Only qualified service personnel have access to equipment
and are allowed to perform installation, operational work or
repair work.

Warning — Risk of skin burns when in contact with hot parts!

Authorized personnel must take care when accessing the


7360 ISAM FX subracks and their boards. The surface area of
these devices can become quite hot, and pose the risk of burns.

Caution — Prevention of access

The 7360 ISAM FX and WM shelves must be accessible only


by authorized personnel. Install the shelves in a restricted
access location or similar environment to prevent unauthorized
access.

3.2.2 External Interfaces


The interfaces of the 7360 ISAM FX, WM, and WDM shelves are classified as
follows:

via a Wavelength Multiplexer (WM), Class 1 may be exceeded but the optics
will remain Class 1M.

3.2.2.1 SELV
Connect SELV circuits on this equipment only to other circuits that comply with the
requirements of the SELV circuits as defined in IEC 60950-1, EN 60950-1 and AS/NZ
60950.1.

3.2.2.2 TNV
TNV can be classified as TNV1, TNV2 or TNV3.
• TNV1 circuits are telecommunications circuits whose voltages during normal
operation do not exceed SELV limits but are subjected to off-premises
overvoltages.
• TNV2 circuits are telecommunications circuits whose voltages under normal
operation exceed the SELV limits but are not subject to off-premises
overvoltages. TNV2 also classifies dc mains suppliers whose voltages during
normal operation exceed 60V but do not exceed 80V.
• TNV3 circuits are telecommunications circuits with voltages above SELV limits
that are also subject to off-premises overvoltages.

Connect TNV circuits on this equipment only to other circuits that comply with the
requirements of the TNV circuits as defined in IEC 60950-1, EN 60950-1 and AS/NZ
60950.1.

3.2.3 Equipment Bonding and Grounding


The 7360 ISAM FX, WM, and WDM equipment is classified as Class 1 product
according to their protection against electric shock. Protection against electric shock
is achieved by:
• Using basic insulation
• Providing means of connection to the protective earth in the building for those
conductive parts that are otherwise capable of assuming hazardous voltages if
the basic insulation fails.

The 7360 ISAM FX, WM, and WDM shelves comply with the following product power
and grounding standards:
• ETS 300 253, Earthing and bonding of telecommunication equipment in
telecommunication centers
• ETS 300 132-2, Power supply interface at the input to telecommunication
equipment: Part 2 Operated by direct DC current.

3.2.4 Classification of Laser and LED Transmitter


Modules

3.2.4.1 Normal Laser Operation


The optical fiber communication systems used in the 7360 ISAM FX, WM, and WDM
shelves consist of a laser transmitter module and an optical receiver. Optical
connectors have been provided at:
• the front panel of the NT boards
• the front panel of the NTIO boards
• the front panel of the LC boards in the active WM
• the front panel of the UPC/SC and APC/SC modules in the passive WM
• the front panel (with SC/UPC and MTP connectors) of the WDM modules, in the
WDM subrack

These optical connectors are located behind doors.


In normal operation, the laser transmitter is enclosed by the optical connector and
the external optical fibre. Laser radiation is always present when the laser unit is
powered on, limited to a maximum accessible emission limit of Class 1 according to
IEC 60825-1:2014.

Outputs from the active WM shelf, where multiple NG-PON2 OLT optics have been
populated and are continuously transmitting, Class 1 emission during maintenance
conditions can be exceeded but will remain within Class 1M limits.
As part of ITU-T G.958 Automatic Laser Shutdown (ALS) support has been added to
all NT and NTIO boards. For those boards, the laser radiation will only be present at
short time-intervals defined by G.958 when the fiber is not connected or broken.

Danger — Observe laser safety warnings and instructions

Invisible laser radiation could be present at the fiber optic cable


when the cable is removed from the connector.
Avoid direct exposure to the beam.
Do not use optical magnifying aids to view the fiber optic cable
ends.

3.2.4.2 Laser Transmitter Classification


The 7360 ISAM FX, Passive WM, and WDM equipment is classified as Class 1
invisible laser product according to IEC 60825-1:2014.
The Active WM equipment is classified as Class 1M invisible laser product according
to IEC 60825-1:2014.

3.2.4.3 Laser warning labels


Figure 5 shows the labels related to laser product, classification and warning.
Laser classification labels may be provided in other languages.

3.2.4.4 LED Classification


According to the current version of IEC 60825-1:2014, LEDS do not exceed the
accessible emission limit of Class 1 under all conditions of operation, maintenance,
service and failure.

Warning — Risk of eye damage by laser radiation

Eyes can get damaged when they are exposed to a laser beam.
Observe the laser explanatory label, before plugging in the
module.

3.2.4.5 Optical Fiber Communication System Installation


Access
According to IEC 60825-2:2004 (3rd edition) + Amd 1:2006 + Amd 2:2010, the laser
device, when used in a 7360 ISAM FX, WM, or WDM shelf that is installed in a rack,
is classified as a "hazard level 1" product.
However, when multiple NG-PON2 OLTs are used with the Active WM, the device
may be Class 1M during installation or access.
The fiber cables pass through the bottom or top rack entrance. The use of cable
supports and guides protects the receptacles from strain.
The 7360 ISAM FX shelves are located in controlled access locations only (telecom
areas) which implies that activity inside the equipment must be executed by trained

3.2.5 Equipment Protection

3.2.5.1 Electrostatic Discharge


Devices and assemblies that are susceptible to ESD are labeled or tagged with the
ESD awareness symbol (Figure 6).

The necessary precautions must be taken to discharge operating personnel by the


use of approved discharge straps/links and a conductive layer on the exchange floor.
The maximum resistance to discharge must be 106 Ω.

3.2.5.2 Precautions
The following precautions must be observed:
• Wear an antistatic wristband when:
• Replacing plug-in units
• Operating circuit breakers
• The ESD awareness label (Figure 6) is present;
• Do not wear or use clothes made of wool, nylon, or any synthetic material; such
fabrics are major sources of static build-up
• When handling plug-in units, do not use gloves and finger covers, unless they are
made of cotton
• Always handle the boards by the edges
• Do not touch conductor paths with fingers or palms
• Remove the antistatic wristband and connection cord after use. They must not be
left connected to the shelf or left inside the rack when not used.

Earth bonding points for the wristband are provided on the shelf or in the rack and
are indicated by the label as shown in Figure 7.

3.6 Environmental Requirements


The 7360 ISAM FX, WM, and WDM equipment meets the environmental criteria
defined by ETS 300 019-1-X: Equipment Engineering (EE): Environmental
conditions and environmental tests for telecommunication equipment.
The 7360 ISAM FX, WM, and WDM equipment complies with the following classes:

3.6.1 Storage
Storage is according to ETSI EN 300 019-1-1, Class 1.1:
Weather protected, partly temperature controlled storage locations.

3.6.2 Transportation
Transport according to ETSI EN 300 019-1-2 - Class 2.3:
• Packed, public transportation
• No rain on packing allowed
• Free fall height limited to 300 mm, six faces (according to
ALIMP2PIPTSO-270668705-32)

3.6.3 Stationary Use


Stationary use of the 7360 ISAM FX, WM, and WDM equipment is in accordance
with ETS 300 019-1-3 Class 3.1E for multi-shelf configurations:
• Stationary use in temperature controlled locations.
Stationary use of the 7360 ISAM FX (when equipped with FWLT-C, FGLT-D,
FGUT-A, or FGLT-E boards) is in accordance with ETS 300 019-1-3 Class 3.2:
• Stationary use in partly temperature controlled locations.
Stationary use of the 7360 ISAM FX equipment according ETS 300 019-1-3 Class
3.3, for single-shelf configurations (not supported for the WM or WDM shelves):
• Stationary use in not temperature-controlled locations
• No condensation allowed
• No conditions of wind-driven rain, snow, hail, water from other sources than rain
allowed.

CE-marked in accordance with the following European directives:
• 99/05/EC (R&TTE)
• 73/23/EEC (LVD as amended by directive 93/68)
• 89/336 (EMC as amended by directive 93/68)
• 2014/30/EU (EU directive)

3.8 VCCI
The Voluntary Control Council for Interference by Information Technology
Equipment or VCCI is the Japanese body governing RF emissions (i.e.
electromagnetic interference) standards. VCCI compliance indicates that the
equipment does not cause electromagnetic interference with other equipment.
The 7360 ISAM FX equipment (more specifically the NGLT-C, FGLT-A (AB),
FANT-F (AC and AD/AE), the 7360 ISAM FX-4 ETSI shelf with intelligent fan, and
the 7360 ISAM FX-8 ETSI shelf with intelligent fan) complies with VCCI.

Some boards, including the FWLT-C, FGLT-D, FGUT-A, and FGLT-E, have not been
tested according to VCCI.

3.9 TEC
Telecommunication Engineering Centre (TEC) functions under the
Telecommunications Department of India Government. TEC defines standards for
Telecom Products and Services in India Market.
TEC 1476:218 (GPON Equipment) defines EMI/EMC and safety requirements for
GPON Equipment under Mandatory Testing and Certification of Telecommunication
Equipment (MTCTE) by the Government of India.
7360 ISAM FX equipment (more specifically, 7360 ISAM FX-4 ETSI shelf with
intelligent Fan, 7360 ISAM FX-8 ETSI shelf with intelligent fan, FANT-F, FNIO-B,
FGLT-B, FELT-B, FWLT-B and related Optics) complies with TEC 1476:218 and
TEC/SD/DD/EMC-221/05/OCT-16.
The safety requirements (IS 13252 and IS 10347) in TEC 1476:218 are covered by
IEC 60950-1 and IEC 60825.

3.10 Acoustic Noise


The 7360 ISAM FX, WM, and WDM equipment meets the acoustic noise
requirements defined by ETS 300 753: Equipment Engineering (EE); Acoustic noise
emitted by telecommunications equipment, category: telecommunication equipment
room.

3.11 ITU-T K.20/K.45 Compliance


The 7360 ISAM FX, WM, and WDM equipment is compliant with the following
specifications:
• In CO deployment:
Only if 420V type Gas Discharge Tubes (GDTs) are used in the Main Distribution
Frame (MDF), line Termination (LT) boards are compliant with ITU-T K.20
enhanced test levels on their respective external and internal symmetric pair
interfaces.
If no GDTs are used only ITU-T K.20 basic test levels for conditions without GDT
can be guaranteed.
Nokia's recommendation based on field experience strongly advises to use GDT.
As a reference, the gas discharge tube (GDT) used for qualification of Nokia DSL
line boards is a version from Bourns with manufacturing part number
2026-42-C2F. It has a sparkover voltage of 420V DC and low glow (70V) and arc
(10V) voltage characteristics.
