MUD AND DEBRIS ON THE PUBLIC HIGHWAYS

MANAGEMENT PLAN

Project Name: 137MW CALATRAVA SOLAR PROJECT

1. INTRODUCTION
The following sets out the approach to be taken to the management of mud and
debris on the highway for this project.
2. SITE DESCRIPTION
This project consists of Solar Energy Power Construction, Structures and Road
Pavement.

3. SITE ACTIVITIES
The below will occur during the external phase in the main but deliveries will
occur throughout the construction operation.
Mud and debris activities may occur during the construction and operational
phase of the proposed development.
During site operations, initially hauling of aggregates materials for temporary
access of the delivery of materials. Site transport will consist of forklifts, Dump
truck, Loader, Excavator, Drilling Rig, Backhoe, and another private/company
vehicle.
Site operations will involve an average approximation of 6 to 10 equipment
movement each working day.
Site operation hours are between 7:30am to 5:30pm, Monday to Saturday.
Site operation may be associated with a limited range of potential Mud and debris
including.
- Mud and debris generated by the movement of vehicles, workers, and
access within site.
- Mud and debris are generated by machinery operating on the site.
- Mud and debris generate by the wind action on dusty surface.

4. ASSESSMENT OF POTENTIAL RISK -OPERATIONAL PHASE

Mud and debris may potentially occur during rainy days, site operations as a result
of movement of vehicle and heavy machinery on the access road within the site,
mechanical handling operation, wind action on dusty surfaces, and from on site,
delivery vehicle.
It is considered that the potential risk of adverse health and nuisance impacts
associated with mud and debris from the site are inherently low for the following
reasons.
- Moderate scale of operations. Typical vehicle movement rates are
estimated to 6 to 10 per day or approximately 6 per hour at the start of
the project. Routine processing works would be carried out by limited on-
site.
- Nature of site design, temporary access road and area would be
hard surface.
5. MUD CONTROLS
Despite the low/medium/high risks associated with mud and debris from the site
during the construction and operational phase, a mud and debris control scheme
has been prepared and order to provide further confidence that adverse impacts
will not occur. (TABLE 1) Controls are included for all identified significant sources,
with the aim of preventing mud and debris at source.
TABLE 1 – MUD AND DEBRIS CONTROLS
SOURCE OF DEBRIS AND MUD CONTROL METHOD
Site Activities - Provision of effective barriers around dusty
activities or site boundaries.
- Minimizing dust generating activities.
- Regularly sweeping access road and hard standing
areas, as
necessary. (Road sweeper and Flag man, and
with signage)
Delivery Vehicle - Hard surfacing of the site areas and access
road.
- Regularly sweeping hard-standing areas, as
necessary. (Road sweeper and Flag man,
with signage)
- Limiting vehicle speed.
Construction Traffic - Sheeting/containment of aggregates delivery
vehicles.
- Regularly sweeping access road, as necessary
(Road sweeper, flag man with
signage)
- Early provision of designated internal haul
routes and dampening down during
dry/windy condition, as necessary.
- Limited vehicle speed

Off-site mud and debris dispersal - Regularly sweeping access road and on site as
necessary.
- Road sweeper on a day bases more required.
All site-related activities - Visual monitoring of the site boundary by the
site supervisor or appointed person daily or
immediately following complaint
- Implementation of appropriate mitigation
measures if visible mud or debris detected,
road sweeper and flag man.
