1.TOURISM DEVELOPMENT IN ANDHRA PRADESH

Andhra Pradesh is blessed with the country’s second longest coastline and perennial rivers and scenic
backwaters, is home to one of the world’s most visited religious destinations, is considered as the
birthplace of Mahayana Buddhism, and boasts of a vibrant and rich culture and heritage.

The Andhra Pradesh state with natural advantages for tourism and a favourable business environment
is rightly poised as an attractive destination for tourism investments. The government is taking steps
to provide an environment conducive to economic and social growth. These steps include
formulation of investment friendly policies, creating world-class infrastructure, improving
governance, and taking necessary steps to attract investments into the State.

To propel investments into tourism sector and enable a conducive business environment, the
Government of Andhra Pradesh has released Tourism Policy 2020-2025, which aims to boost the
tourism sector and enhance tourism investments in the State. The policy has been crafted keeping in
mind the ever-changing nature of tourism, the strengths and advantages of tourism in the state, the
interests of large-scale and small-scale investors and all the stakeholders of tourism.

The policy provisions attractive incentives - these are some of the best offered in the sector. It offers
attractive terms for land allotment and proposed initiatives that shall position the state as a premier
world-class tourism destination with robust infrastructure. The incentives have been tailor-made with
balanced focus on both large-scale investments and small-scale investments.

The salient features of the Policy are enumerated below.

• To create a conducive environment for co-creation of diverse tourism products and


experiences and develop 11 themes of tourism -- Rural Tourism, Heritage Tourism, Buddhist
Tourism, Eco-Tourism, Beach & Water Tourism, Recreation & Adventure Tourism,
Religious Tourism, Cuisine Tourism, Wellness Tourism, MICE Tourism and Medical
Tourism
• To provide best quality experience at all touch points to the tourists visiting the state
• To promote responsible tourism practices among all tourism stakeholders
• To foster skill development and build institutional capacity for skill development in tourism
sector
• To position the state as a preferred tourism destination nationally and globally.
• To attract and facilitate private investments and entrepreneurship in tourism sector in the
state

Theconsistent growth in state tourist footfalls and the prospective opportunities in the state’s
hospitality sector, coupled with the potential for Tourism development, signal that Andhra Pradesh is
the go-to destination for private investors.

To encourage the inclusion of private players and augment government’s efforts in tourism
development, Andhra Pradesh envisions to develop Tourism infrastructure projects on a PPP basis.

2. PURPOSE OF EXPRESSION OF INTEREST

APTDC has identified 80 vacant land parcels that have lucrative business potential for development of
Tourism infrastructure under the PPP mode.

APTDC is desirous of developing Tourism infrastructure at these land parcels/locations across Andhra
Pradesh by engaging developers and investors under PPP modefrom across the globe to leverage their
experience to offer world class hospitalityto tourists visiting Andhra Pradesh. The locationextent of land
and other details are furnished in Annexure 5.

The Tourism infrastructure projectsinclude the following indicative list:

• Hotels
• Resorts
• MICE Centres
• Wayside Amenities
• Golf Courses
• Amusement Parks/Theme Parks

Interested parties with other tourism projects as mentioned in the Appendix(in accordance with provision
13.5 “Eligible Projects”- Andhra Pradesh Tourism Policy 2020-2025- GO MS-11, YAT&C Department
dated 28-12-2020) can also submit their expression of interest.

Tourism policy 2020-25 provisions terms for allotment of land for Tourism projects other than Mega/5-
star and above projects through competitive bidding process as below:

• Allotment of land on an annual lease rent/Annual lease rent and revenue sharing basis
• Allotment on long lease basis – 33 years + 3 years for construction period of new tourism projects
• Enhancement of lease rent at 5% for every block of 3 years

The salient incentives of the policy encouraging investments are as follows:

• 100% waiver of land use conversion charges


• Reimbursement of 100% of stamp duty and transfer duty
• Reimbursement of 100% of net SGST accrued to state for all new tourism units for a period of 5
years from COD or up to realization of 100% fixed capital investment, whichever is earlier
• Fixed cost power reimbursement to new tourism units at Rs.2.0 per unit for a period of 5 years
from COD

Through this EOI, the aim of the Authority is to understand the interest of investors and developers and
structure the projects accordingly. Upon understanding the interest of investors and developers, a
competitive and transparent bidding process will be adopted for allocation of land for tourism projects
initiated by the department as per the provisions of Tourism Policy 2020-25.

The following criteria will be followed for the competitive and transparent bidding process:

1. The bids may be submitted as a sole bid or as a consortium. In case of a consortium, the number of
consortium members should not exceed two entities. The entity can be a sole proprietor, firm or a
company.

2. In case of a sole Applicant, the sole Applicant shall have to meet the Technical and financial eligibility
requirements.

3. For land parcels which fall under scheduled areas, the applicant should belong to a Tribal Community

4. It is compulsory for the successful bidder to form a Special Purpose Company (SPC)/ Special Purpose
Vehicle (SPV) for the project & Authority shall enter into an agreement with it.

5. Lock-In Period: Lock-In period shall be defined as a period of two years post Commercial Date of
Operations (COD). Commercial Date of Operations is the date on which the project is open to tourists
on a commercial basis, after due testing, trial running and commissioning.

a. In case of sole bidder, it shall retain minimum of 51% as equity contribution in the SPC/SPV
throughout thelock-in period. In the SPC/SPV formed by the consortium of two members, the
total equity contribution put together by both the consortium members shall not be less than 51%
throughout the lock-in period.

b. Further, in the SPC/ SPV formed by the consortium of two members, equity contribution of the
lead member of the consortium shall not be less than 26% throughout the lockin period and equity
contribution from the othe rmember of the consortium shall not be less than 10% throughout the
lock-in period.

c. Any loan or financial assistance raised in the name of SPC/ SPV shall be used exclusively for the
project and cannot be transferred to any other entity. Further, such loans shall have to be
mandatorily cleared before the service period ends.

d. The registered office of the SPC/SPV formed shall be situated in the state of Andhra Pradesh only.

4. SUBMISSION OF EXPRESSION OF INTEREST

4.1. Documents Checklist:

• The applicant should submit a separate Annexure 3 and Annexure 4 if they are interested in more
than one location

• The EOIs received without the required credential documents and applications received after the due
date and time will not be considered.

Eligible Projects as per A.P Tourism Policy 2020-25

4 Amusement Parks / Theme parks Entertainment centres equipped with stalls for games and refreshments,
entertainment shows, recreational devices such as a Ferris wheel, roller
coaster, etc. Theme Parks specifically oriented towards tourism in which
landscaping, buildings and attractions are based on one or more specific
themes, such as jungle wildlife, fairy tales,
cartoon characters, mythology etc.
5 MICE Centres Minimum seating capacity of 1,000 pax, with built-up area of minimum
10,000 sft of convention area. Three (3) Star or above category hotel as
per the guidelines of Ministry
of Tourism, Govt. of India.
6 Golf Courses Minimum 9-holes course. Club House with minimum built
up area of 5,000 sqft
7 Botanical gardens Large open areas home to biologically rich plantation, wide variety of
fruit yielding species, medicinal herbs etc. Such gardens may act as
natural conservation sites for
specific group of endangered plants
8 Urban / Rural Haats Stalls to showcase traditional cultural/handicrafts/ arts &
crafts. Stage / Amphitheatre for cultural performances.
9 Tourism &Hospitality Must be recognized institution by relevant regulatory
Training Institute authorities.
10 Wayside amenities Built over a land of 1500 Sq yards with a built-up area of minimum 2,000
sqft. Minimum facilities to be offered – Dormitory/ Rooms, Food courts,
Communication facilities,
Toilets, Shops, Car parking.
11 Spiritual / Wellness Centers For Spiritual centres- Auditorium or well covered open area with seating
capacity of minimum 500 people.
Accommodation facilities for minimum 100 people. For
wellness centres, Certified/licensed medicinal facilities
with at least 20 well trained staff. Well-trained yoga teachers with
relevant certifications. Minimum 25 rooms, of quality equivalent to three
