2.0 BASIC ENGINEERING DESIGN

2.1 General

The Hamaca Crude Upgrader Project is located in Jose, in the northeast region of
Venezuela. Jose is located 35 km from Barcelona, the capital of the State of
Anzoategui.

(Note 1): The information reflects the data based on MAENR (Ministerio del Ambiente y Recursos
Naturales Renovables) climatological information, specifically temperatures and humidity
measured at Barcelona Airport. The information covers 36 years (1955-1990) data for
temperature and 31 years (1955-1990) for relative humidity.

(Note 2): The Dry Bulb Temperature data (93 °F) was selected from average maximum and
standard deviations analysis.

Lightning protection shall be considered in all designs including electrical power


distribution and instrument wiring.

Based on a winter dry design bulb temperature of 62°F, winterization is not required
for the Hamaca Crude Upgrader Project. Only weather protection shall be specified
in accordance with GEMS G-1D14.

For threading, the Unified inch system will be used for piping connections (NPT)
while ISO/Vendor standard will be used for others.

Any deviation shall be mutually discussed and agreed upon with Petrolera Ameriven
during the design phase.

2.4 Design Codes and Standards

Appendix 1.0 lists all the major industry codes, standards and Venezuelan
Government Regulations, which are to be used in the design, fabrication and
installation of the Hamaca Crude Upgrader Project.

Petrolera Ameriven has directed that pressure vessels will be ASME code-stamped
and pressure piping will be designed to ANSI B31.3.

The words “codes and standards” are often used interchangeably; however, each has
a specific meaning;

Code: A systematic arrangement or collection of rules and regulations designed to


insure minimum acceptability of safety, design or operation. Codes are
generally enforceable and measurable.
Standard: An acknowledged basis for comparing or measuring quantity, weight,
dimensions, value, and quality. It is a voluntary reference set up to
establish or specify a level of excellence or attainment.
Recommended Practice: A publication of accumulated knowledge and experience
intended to facilitate the design and procurement of a particular piece of
equipment.
Examples:
ASME B31.3 is a CODE for pressure piping used in refinery service.

ASME B16.5 is a STANDARD for dimensions of steel pipe flanges and flanged
fittings.

API 530 is a Recommended Practice for Calculation of Heater-Tube Thickness in


Petroleum Refineries.

2.5 Environmental Requirements

2.5.1 Overview

Environmentally responsible construction and operation, which preserves


the natural characteristics and environmental features of the Jose area, is a
primary objective of the Hamaca Crude Upgrader project design team.
The project will comply with all applicable federal and local Venezuelan
environmental, health, and safety regulations and will incorporate good
engineering practice and operations/maintenance policies and procedures
to minimize environmental emissions and discharges.

The project EIA,1 included in the General Technical documentation,


contains detailed information regarding the environmental requirements
for, and features of, the project. Important environmental aspects
incorporated in the project design include the following:

Fired heaters and boilers will utilize amine-scrubbed refinery fuel gas
containing less than 160 ppmv sulfur compounds; no fuel oil firing
will be employed.

Three 45-percent Claus sulfur recovery units with tail gas treating will
be installed to minimize facility sulfur emissions.

Low-NOx burners will be provided to minimize emission of nitrogen


oxides.

Wet systems to handle petroleum coke will minimize fugitive particulate


emissions.

Hydrocarbon storage tanks will be equipped with vacuum/pressure


conservation vents or floating roofs to control emission of volatile
organic compounds (VOC).

Gas barrier seals for compressors in hydrocarbon service and dual


mechanical seals for selected light hydrocarbon liquid pumps, as
well as sealed oily-water sewer drains, to reduce fugitive VOC
emissions.

On-site facility waste water treating system consisting of CPI separators,


dissolved air flotation, and biological treatment which will produce
a facility effluent stream meeting the applicable standards for
ocean discharge.

Segregated waste water collection systems whereby potentially


contaminated operating areas will be curbed or otherwise
contained and drained to the waste water treatment system for
treatment of collected waste water and run off prior to discharge.

Maximum practical reuse of waste water streams including the use of


stripped sour water for hydroprocessing wash water, desalter
makeup, and coker water, and the use of reverse osmosis reject
water as cooling water makeup.

Extensive recycling of solid waste streams in the delayed coking


process.

Selection of recyclable/reclaimable catalysts, where practical, to


minimize solid/hazardous waste generation.

Equipment noise abatement and attenuation systems as necessary to


meet applicable fenceline and occupational exposure standards.

2.5.2 Regulatory Requirements

The Upgrader facility will comply with applicable Venezuelan


environmental regulations. Table 2.5.2 identifies the Venezuelan
regulations which potentially apply to the project. In addition to these
minimum requirements, the project may become subject to other facility
specific environmental limitations and mitigation measures as a result of
the Venezuelan permitting and environmental review process. These
additional requirements, if any, will be identified as permitting of the
project proceeds. The project design team has also decided, in specific
cases, to adopt certain U.S. (Texas) standards or World Bank

2.5.3 Environmental, Safety, and Health Design Criteria.

Table 2.5.3-1 presents a summary of the environmental atmospheric


emission limits applicable to the project. Wastewater effluent discharge
limits are defined in Section 2.6.9. Tables 2.5.3-2 and 2.5.3-3 show
preliminary estimates and disposition of solid/hazardous wastes and spent
catalysts associated with the project.

Occupational safety and health design criteria are incorporated in the


appropriate project design specifications.

(1) For distribution systems, maximum pressure is at the source and minimum pressure is at the user. For liquid services, all pressures are
referenced at grade elevation of 100 feet.
(2) Operating conditions at a user are at a point upstream of any control valve in the branch piping to the user.
(3) Operating conditions from a source are at a point downstream of any control valve in the branch piping from the user.
(4) Maximum return temperature for CWR is 120o F
(5) Firewater user condition at the tank farm is between 100 and 125 psig.

multiple exchangers in series to be 15 psi (max).
(10) In event of failure of IA system, the instrument air receiver will maintain pressure above 60 psig for 5 minutes
(11) Inert gas pressure at tank farm will be lower. Unit Engineer to calculate pressure at individual tank based on inert gas pressure of 90
psig at intersection of Aveniada H and Calle 5.
(12) All control valves and package systems should be designed for minimum instrument air pressure of 60 psig as required by GEMS.
(13) Maximum LP Steam operating temperature in the Sulfur Block (Area 30 – Units 24, 26, 28, 30 & 32) is 316 °F with a design
temperature of 357 °F. The piping specification break occurs in the Area 30 main piperack downstream of 28-TE-900.

Fuel gas to be used on the Hamaca Crude Upgrader Project will be a


mixture of refinery gas and natural gas. Typical fuel gas (normal
operation) compositions, heating values and operating conditions at users
are provided in Table 2.6.2. The design of fired heaters will be based on
the fuel gas compositions and heating values as shown in Table 2.6.2.

Natural gas from the pilot gas header will be used for pilot burners. During
start-up or when the Delayed Coker Unit is down, natural gas will also be
used for firing the fired heaters. Therefore, all fired heaters should also be
designed for 100% natural gas firing. The composition, heating value and
operating conditions of natural gas supplied are provided in Table 2.6.3.

Chemicals, catalyst and packing requirements are shown on a unit basis in


the Catalyst and Chemical Summary. Unless otherwise noted on the
summary, the following basis has been used for initial charge
requirements:
