1 General
The aim of this method statement to define and describe procedure for the Construction of Paint Work
(Type P1 Synthetic Resin Emulsion Paint & Type P7 Photocatalytic solar reflecting Acrylic Emulsion Paint)
of HSIA Expansion Project (Others Building). This has been prepared by the Contractor and seeks to
provide detailed information regarding the construction method and measures taken to increase the
positive impact of the building works.

The below information contained in this document to perform the effective operation of the HSIA
Others Building Paint work:

3 Purpose
After completion of preparatory works such as the installation of block, plaster installation, skim coat,
screed works and then the painting works will then be carried out. In this method statement will show
the procedure of painting works such as.
 Type P1 Synthetic Resin Emulsion Paint for interior
 Type P7 Photocatalytic solar reflecting Acrylic Emulsion Paint for exterior

6 Work Procedures
6.1 Storage and Handle

 Materials shall be delivered to the site in the manufacturer’s original packaging with the clearly
information. The containers that not displaying manufacturer's product identification will not
be acceptable.
 Materials delivered are store in tightly covered containers in a well-ventilated area.
 Maintain containers in clean condition, free of foreign materials and residue.
 The 5 gal. stacking bearing capacity of slab is 30 buckets per square meter.
 Materials shall not be in an area without finish provide adequate protection.
 Keep storage are neat and orderly remove oily rags and waste daily, take necessary
measures to ensure that worker and work areas are protected from fire and health hazard
resulting from handling mixing and application.

6.2 Synthetic Resin Emulsion Paint (Type- P1)

6.2.1 Surface Preparation

 Remove or protect hardware, accessories, plates Machined surface, lighting fixtures and similar
items already installed that not to be painted.
 Clean the substances that could impair the bond of various coatings. Remove oil, efflorescence,
chalk, dust, grease and relate agent.
 Cracking and porous surfaces are repaired and make good before starting.
 CRACK FILLER may use if the crack is more visible. Rub the surface after applying Crack Filler and
start paint work. This can be applying for interior surface only. For proper application follow the
Technical Data Sheet by manufacturer.
 Roughen substances by sand paper for best bond of various coatings and sand lightly between
each succeeding coating.
 Determine moisture content of surface by performing appropriate tests. Do not paint where
moisture content exceeds that permitted in manufacturer's printed directions.
 Paint shall not be applied in rain, mist or when the relative humidity exceeds 85 percent or to
damp or wet surfaces. Use heater to displace the humidity.
 Do not apply when ambient temperature is less than 10°C or if the temperature might drop to
this level within 4 hrs. of application. Heater may use to increase ambient temperature.
 Painting may continue during inclement weather if spaces in which surfaces to be painted are
enclosed and heated within temperature limits specified by the manufacture application during
application and drying periods
 Lay drop cloths on the floor within a room to protect from the paint. Using painter's tape apply
tape around the door frame and window frames. Make sure to apply firm pressure when
applying the tape to ensure the paint will not be able to drip under the tape.
 For materials preparation, maintain containers used in mixing and applying paint in a clean
condition, free of foreign materials and reside. All paint materials shall be mix in according to
manufacturer's directions.
 Stir all the paint materials need to be done to produce a mixture of uniform density before
application. Do not stir surface film into material, which must be removed out before using.

6.2.2 Application Procedure

 Apply one coat of high-quality water based primer, on new drywall will help to hide any small
imperfections on walls. And most important, it improves paint adhesion, which greatly
reduces blisters and peeling.
 Let the primer dry completely. Give the base coat about 6 to 8 hours to set. It should be dry
to the touch before you begin applying subsequent coats of paint. It may be more convenient
to apply the primer in the afternoon or evening, then wait until the following day to tackle
the paint.
 Mix the paint thoroughly. Use an electric paint mixer or handheld stirrer to blend the paint to
an even consistency. This will prevent the oils and pigments from separating, result in better
coverage and a smoother finish. Once the paint reaches a uniform texture throughout the
paint area.
 Third steps, provide finish coats that are compatible with applied primers. To begin painting
at the trim by hand, dip the tip of paintbrush about 2" into the paint, letting the excess drip
off. Then, brush the paint onto the wall with the angled edge of the brush, starting at one of
the room’s upper corners. Follow along the painter’s tape at the window frames on wall and
door frames and work way down using smooth, linear strokes until completed the outer
perimeter of the wall.
 Painting the interior of the wall, the best method for painting with a roller is to apply it in
alternating "M" or “W” pattern, working back and forth over the same section until it’s
completely filled in.
 When painting near the ceiling use an angled brush as they are narrower and will help
prevent getting paint on the ceiling.
 The extended roller handle can help you reach the upper sections of the wall nearest to the
ceiling. Make sure to overlap the edges while painting.
 The number of coats and the required film thickness are the same regardless of the
application method. Do not apply succeeding coats until the previous coat has cured as
recommended manufacturer.
 Apply additional coats if undercoats, stains, or other condition show through final coat of
paint until paint film is of uniform finish, color, and appearance. Give special attention to
ensure that formed surfaces, including edges, comers, crevices, welds, receive a dry film
thickness equivalent of flat surfaces.
 Paint surfaces behind movable equipment and furniture the same as similar exposed
surfaces. Before the final installation of equipment, paint surfaces behind permanently fixed
equipment or furniture with prime coat only.
 After completing painting, clean glass and paint-spattered surfaces. Remove spattered paint
by washing and scraping. Be careful not to scratch or damage adjacent finished surfaces.
 Remove all painters tape and gather drop clothes, making sure any spills or splatters are dry
before moving them.
 Remove temporary protective wrappings provided by others to protect after completing
painting operations.
 Provide “Wet Paint” signs at the complete painting area to protect newly painted finishes.

6.3 Photocatalytic solar reflecting Acrylic Emulsion Paint (Type-7)

6.4 Touch Up and Repair

 Remove any bubbling peeling by sand paper or putty knife. Use clean damp cloth to scrub
away any dirt/dust and then give the area time to dry.
 Apply putty, give them dry then sand with fine gain sand paper until the layer of filler is level
with the original layer of paint.
 Apply application. Recommended to use the same batch of paint to prevent the shade
distorted.

8 Quality analysis and quality control
The quality control team will be built by subcontractor:
8.1 Quality Objective
Quality objects are to deliver the project on time, the works to be compliance with design & specification,
Procure / supply the material that should be comply with the project requirement.
8.2 Quality Assurance:
The planned and systematic activities implemented in a quality system so that quality requirements for a
product or service will be fulfilled.
8.3 Quality Control:
Usually the Main CONTRACTOR is responsible for performing Quality Control (QC) making sure that the
standards are meet for production.
8.4 Contractual Requirements
Implementation of QAQC works shall be in accordance to ADC HSIA Expansion Project Quality
Plan and relevant quality system procedures.
8.5 Quality Documents
The Quality of Works shall comply with the requirements of material and workmanship
specification and other relevant documents as per structure requirement.
8.6 Inspection and Testing
The inspection and test plan (ITP) shall be approved by SC. The ITP details for the work shall be
referred latest ITP for construction. Checklist shall be used during inspection at hold point as per
Appendix-10.1.
8.7 Follow up and Evaluation
The work shall be carried out using the inspection form/checklist attached in Appendices and to
ensure the finishing quality of work shall be acceptable by ADC and NOCD representative.
Should there is any Non-conformity of work issued, we will respond within 7 days. Root cause
shall be determined, correction of work shall be taken immediately if possible and corrective action
shall be taken accordingly within agreed date. All NCR shall be closed within the agreed completion
date.
Refer Appendix -10.1 for Inspection Test Plan.
9 Safety
9.1 Health & Safety:
It is the responsibility of each Subcontractor to abide by the Safety & Health provision of ADC. In addition,
subcontractor shall abide by the client safety specification.

9.2 The Safety elements are:


1. Subcontractor Morning safety assembly, TBM at work site,
2. Daily safety inspection & observation, daily meeting, daily equipment & tool box inspection, Daily
permit to work, Daily Housekeeping before & after work etc.
3. Personal Protective Equipment
a. At all times, safety helmet shall be worn when working at site.
b. All workers shall wear suitable work apparel and attire.
c. No slipper is allowed at site. All workers must wear safety shoes.
4. Personal Safety rule

a. All worker must be carried in a safety manner so as not to endanger the lives of others and
damage properties.
b. No person shall be permitted to work where he may be struck or endangered by any equipment.
c. A daily inspection of the stripped area must be carried out by a competent person or the
supervisor in charge to look out for potential hazard before commencement works.
d. If hazard materials are detected, the person who detects them shall report to the supervisor
instantly.
e. To prevent car accidents, while dump trucks are moving back for loading and up loading materials,
signal man will be located on the site and controls the traffic safely.
5.Role and Responsibility of key personal
a. Objective in order to maintain the safe work place it is important to provide with clear definitions
and understanding of their role function and responsibility in the work place.
b. Project manager, Construction manager and site engineer will be the overall in charge for the
operation. He will approve all the risk assessment and safe work procedure prior to start work.
6. Safe Work Procedure for Mobilization of Materials and Equipment
a. Drivers of the lorry crane and delivery Trucks to have valid driving licenses and to obey all safety
and directional signs on site.
b. All drivers and operators to adhere to the site safe speed limit of 20 km/hr and they are to wear
and fasten their safety belts.
c. Proper road access would be provided by the Occupier and they would be informed one day in
advance of the materials / equipment mobilization.
d. Site Supervisor to conduct a physical site inspection to ensure all mobilization procedures and
sequences are on track.
e. They would direct traffic and guide the movements of the vehicles using “Stop” and “Start” signs
or using hand signals.
f. Banks-men and / or traffic controllers to ensure no workers or persons are at the rear of the
vehicles during mobilization and to sound warning whistles to evacuate them.
g. They are to stand at the rear of the driver’s side mirror of every vehicle to remain in constant eye
contact with the driver to prevent from getting knocked down by the vehicle.
h. Drivers to wind down the windows so as to be able to communicate with the Banks Man, to look
out for any eminent danger especially during reversing and at blink spots and to be able to hear the
signals from the Banks Man or Site Supervisor clearly.
i. Heavy vehicles drivers are to adhere to safe speed limit of 5 km/hr during reversing, turning at
sharp bends and at blink spots.
j. Limit the entry to the mobilization areas to authorized personnel only.
k. Proper coordination and planning by Project Coordinators and Engineers to prevent congestion of
the site assess.
l. Site and Safety Supervisors are to be on site to monitor and to ensure safe working conditions are
maintained at all times.
