1. INTRODUCTION

This JMS is specifically prepared to cover the TENORM Specific Radiological


Monitoring during pig retrieval and TENORM Specific Radiological Monitoring during
decontamination on TENORM contaminated pig activity from PGB.

2. BACKGROUND

Petronas Gas Berhad has engaged Alypz Sdn. Bhd. to conduct TENORM Specific
Radiological Monitoring at TGAST facility as per Atom Malaysia LEM/TEK/30 Rev. 3
and LEM/TEK/58 Rev. 1 requirement which recommended monitoring to be conducted
during inspection and maintenance of equipment. Based on the planning two (2)
competent Radiation Protection Officers will involve in this monitoring during pig
retrieval. Meanwhile, for decontamination activity, two (2) competent Radiation
Protection Officers (RPO) and three (3) assistant RPO/Radiation Worker (RW) will be
involved in this cleaning and monitoring with objectives as below:

i. To update the latest TENORM level for monitored equipment.


ii. To brief on TENORM safety to all personnel who may expose directly or
indirectly while performing the maintenance job.
iii. To clean TENORM contaminated pig until radiation level on the contaminated
pig reached to Atom Malaysia accepted level.
iv. To monitor radiation level inside working worksite during cleaning activities.
v. To monitor background radiation level outside of worksite to ensure radiation
from decontamination work will not contaminate worksite surrounding area.
vi. To brief on TENORM safety to all personnel who may expose directly or
indirectly while performing the decontamination job
vii. To decontaminate worksite area till radiation level is reaching Atom Malaysia
accepted level after complete decontamination activities.
viii. To dispose waste to Atom Malaysia license disposal center (Kualiti Alam).
3. SCOPE OF WORK

To ensure TENORM levels on the equipment during maintenance activity are within
Atom Malaysia permissible limit, the parameters as below are monitored:
i. To measure the external radiation level (in-situ).
ii. To measure surface contamination level (in-situ and wipe test).
iii. To measure long-lived airborne radionuclide contaminants.
iv. To measure short-lived airborne radionuclide contaminants.
v. To collect sludge/sand sample for activity concentration measurements.
vi. To put or update radiation label to the equipment exceeding Atom
Malaysia control limit.
vii. To decontaminate work area after complete cleaning work on pig.

5. JOB METHOD STATEMENT (MONITORING DURING PIG RETRIEVAL)

5.1. External Radiation Level


i. To measure external radiation level emitted from pig during retrieval activities
(exterior surface of receiver before opening of barrel door, interior surface of
receiver after opening of the barrel door).
ii. Marked the area which external radiation level is above 0.5 µSv/hr.
iii. Put barricade at the marked distance to protect entry to the area.
iv. Place TENORM radiation sign to notify personnel on-board on TENORM
hazard hot spot area.

5.2. Surface Contamination Level


i. To measure TENORM contamination at exterior and interior surface of
equipment from alpha emitter and others emitter.
ii. To conduct wipe test on area of interest to reconfirm the levels of surface
contamination due to alpha & beta emitter.
iii. Marked the area if contamination from alpha emitter is exceeding 0.04
Bq/cm2 and reading for others emitter is exceeding 0.4 Bq/cm2.
iv. Repeat item 6.1 – iii and iv

5.3. Sand/Sludge Sample Collection


i. To determine and evaluate radionuclide activity concentration in the
sand/sludge sample for disposal purpose.

5.4. TENORM Detection – Handling Contaminated Item


i. To handle TENORM Contaminated item once detected during monitoring.
ii. The item declares as TENORM Contaminated when the measurement for
external radiation level and surface contamination exceeds the Atom
Malaysia’s permissible limit.
iii. The activity involves during this monitoring; -
a. Wrapping and covering pig items with radiation level exceeded control
limit prior storage or transfer by using plastic wrap films.
b. Select temporary storage area before transferring contaminated item
to decontamination workstation, barricade the area and put TENORM
label to avoid unauthorized personnel entering the area.
The wrapping activity will be performed by a construction rep and assist by
RPO in labelling and marking.

iv. Contaminated items must be segregated from clean items and placed at
designated TENORM Temporary Storage area.
v. To apply permission from Atom Malaysia for the transportation TENORM
contaminated pig from Perlis Lateral Pipeline to Alypz decontamination yard.

5.5. Safety Briefing


i. To provide info on TENORM, method on how to minimize receiving dose and
how to deal with it. Attendance will be recorded.

6.1. External Radiation Level


v. To submit decontamination application to Atom Malaysia
vi. To measure external radiation level emitted from the contaminated pig.
vii. Marked the spot which external radiation level is above 0.5 µSv/hr.
viii. To clean radiation at hot spot area till external reading below Atom Malaysia
limit (0.5 µSv/hr).

6.2. Surface Contamination Level


v. To measure TENORM contamination at exterior and interior surface of
equipment from alpha emitter and others emitter.
vi. To conduct wipe test on area of interest to reconfirm the levels of surface
contamination due to alpha & others emitter.
vii. Marked the area if contamination from alpha emitter is exceeding 0.04
Bq/cm2 and reading for others emitter is exceeding 0.4 Bq/cm2.
viii. To clean radiation at hot spot area till external reading below Atom Malaysia
limit.

6.3. Measurement of Long-Lived Radionuclide


i. To determine the airborne contamination resulting from the presence of the
long-lived radionuclides from the U-238 and Th-232 decay series in the air
samples.

6.4. Measurement of Short-Lived Airborne Radionuclide


i. To determine the presence of the short-lived radionuclides of radon (Rn-222)
and thoron (Rn-220) at the work site, by using a portable radon monitor, RAD7

6.5. Sand/Sludge Sample Collection


i. To determine and evaluate radionuclide activity concentration in the
sand/sludge sample for disposal purpose.
6.6. Waste Disposal

i. To apply Atom Malaysia permission to dispose TENORM contaminated waste.


ii. Arrange transport to dispose waste to waste management facility license by
Atom Malaysia. Waste should be disposed within the Atom Malaysia
permission period.

7. PROCEDURE ON MONITORING PROCESS EQUIPMENT

7.1. Competent Personnel


Personnel carrying out the task of TENORM monitoring is fully trained and
certified by Atom Malaysia. Personnel carry out cleaning work is fully trained and
registered as Radiation Worker with Atom Malaysia.

7.2. Tools and Equipment


All the equipment which is going to be used has been calibrated by MNA or other
Atom Malaysia certified provider and still has a valid certificate, have been
inspected to be fit for use and is in a good working condition.

7.3. Housekeeping
Good housekeeping shall be maintained continuously throughout the duration of
work.

7.4. Reporting
To update PIC/Field Superintendent/ on daily progress meeting. To submit an on-
site report to PIC/Field Superintendent after completion of work.
