Chapter I
PROJECT PROFILE

Brief Description of the Project


This project involves the selection, installation, and maintenance of hand pumps or

domestic water supply, particularly installed in hand bored wells, to be located in Barangay

Bacong, Tayasan, Negros Oriental. This will serve as a means of providing clean, drinkable

water in rural areas. Hand pumps are important in villages which are not provided with piped

water supplies. The practice of drawing water from exposed open wells with a rope and bucket,

coupled with the practice of bathing and washing near wells and in ponds used for drinking water

supplies, are major health hazards in rural areas of developing countries. Most governments have

launched large programmed to provide potable water through hand pumps and piped water

supplies.

The project will be equipped with a pit or a ground surface, about 2-2.5m in diameter and

2 meter deep, for digging purposes. Hand boring sets are often equipped with an “auger” to make

shallow holes, especially in boring to install a hand pump, under situations when the static water

level is within the sanction limit of 5-6 meters from the ground surface.

Hand boring is a simple and low- cost method of tube well construction. It does not

require any sophisticated equipment. Strata sampling is accurate. Hence, the method can also be

used for testy boring. Very little water is required for boring, which makes it suitable for well

construction in remote areas.


Location of the Project

The facility will be established along the roadside of Barangay Bacong, Tayasan, Negros

Oriental. It is strategically placed where maximum accessibility will favor its purpose, such as

the residents coming from different Puroks of the said Barangay.

Target Beneficiaries of the Project

The facility assumes that all residents of Barangay Bacong and all other neighboring

barangay who’s in need of potable water will be directly benefited by the project.

Project Proponent

The project is a joint of the barangay government which is likewise the target service area

of the project. This is in cognizance to the in availability of this facility in the said service areas

that will cater the needs of the community people particularly with their household activities.
Chapter II

BACKGROUND OF THE PROJECT

Statement of the Problem

Ground water has been a source of drinking water and irrigation since the dawn of

recorded history. Water is required not only of sufficient quantity, but of potable quality for to

live a healthy life. The community people of the Barangay Bacong, Tayasan, Negros Oriental ,

have suffered sickness and disease caused by polluted water, non- availability of water and

inadequate sanitation. It is estimated that three out of five people have no access to safe drinking

water and only one of four has any sanitary facilities.

Rationale of the Project

The target service area of the project is resided by a significant number of farmers and

households. Sad to note, however, that these individuals are not well provided with some of their

basic needs such as water. Since they do not have any access or water source as it is unavailable

in their area, they have to walk for hours just to fetch for water for their consumption. On the

basis of these problems, it is deemed necessary to provide as facility that could serve as a source

of water, such as bored wells installed with hand pumps.

If the project will be realized, it is expected to benefit not only the household, but the

farmers and neighboring communities concerned as well. Once the project is already operational,

the health problems of the community would lessen, the consumers will benefit from a trusted

source of potable water, as well as for every households convenience.


Chapter III

MARKET STUDY

Market Study

Water well and pump projects require large investments. The rapid increase in ground

water development and river pumping has focused the attention of financing institutions and

users on the need to establish the technical and economic feasibility of a project proposal. The

National Bank for Agriculture and Rural Development, nationalized banks and other commercial

and cooperative banks insist on appropriate techno- economic feasibility reports to establish the

credit worthiness of projects on wells and pumps.

Major efforts have been made to develop a reliable hand pump that can be produced,

installed, and maintained in Barangay Bacong; however, tangible results were not realized by the

community. Therefore, a joint project proposal of the Barangay government of Tayasan, Negros

Oriental, namely; Bacong to put up a water pump facility was submitted to the City Agricultural

Office of Tayasan, Negros Oriental. This was conceptualized on the basis of the long- time

request of the residents in the area and the positive result of the survey that was conducted by the

proponent for such purpose, Water has been the major need to said area, yet, it has been their

perennial problem where to get any source of potable water for con consumption.

If implemented, the impact of the proposed project would be the following: a) new source

of water - ground water with use of hand pumps or community wells; b) extending existing

storage systems c) carry out public health sanitation. It is expected that the new project will

supply the incremental quantity of water demanded from year 1 up to the end of the life of the

project, which is assumed to be


25 years.

This project will target the water pump requirements of these commodities.
Chapter IV

TECHNICAL STUDY

Project Design

The project is proposed to be located in Barangay Bacong. This Barangay is found to be

not provided with piped water supplies.

Hand pump will be installed since this is common and user’s friendly for the beneficiaries

of this project, in comparison with other electric-generated pumping facility or indigenous water

lifts in which water is lifted by displacement through buckets, water wheels or screws. The

former is more efficient and safe to use since the practice of drawing water from exposed open

wells with a rope and bucket, coupled with the practice of bathing and washing near wells and in

ponds used for drinking water supplies, are major health hazards mostly in rural areas. Thus,

water derived from hand pumps area of a higher quality and spoilage and labor requirement is

minimal.

The project will be equipped with a pit or a ground, about 2-2.5 meter in diameter and 2

meter deep, is dug at the site. A hole, 1 meter deep, and of diameter slightly greater than the

bore, is drilled, using an auger. One unit of hand pump will be installed, which operate for a

number of years, if provided with maintenance.

Fast growing trees, such as jackfruit will also be planted along the perimeter to appease

the impact of air and noise pollution in the long term. Proper waste management will also be

practiced within the facility.


Project Site

The project will benefit the people residing the area, as well as to the farmers within the

targeted service areas in the city of Tayasan, Negros Oriental, namely; Barangay Bacong. The

location of the facility is right along the roadside and surrounded by relative number of

households, gardening area and small farms. It is an ideal place to put a facility like this because

it is the center of the community that is accessible to all.

The Process and Timing of Implementation

The water facility is considered a priority project of the Local Government Unit of

Tayasan. The implementation plan, assuming that the funds are already available, will be done

less than a year before the start of the operations. There will be three major activities before the

start of the operations; 1) Equipment acquisition, 2) Boring of shallow well, and 3) Installation of

hand pump. The start of the operation will be scheduled right after the project is done. Table 1

below shows the Work Plan showing the various stages of the project and the implementation

plan:

FINANCIAL STUDY
Major Assumptions

In doing the estimates for the cost off the physical requirements and the various activities

related to the implementation and operation of the project, the following assumptions are

considered;

1. Price estimates for all physical resource requirements were based on the outcome of the

canvassing done at the local market in the city of Negros Oriental;

2. Estimates for material and supplies and the corresponding cost is done by a civil engineer

of the LGU;

3. Breakages are assumed 1,000 and will increase 1% annually;

4. Miscellaneous expenses will have an amount of 5,000 annually.

Cost Analysis

Presented earlier, to complete the implementation of the project it will require an estimated

amount of ₱ 65, 000. 00. The following table (Table 2) show the detailed cost estimates for the

site development and acquisition and installation of supplies to implement and operate the

SOCIO-ECONOMIC STUDY

Socio-economic Benefits

The proposed project wants to answer the water source problem of the locality, so the

proponents decide to put up such facility so that domestic water would not be difficult for them

to find.

For the farmers, benefits from irrigation projects may be either direct or indirect. The

main direct benefit is the increase in the value of the crops. The value of the crop is its market

price, which depends mainly on the quantity harvested. Sometimes, it may influence the value of

unit quantity of the produce by improving its quality or by providing off- season vegetables,

fruits or flowers, especially during sunny seasons. Indirect benefits of irrigation based projects

on wells and pumps include the increase in the actual crop area by producing more than one

crop.

Social and economic benefits include the decrease in rate of health problems and

sanitation issues and overall increase in the standard of living. In many cases, projects on wells

and pumps intended primarily for irrigation also serve as source for domestic water supply

system. In case of domestic water supply, they include the number of households served,

population (in age groups), animals, community institutions and the per capita requirement of

water for each category of users.

Chapter VII
OPERATIONAL AND MANAGEMENT STUDY

Political Accessibility and Legality of the Project Implementation and Operation

To avoid any impediment and occasional delays in the implementation and operation of

the project it is see to it that all required clearances and permits are secured. Unless all required

documents are secured all concern authorities and inform the project will not be operated and

correspondingly operated.

Operational and Management Structure of the Project

The operational and management of the project will evolved through three major stages;

1) Design Stage, 2) Construction Stage, and 3) Operation Stage. The project will be directly

managed by the local government. Consultative mechanisms with the farmers and cooperatives

will be installed through the City Agricultural Office. A separate operations staff will be detailed

to the project.

Design Stage

During the design stage, the Local Chief Executive, the City Planning and Development

Coordinator, and the City Engineer will work together to develop the detailed survey,

engineering works, and determination of materials specifications required for the project.

The Local Chief Executive will facilitate the formulation of policies relevant to the

project. He will also ensure that the personnel involved in the project are doing their tasks.

The City Engineer and the City Planning and Development coordinator will facilitate the

preparation of plans, estimates, and survey in coordination with private contractors who will be

hired to prepare the detailed engineering design. During the design stage, the City Engineer will

serve as the base of the task force (See figure 1 for the organizational chart during the design

stage).

Constructions Stage

The construction stage will have the following activities:

1. A notice to proceed will be issued to start the project;

2. The project will be constructed; and

3. The project will be accepted by the LGU upon completion of the construction.

During these activities, the LCE will still function as it did during the design stage. The

treasurer and the accountant will assist the LCE in the allocation, recording, and disbursement of

funds. The City Planning and Development Council (PDC) will be responsible for the detailed

inspection of the project upon completion. Assigned offices will be involved in the monitoring of

the project during the construction stage. The private contractor will bear all tasks related to the

construction of the project and shall constantly coordinate with the LGU.

Operation Stage

From the design and construction stage to the operation stage, a significant change in the

organizational structure will take place. The management tasks will shift from the CPDC and

CEO to the City Agricultural Office and the project management staff. The LCE will oversee the

project. The project staff will be led by a manager and will be composed of an administrative and

operations units or departments. The following chart illustrates this:

The LCE will still assume its functions during the design and construction stages. He will be

responsible for making CAO and the project staff work together and will receive feed- backs and

recommend policies or resolutions to problems that may arise.
