ABSTRACT

The capstone project entitled; “Web-based Binalbagan Stalls

Management System with SMS Notification” was created to help BPLO, and
Binalbagan Stall Tenants. The system was developed to improve and speed up
the process, including managing tenant records, managing stalls and sections,
managing records of payments, generating reports, and sending SMS
notifications to tenants informing them of billing rent and rent due. The
researchers used PHP; MYSQL; XAMPP; and Sublime to develop the system.
To create a polished and useful system step-by-step, the researchers adopted
the Rapid Application Development Methodology, the rapid application
development consists of four (4) steps for development such as Analysis and
Quick Design, Build, Testing and Implementation. The users evaluated the
system using the PSSUQ with a total mean of one point twenty (1.20) and
interpreted as “Strongly Agree.” The system was also assessed by the chosen
I.T. Experts using ISO/IEC 25010 Software Quality and confirmed that the Web-
Based Binalbagan Stalls Management System with Sms Notification passed the
Interface Quality, Information Quality System Quality, and Information Quality.
The recommendations given as follows; other developers can enhance the
system. Some can redevelop and upgrade it. They can update the application by
adding some features to the Binalbagan Stalls Management System with SMS
Notification, some features include enhancement of payment types and flexible
design. The website may prove useful to future researchers who wish to upgrade
and improve it, and they may come to additional conclusions that will enable it to
reach its fullest potential.

INTRODUCTION

Background of the Study

A market stall is a type of booth or stand where small enterprises or

individuals sell their products. These can include food, clothing, antiques,
handcrafted goods, and much more. In addition to regular markets, there can
also be open-air, farmers, street, and even car-boot sales. (Square, 2021). The
enduring appeal of market stalls lies in their time-tested nature and the unique
social experience they provide to customers. As local shopping gains traction,
the number of individuals shopping at markets continues to grow. Furthermore,
opening a new market booth holds the potential for rewarding profits (Stanley,
2021).

The Binalbagan Business Permit Licensing Office currently relies on

traditional procedures for transactions and records. These methods are time-
consuming, lengthy, and have high data redundancy. Such challenges hinder the
smooth management of vendor registration, stall section allotment, payment
recording, and record retrieval.

To address these challenges, the proponents propose the development of

the Web-based Binalbagan BPLO Stalls Management System with SMS
Notifications. The proposed system aims to optimize various aspects of stall
management, including vendor registration, stall section allotment, payment
recording, and record retrieval. By automating these processes and providing
online accessibility, the Binalbagan Business Permit Licensing Office can
achieve increased efficiency, reduced paperwork, and improved reliability in
managing tenant records and transactions.

Scope and Limitation

The Web-based Binalbagan Stall Management System with SMS

Notification aims to develop an automated system for the Binalbagan Business
Permit Licensing Office (BPLO) to reduce manual transactions. The system will
specifically focus on managing the public stalls in Binalbagan that are available
for rent that was under of management of BPLO. It will facilitate the search and
retrieval of records related to stall sections, tenants, contract lengths, and rented
sections of stalls. Additionally, users would be able to submit an inquiry form to
request a stall, manage the number of tenants, and notify tenants with SMS
notifications.

The system requires users to personally submit the necessary documents

at the BPLO office for confirmation of stall renting and to become an official
tenant. This limitation is implemented due to security concerns, potential system
risks associated with data breach and destruction, and to assist in managing the
number of tenants in Binalbagan. This system would also focus on processing of
data within the control of BPLO. The proposed system would be implemented
solely at the office of BPLO in the Municipality of Binalbagan, Negros Occidental.
It would not extend to other offices or departments within the municipality. To
boot, each stall or block is available for rent and occupy for only one individual.
Furthermore, only Binalbagan Public Market have directory stall maps, and in the
case of Payao, the location of each stalls are scattered, under development and
there are no directory stall maps.

REVIEW OF RELATED LITERATURE

This chapter discussed the evaluation of relevant literature and system

conducted both locally and globally that were relevant to the study. It could serve
as outline for creating Binalbagan web-based stall management system and
provide some ideas and information pertaining to the study.

Local Literature

The Public Wet Market System of Iloilo City, Philippines

Public wet markets play a significant role in the history, culture, and
economy of the Philippines. Since the days of Spanish colonial rule, wet markets
have served as the main trading hubs in towns all across the Philippines. With
the advent of globalization, however, wet markets are now at risk due to Iloilo
City’s growing hyper marketization. This study aimed to learn more about the wet
markets in Iloilo City’s external environment, resources, enterprise components,
and business outputs. In order to support the expansion and development of
these wet markets’ businesses, it also looked at various local governance
measures. Findings shows that wet market operations are influenced by
environmental factors outside of the market’s control using a descriptive
methodology and interviews with 100 wet market owners in Iloilo City. At the time
of the interview, the majority had been operating for more than nine years as
single proprietorship with an initial capitalization of at least PhP 20,000 from the
owner’s own savings (Carmen et al, 2020)

Public Market Price Monitoring Information System with SMS Notification:

buyers of a community market in Estancia, Iloilo, Philippines. It then evaluated

the system’s levels of usability and performance as well as differences in the
respondents’ perceptions. Developmental-descriptive research design was used
for this study. Participants in the study were five (5) professional evaluators, 17
sellers, and 72 purchasers. A modified PSSUQ instrument for the level of
usability and a survey questionnaire created by the researcher and based on the
ISO/EIC 9126 standards were used to collect the data (Wenceslao, 2020),

Android-Based Boarding House Management Information System

Web-based Boarding House Management Information System was

developed to help boarding house renters, owners, and landladies/landlords.
Because of the dense population in the Philippines, boarding houses are the
preferred alternative for most people due to the greater cost of buying or renting
a home. They also play a vital role in controlling the growth of urban planning
zones, especially in large cities. The technology will enable both parties find
solutions to all of their shared issues and enhance the tenant experience and
operational effectiveness. The strong demand for boarding houses offers a
lucrative opportunity for individuals to turn a profit every year. Because of this,
automating the manual procedure is crucial to the operation of a successful
boarding house company. The technology is intended to improve boarding house
management and provide a solution for current problems (Baldicanas et al, 2022)

Informal Rental Housing in the South: Dynamic but Neglected

The study shows how cities in the global South are seeing a sharp
increase in informal rental housing. The change in the method circumstances
and requirements of many large cities’ populations result in the creation of new
kinds of rental housing and landlord-tenant interactions. By focusing on the South
African backyard renting scenario, this study illustrates how informal rental is

an ever-changing process of development and improvement that both depicts

and helps to improve socioeconomic situations. Commercialization is causing
changes in the social dynamics and material quality of informal rental dwellings.
Although there are signs of professionalism and legalization, the government’s
disdain for this sector has resulted in ongoing informality and the risks that go
along with it. This report argues that greater government intervention in the
informal rental sector is necessary to improve public benefits and lower costs.
The paper ends with suggestions for how the government might assist in
transforming adverse effects into a positive connection with more equitable and
durable outcomes by using a developmental strategy (Scheba & Turok, 2020).

Local interactions between rental and real estate housing markets

The rental market and the sales market are the two primary sectors of the
housing market. The level of rentals impacts the prices of sales, while the prices
on the sales market have an impact on rents despite the fact that these two
markets operate in quite different ways. On the first strategy, a capitalization
formula converts the rentals into a selling price. But it’s possible—and empirical
study has shown—that there are imbalances between the two marketplaces. As
a result, the relative dynamics of prices as well as rentals might change over time
as well as within the boundaries of an urban area. How are the two marketplaces’
pricing (selling and rental) related to one another? Which one affects the other
and how? Is there a common link between the two prices over space? Why are
rents in some areas of an agglomeration too low in comparison to the cost of
housing? In a region with intense housing market pressures, such as the Lyon
conurbation, these problems are of special relevance to local housing policy
actors. They are particularly closely related to measures intended to support the
housing supply or the level of market rentals (Trouve, 2019).

The internet presents two distinct futures as the rental housing market comes
online: either it will give previously disregarded home seekers more equitable
access to information, or it will reproduce long-standing information disparity. A
digital divide might be reinforced by biases in the representativeness of online
listings, which would affect how diverse populations could access information
about housing searches. Additionally, they can limit the capacity of housing
professionals and researchers to analyze postings for general market insights
into the availability and affordability of rental homes. In this study, which looked
at millions of Craigslist rental advertisements across the USA, it was discovered
that whiter, wealthier, and higher educated neighborhoods were spatially
concentrated and overrepresented. Age, language, college enrollment, rent,
poverty rate, and household size are further significant demographic variations.
We explore the consequences for residential mobility, community intelligibility,
gentrification, housing voucher utilization, automated monitoring and analytics in
the context of smart cities, as well as the fact that most cities’ online housing
marketplaces are digitally separated by race and class. While Craigslist offers
useful user-generated information for understanding real-time rental availability
and cost (Boeing, 2019).

Prior Arts System

LEKEDE: Online Rental System

The primary objective of this application is to create a platform that

enables efficient and effective communication between users and owners of
rental products. The increasing popularity of online applications has driven the
need to explore industrial services that can enhance their offerings for
customers. In today’s digital era, there is a growing trend of online rental systems
for items such as furniture, cars, and houses, offering users a more convenient
alternative to ownership and maintenance costs. In this document, we introduce
LeKeDe, an application designed to provide a diverse range of everyday
products for rent,

including furniture, books, cars, clothing, accessories, fitness gadgets, and

mechatronics. Our target audience comprises individuals who prefer renting
products rather than purchasing them, whether they are local residents or non-
locals who stay updated with the latest trends. LeKeDe offers rental durations
spanning from as short as an hour to as long as a week or even a month. This
service combines the convenience of local branches with an online reservation
system (Mehta et al, 2019).

The Rental Zone (House Renting Website)

The world’s population is rapidly rising, and a great number of people are
moving to large cities and new regions for work, education, or a better living in
accordance to the research. As a result, housing demand is increasing, and
house rental is becoming an integral component of our society. As a result, I
recognized the significance of an online property rental website and made the
choice to create such a web application. The growth of rental websites is
examined in this paper. Tenants can rent properties through this website, while
landlords can list their houses for rent. This website will assist users in giving or
taking rent houses without having to deal with flat brokers in order to achieve an
agreement that is in the best interests of both parties (Paul, 2022).

House Rental Management System

A house is a place where people come together to strengthen their quality

of life, both economically and socially as mentioned by. However, in order to
lower a person’s expenses, the person should initially rent a rental house rather
than continuing to buy the house. Thus, a person who wishes to rent a house
must adhere to the price determined by the House Index Price (HPI) and must
adhere to all Malaysian laws, including the formation of a contract between the
owner and the tenant. The existing method has some drawbacks; such as
tenants not being aware of the rental homes that are offered in the area they
choose. There is no agreement between the tenants and the landlord, and the
tenants have no idea how to pay their rent online. A rental house management
system was developed

to address all rental-related issues as a result of this problem. To reserve a rental

home that is listed as available, users only need to log in (Misyam & Selamat,
2021).

Dormitory Management Information System with SMS Notification and

Biometric Security

We are depending more and more on a wide range of digital software and
apps as the digital world develops quickly. One of the most important elements of
every organization’s daily operation, whether private or public, is information
security. These days, SMS and biometric systems play the most significant
function in the twenty-first century. Due to its uniqueness, fingerprint identification
is one of the most notable and well-known identity verification methods. People’s
lives are made easier every day by the system based on the Short Message
Service. They facilitate communication with friends and family and speed up task
completion. These activities are essential. College residence halls are a vital
component of the college experience because they help students make friends
and gain independence. The majority of college students’ daily lives are spent in
their dorms. When students consider several features of their potential new
home, dorm safety is sometimes disregarded. One of the most enduring
problems that an organization must deal with is security. In today’s world,
everyone’s top priority is their own personal security. Fingerprint identification is
the most secure technology because no two people’s fingerprints are ever
identical. They are safe to use, particular to each person, and do not alter over
the course of a lifetime (Fernandez, 2022).

Development of a Boarding House Search Information System Using the

the number of homes or other distinctive buildings that offer house renting
services. The purpose of this study is to develop a prototype application for
locating and renting boarding houses in Telang, making it simpler for those
looking for boarding houses to obtain information about boarding houses that suit
their needs without having to visit each site personally. Whereas the owners are
enthusiast to advertise the boarding house. The stages of this study’s waterfall
system development methodology are literature evaluation, problem analysis,
requirements modelling, business process modelling, system design, and the
outcomes of each stage in developing a board house search system (Negara et

Sampling Methods

This study would use purposive method which refers to a group of non-
probability sampling methods where units are picked because they do have
characteristics that your sample needs. Purposive sampling, focuses on the
proponents when identifying and selecting the people, instances, or events that
can provide the most valuable data to meet the study’s goals. In other words,
units are chosen “on purpose” in this sampling technique.

Data Gathering Instrument

The researcher would use two (2) standardized questionnaires which is

Post Study System Usability (PSSSUQ) for user and to evaluate the system
usability, and ISO/IEC 25010:2011 for the IT experts and to evaluate the system
quality.

Stall Management System.

Rapid Application Development

Figure 2. Rapid Development Methodology

This figure shows the software development life cycle of the System.
Every phase carefully followed and applied to the development of the project.

The following are the six (6) phases of rapid development that
Researchers applied to finish the project:

Requirement Planning

During this phase, the proponents would determine the proposed project’s
scope and limitations. The researcher would discuss the project’s key
requirements with the BPLO before preparing the documentation that would
outline them, list of features that would be included, and estimated time of how
long the project will take to complete.

Build

In this phase, the proponents would build the proposed system with the
tools and languages that were useful and helpful. The proponents used PHP,
Xampp, Microsoft Edge, and Sublime Text for developing the proposed system.

Demonstrate

In this phase, if the requirements were fulfilled, the proponents would

discuss the design process to the user. From time to time, they were asked to
develop a solution that would enhance the proponent system and fulfill user
requirements. Through this activity, the proponents would initiate the finalization
of the proposed system.

Refine
In this phase, the proposed system would be refined in all aspects during
development. While building it, the proponents made sure that every stage of the
proposed system’s development was adjusted to provide a good design. The
proponent’s system features and functions were also finalized.

Testing

In testing, the proposed system had an evaluated finished project. In order

to get a sense of how the proposed system might benefit the intended users, the
proponents would then allow the end users to interact with it. The users were
questioned by the proponents regarding the usability and acceptability of the
system. Prior to testing and installation, proponents secured and assured the
systems’ functionality. The proposed system would be tested by the BPLO staff
and IT expert.

Implementation

In this phase, The last stage the rapid software development Life cycle.
After completing all the previous stages of development, the proponents will
deploy the system to the BPLO
