The Office for National Statistics (ONS) collects data on adult smoking habits using two surveys;
the Annual Population Survey (APS) provides headline indictors of the number of adults aged 18
years and over who smoke in the UK, and more detailed information on smoking habits and e-
cigarette users aged 16 years and over are collected in the Opinions and Lifestyle Survey (OPN).
The glossary provides short, understandable definitions for users who may not be familiar with the
terms or concepts described.

differentiate them from note markers.

In March 2020, OPN was transformed to a weekly omnibus survey to understand how the
coronavirus pandemic (COVID-19) is affecting life in Great Britain, resulting in a larger sample size.
From 25 August 2021, as we moved to a period where COVID-19 restrictions had been lifted across
Great Britain, the OPN covered roughly fortnightly periods. Data from the OPN was not impacted by
a change in survey mode during the pandemic and estimates are consistent with those published
previously. However, the questions related to smoking habits and electronic cigarette use were
greatly reduced. For example, the questions on frequency of use and average daily e-cigarette
consumption have been temporarily discontinued. Unlike questions on cigarette smoking, which
were asked throughout 2021, questions on e-cigarette were only asked during August and
September.

From 20 March 2020 the Opinions and Lifestyle Survey (OPN) became weekly, to understand the
impact of the coronavirus pandemic (COVID-19) on life in Great Britain.
From 2018, survey respondents were asked two questions. FirstCig asks whether cigarette smokers
had their first cigarette 1) within two hours of waking up, or 2) more than 2 hours after waking up.
FirstCigb was then asked to those who said they had their first cigarette within two hours of waking,
to get further detail on timings. Previously, prior to 2018, all of the time break downs detailed in
Table 6 were measured using a single question.
From 2018, survey respondents were asked three questions. Quita asked cigarette smokers to what
extent they agreed with the statement, "I want to stop smoking". For those who disagreed with Quita
statement, Quitb asked how strongly they agreed with the statement, "I think I should stop smoking."
For those who agreed with the Quita statement, QuitCig asked when they were aiming to stop
smoking. Prior to 2018, all of the responses were collected using a single question.
From March 2020, survey respondents were asked two questions. Quita asked cigarette smokers to
what extent they agreed with the statement, "I want to stop smoking". For those who agreed with the
Quita statement, QuitCig asked when they were aiming to stop smoking.

The Opinions and Lifestyle Survey (OPN) defines current cigarette smokers as those who said they
smoked cigarettes, even if occasionally. Current cigarette smokers are provided as a proportion of
those in the population.
People who have never smoked cigarettes refers to those who do not currently smoke, and have
never smoked cigarettes regularly. People who have never smoked cigarettes is provided as a
proportion of those in the population.
Cigarette smokers who have quit refers to those who said they have smoked cigarettes regularly,
but they do not currently smoke. Cigarette smokers who have quit is provided as a proportion of
those who have ever smoked cigarettes regularly.
Weighted estimates are available annually from 2000 onwards. Unweighted estimates are available
biennially from 1974 to 1998, though only for Great Britain and not England.
Estimates prior to 2005 are based on a fiscal year rather than a calendar year.
Estimates for 2004 and 2005 both include the period 1 January 2005 to 31 March 2005 as a result of
a change in survey period from a fiscal year to a calendar year.
Estimates for 2006 to 2011 include longitudinal data.
Due to a small sample size, some figures have been marked [u] to indicate possible unreliability.
From 2012, 16 and 17 years olds that said they do not smoke cigarettes at all nowadays were not
asked whether they had ever smoked cigarettes regularly. Therefore, from 2012 onwards, some
people fall into the 'never smoked' category who would previously have been classed as 'ex-
smoker'.
From 20 March 2020 the Opinions and Lifestyle Survey (OPN) became weekly, to understand the
impact of the coronavirus pandemic (COVID-19) on life in Great Britain. As a result of this change,
the sample size was significantly increased in 2020.

Data refers to the amount of time cigarette smokers typically wait until they have their first cigarette
after waking. From 2018 the survey question used was transformed for telephone and online data

The 95% lower and upper confidence limits have been provided. These form a confidence interval,
which is a measure of the statistical precision of an estimate and shows the range of uncertainty
around the calculated estimate. As a general rule, if the confidence interval around one figure
overlaps with the interval around another, we cannot say with certainty that there is more than a
chance difference between the two figures.
