ESTABLISHMENT OF THE IMPLEMENTING TEAM OF THE RPRH LAW IN
BARANGAY SAN VICENTE WEST, CALAPAN CITY, ORIENTAL MINDORO

WHEREAS, the Responsible Parenthood and Reproductive Health (RPRH) law

and its Implementing Rules and Regulations have been deemed effective with the lifting
of the Status Quo by the Supreme Court last April;

WHEREAS, the Philippine Development Plan for 2017-2022 has likewise

included in the achievement of demographic dividend as a key strategy in harnessing
the country’s potential growth;

WHEREAS, President Duterte issued Executive Order No. 12 to mandate the

Department of Health (DOH), Commission on Population and Development (POPCOM),
Department of the Interior and Local Government (DILG), and other relevant agencies,
including local government units (LGUs), to attain and sustain zero unmet need for
modern family planning;

WHEREAS, in compliance with Responsible Parenthood and Reproductive

Health Law and its IRR, a Barangay Implementing Team (BIT) of the RPRH Law needs
to be created.

NOW THEREFORE, I, GUILLERMO M. QUINTO, JR., Punong Barangay of San

Vicente West, Calapan City, Oriental Mindoro, by virtue of the powers vested in me by
law, do hereby order the Establishment of BARANGAY IMPLEMENTING TEAM (BIT)
OF THE RPRH LAW OF BARANGAY SAN VICENTE WEST, CALAPAN CITY,
ORIENTAL MINDORO which shall be constituted to perform its assigned functions until
its successor shall have been chosen and qualified.

Section1. Composition – The Barangay Implementing Team (BIT) of the

Responsible Parenthood and Reproductive Health (RPRH) Law shall be composed of:

Members:
Loida N. Lubang Barangay Secretary

Rhiza G. Rovira Barangay Treasurer

Ronalyn N. Rada Barangay Nutrition Scholars

Joanna Marie N. Carpio Barangay Health Workers

Anita M. Taa Secretariat: Designated by PB

Section 2. Functions of the Team:

1. Conduct regular quarterly meetings and special meetings when necessary.

2. Formulate policies necessary to promote the Programs on Population and Family
Planning which will cater to the basic needs of men and women.
3. Prepare Annual Work and Financial Plan (AWFP).
4. Prepare and Submit a Semestral Accomplishment Report based on AWFP.

Section 3. EFFECTIVITY. This order shall take effect immediately.
