Minutes of the 1ST Regular Session of the Sangguniang Barangay of Polo, Polomolok, South Cotabato held at
the Barangay Session hall dated January 8, 2024 at 8:5O o’clock in the morning.

A. Call to Order

The Regular Session was called to order by the Hon. Rogelio N. Tabiling, Punong Barangay at 8:50
o’clock in the morning who continued to preside over the session.

B. Roll Call
The Presiding Officer asked the Barangay Secretary to call the roll. Thereafter, a quorum was
declared to be present.

C. Reading and Approval of the Minutes of the Previous Session:

The Barangay Secretary was then requested to read the Minutes of the Previous Inaugural Session.
On motion of Hon. Dionard B. Bitantos duly seconded by Hon. Aufil J. Campo the Minutes of the
Previous Session was approved as read.

D. Minutes of the Chairman’s Report

a. The Punong Barangay discussed and informed the body about the BNEO seminar and budget.The
seminar will be held at ESMA RESTAURANT on January 30, 2024 to February 2, 2024 with a payment of
(3,000.00) two thousand each participants and compulsory to the Barangay Council members and staff.
He further explained about not going to the side trip afterwards at Samal Island for lack of budget.

Item 1:

Presented for the approval of a “Resolution Re-enacting the Personal Services of the Annual
Budget of 2024 to Update the Honorarium of Barangay Official and Staff”.

The proposal was presented by the Committee on Appropriations and unanimously approved
by the council.

Item 2:

Presented is a “Resolution Approving the Backyard Gardening Ordinance of the Barangay

Polo, Municipality of Polomolok, Province of South Cotabato”.

The measure was presented by Hon. Aufil J. Campo, but Hon. Dionard B. Bitantos suggested to
make it as first reading of “The Backyard Gardening Ordinance of Barangay Polo, Polomolok,
South Cotabato.” The motion was duly seconded by the proponent kagawad.

Item 3:

Presented is a “Resolution Requiring all Household Owners or Occupants, Business

Establishment and Government Offices to Observe the “Tapat Ko, Linis Ko” Program and
Prescribing Penalties.
The measure was presented by Hon. Aufil J. Campo, Hon. Dionard B. Bitantos clarified that
penalties can’t be imposed if the issuance is a resolution, suggested instead that the measure
will be incorporated with the Solid Waste Management Ordinance which was seconded by the
proponent kagawad.

Item 4:

Presented for First Reading is an “Ordinance Enacting The 2016 Revised Comprehensive
Ecological Solid Waste Management of the Municipality of Polomolok, Province of South
Cotabato”.

The measure was presented for first reading by Hon. Aufil J. Campo, Committee on
Environment and Sanitation. After the presentation Hon. ___________ moved that the
measure is approved for first reading, duly seconded by Hon. _________.

Item 5:
 Second Reading of an “Ordinance Adopting the Updated Gender and Development [GAD] Code
of the Municipality of Polomolok, Province of South Cotabato” was moved to unfinished
business due to lack of printed or visual presentation of the ordinance.

Item 6:
Second Reading of the “Barangay Tax Revenue of Polo, Polomolok, South Cotabato” was moved
to unfinished business due to lack of printed or visual presentation of the ordinance.

Item 7:
Presented for First Reading is an “Ordinance Establishing +639________ as the Hotline Number
of Barangay Polo, Polomolok South Cotabato”.

The measure was presented by Hon.Cathy G. Carmona and Hon.Dionard B. Bitantos both
proposed this ordinance to established a Hotline Number of Barangay Polo in case of any
emergency. The motion was moved by Kag. Aufil J. Campo seconded by Kag. Herman B.
Fortaleza

F. Priviledge Hour

Hon. Ariston A. Leoberas, conducted a physical turnover of the specified items:

= Cash from Covered Court Rent of light in the amount of = 3,175.00 pesos., the amount was handed over
to our treasurer.

G. Committee Reports

It’s commendable that Hon. Julius B. Barabag, Purok 2 District Kagawad presented the status of water
system in the Escanda and Norbe Area, addressing basic needs in the community for the well-being of
residents.

The Presiding Officer reccomended inviting individuals from Dole Phils., Water District who are concerned
to discuss the current status of the water system in the area.

Hon.Julius B. Barabag, District Kagawad of Purok 2 presented the complain that the road in Purok 2,
between Barrida and Ambrosio are scheduled for repairs and backfilling.
 The Presiding Officer acknowledged the district’s report to request equiptment from the Municipality’s
office to be used for Purok 2 road repairs.

Hon.Julius B. Barabag, presented that There should have equal distribution for facilitating the
Government assistance to the members of the council.

Hon. Dionard B. Bitantos presented the Reformatting of the Barangay Annual Budget for 2024

Hon.Ariston A. Leoberas presented the status of Road concreting at Purok 5 if for the Congress or
Municipal budget.

2. Hon. Aufil J. Campo, District Kagawad of Purok 7, addressed the need for street lights in this Purok,
the body agreed that each household shall contribute. Additionally, informed about the absence of canal in
this area and this was addressed to the committee on Infrastructure. She also presented to the body the new
Purok -7 officers:

It appears that Kag. Rodolfo Nacar raised the concerns about the water system with the Purok 5
constituents complaining against Procioso Elliot, William Elliot, Fred Elliot. The Barangay Secretary has taken
action by sending letters to the concern to have dialogue.
