3.

DATA COLLECTION

3.1 Preliminary Surveys

Preliminary surveys were conducted to assess the overall conditions in the vicinity of the
proposed Boarding House site and identify potential locations for traffic counts. Figures 3.1
and 3.1.1 depict a map illustrating the immediate surroundings of the proposed Boarding
House. The map provides a general overview of the areas within the immediate influence
area, including residential areas (e.g., Brgy. Cavinitan and Brgy. Calatagan Proper),
Catanduanes State University, Landbank of the Philippines, Restaurant and Coffee Shop
(e.g., Café Ubaldita), Powerzone, and ACC mini. There are also Boarding House
establishments found in the immediate impact area. These may be found along the
circumferential road beside Powerzone.

Ocular surveys of the study area were carried out on multiple occasions before and after the
traffic surveys, resulting in the collection of photos depicted in Figures 3.2 to 3.11. These
images provide a comprehensive visual representation of the area's traffic conditions and
various situations. The photos capture public transport operations, pedestrian movements,
queuing at intersection approaches, observations of non-motorized transport, motorcycle
behavior, and roadside parking. The insights gained from these observations played a crucial
role in planning the subsequent surveys and conducting a preliminary assessment of traffic
conditions. Furthermore, they were instrumental in understanding the potential impacts of the
proposed development on traffic and formulating recommendations to mitigate any negative
effects that may arise from the traffic generated by the proposed development. By leveraging
the information obtained from these ocular surveys and the accompanying visual
documentation, the planning and assessment processes were enriched, enabling a more
comprehensive understanding of the traffic dynamics in the study area. This, in turn,
facilitated the development of targeted and effective recommendations for managing and
mitigating the potential traffic-related challenges associated with the proposed development.

3.2 Secondary Data

Secondary data for the study included information about the proposed development. These
include area tabulations that were employed for estimating trips. The drawing in Figure 3.12
shows the lower ground floor layout for the proposed Boarding House. The proposed
Boarding House will only have 2 levels, with the second level being the second-floor level.
The respective layouts for both levels are shown in Figures 3.12 and 3.13. These figures
provide a visual representation of the proposed development and can be used to better
understand the layout and design of the Boarding House.

3.3 Traffic Counts

On November 17, 2023, a comprehensive 16-hour classified traffic volume count was carried
out using the DPWH vehicle classification system to analyze the traffic composition in the
specified area. The findings revealed that tricycles and motorcycles were the predominant
vehicles in the area, indicating their significant presence as public transport modes for
commuting between uptown and downtown. This data provides valuable insights into the
transportation dynamics of the area and can be instrumental in informing future urban
planning and traffic management initiatives.
