2024 PROVINCIAL MEET
TECHNICAL GUIDELINES

CHESS TOURNAMENT
March 3-8, 2024

RULES AND REGULATIONS


l. TOURNAMENT RULES
The tournament shall be governed by FIDE Laws of Chess and those stated in the following ground rules:
A. Chess shall be played as a team and individual competition in standard and blitz.
a. One (1) team for the Boys and one (1) for the Girls in the Elementary Level
b. One (1) team for the Boys and one (1) team for the Girls in the Secondary Level
c. Each team shall be composed of two (2) players and a coach
B. The Individual Swiss System (9 Rounds) with Team Results shall be adopted.
a. The Swiss Manager Pairing Program shall be used.
b. Pairing according to starting rank. The Next Round will be based on the Score Group.
c. 1st day: Standard (AM) [one (1) round (PM) 2 rounds]. 2 nd day 3 rounds and 3 rounds for third
day. Standard Event (9 rounds) the 4 th day and 5th-day schedule for Blitz tournament and
awarding (See SCHEDULE OF GAMES).
Note: Protest in pairing shall not be entertained.
C. The initial ranking of players will be based on the last NCFP rating lists (January 2021), unrated
players will be ranked alphabetically.
D. Chess clock:
a. Use of a chess clock is compulsory.
E. There shall be separate championships for the boys and girls in each division:
a. Team: STANDARD BLITZ
Secondary – Boys/Girls Secondary – Boys/Girls
Elementary – Boys/Girls Elementary – Boys/Girls

*Team Championship – Total scores of 2 players in the Municipality.


*A Division/Team with one player can play for the individual event only and shall not qualify
in the Team Event.
b. Individual: STANDARD BLITZ
Secondary – Boys/Girls Secondary – Boys/Girls
Elementary – Boys/Girls Elementary – Boys/Girls

*Individual Championship – The standing of the players after the end of the competition and
tie-breaks.
F. Players shall be required to present their respective IDs before the start of each round. USE OF
UNIFORMS SHALL BE MANDATORY ON THE 1ST AND LAST DAY.
G. Each team is required to bring at least one (1) digital chess clock and one (1) eureka chess mat to be
deposited and withdrawn from the equipment storekeeper before and after each round.
Note: This rule may be waived if the organizer/host Team can provide all the equipment.
H. Players, coaches, and spectators are not allowed to make post-game analyses, play against each
other coaches, spectators, and players, or discuss finished or unfinished games within the playing
area.
I. Players are not allowed to eat inside the playing area while the game is in progress.
J. Players who have finished their games shall arrange the chess pieces and vacate the playing area
after signing their score sheets and submitting them to designated tournament officials.

K. Players must observe a proper dress code while playing. The following are prohibited:
a. Wearing slippers b. Wearing short Pants/Sandos

II. RULES AND REGULATIONS


A. STANDARD CHESS
a. Time control shall be 1 Hour with 30 seconds increment per move to finish the game using
the digital clock.
b. Recording of moves in algebraic notation is mandatory throughout the game. Violation of
these rules shall be considered an offense:
c. Illegal moves
1. Wrong movement of a piece;
2. exposing the King to an attack;
3. King remaining under check;
4. capturing the opponent’s King;
5. using two hands in making a move;
6. non-replacement of the piece after pawn promotion;
7. and pressing the clock without making a move.
d. Penalties
1st offense plus 2 minutes to the opponent’s time
2nd offense’s loss of the game
e. Infringement: Infringements made by a player such as:
1. displacement of pieces on the chess board,
2. use of force in pressing the clock
3. & non-recording of moves shall be
penalized as follows:
1st offense oral warning

2 offense plus 2 minutes to the opponent’s time
rd
3 offense’s loss of the game
f. The defaulting time is 30 minutes after the official start of each round. The wall clock inside
the playing area shall be the official clock during the tournament.
g. Coaches and spectators are not allowed in the playing area while the game is in progress.
h. Only coaches and designated DepEd officials will be entertained if there are clarifications,
issues, and questions about technicalities, etc.
i. In the final round, players from the same Municipality/Team who have scored more than
50% (3.5 or more points), will not be paired against each other.
B. BLITZ CHESS
a. Time control shall be three (3) minutes with two (2) seconds increment per move to finish
the game using the digital clock.
b. Illegal moves
1. Wrong movement of a piece;
2. exposing the King to an attack;
3. King remaining under check;
4. capturing the opponent’s King;
5. using two hands in making a move;
6. non-replacement of the piece after pawn promotion;
7. and pressing the clock without making a move.

Penalties
1st offense plus 1 minute to the opponent’s time

c. Infringement: Infringements made by a player such as

shall be penalized as follows:
1st offense oral warning
2nd offense plus 1 minute to the opponent’s time

C. SCORING SYSTEM: Game Scoring System is applied - A player is credited 1 point for a win, .5 for a
draw, and 0 for a loss.
D. TIE-BREAKS
The following Tie-Break systems (in descending order of priority) shall be applied to determine the
final ranking.

a. INDIVIDUAL RESULTS
i. Direct Encounter
ii. Buchholz System
iii. Buchholz Cut 1 System
iv. S.B. System
v. Greater number of victories (Forfeits Counted)

b. TEAM RESULTS
i. Combined Buchholz Tie Breaks of the members of the Team
ii. Combined Buchholz Cut 1 Tie Breaks of the members of the Team
iii. Combined S.B. Tie Breaks of the members of the Team
iv. Combined Greater Number of Victories of the members of the Team
v. Score of the player with the highest number of points.
c. A sudden death match (Armageddon) shall be played to resolve the tie if ties still occur after
applying all the tie breaks.
III. CVIRAA MEET QUALIFIERS
A. Top 1 player in Standard Event will be the Player 1 in CVIRAA. Top 2 player in standard event will
play against the top 1 player in blitz (best of three: rapid 30 minutes without increment…
Armageddon if necessary). In case only one player is the champion in standard and blitz the second
in standard is automatically the player 2.
IV. TOURNAMENT OFFICIALS AND APPEALS COMMITTEE
A. The Technical Manager (Secondary) is NA CONSOLACION A. ANINIPO, and the Assistant Technical
Manager is CAUP1 ARNEL MONTAYRE. (Secondary). The Tournament Chief Arbiters shall be
AMINODEN HADJI IBRAHIM (Secondary) and (Elementary) Technical Manager is CAUP1 SANTIAGO
PEQUE and Assistant Technical Manager JUAN PERALTA (Elementary) The Tournament Chief
Arbiters shall be ROGELIO C. REPONTE. (Elementary)
B. The decision of the Chief Arbiter on a Point of Law is Final.
C. Any Appeal or Protest on the decision of the Chief Arbiter on a point of Fact shall be submitted duly
signed by the player, the team Coach, and the Municipal School Sports Representative (Athletic
Manager) in writing not more than 30 minutes (standard) and 10 minutes (blitz) after the conclusion
of the game in Question. PROTEST FEE: PHP2,000.00 with receipt.
D. The members of the appeals committee for the boy’s division are the coaches of the top five (5) rank
teams of the girl’s division before the start of the round in question and vice-versa.
E. If a committee member is from the same Municipality of the involved party the next team in rank
shall take his/her place, and so on.
F. All deliberations of the appeals committee shall be presided over by the Tournament Manager who
shall have no voting power.
G. The decision of the Appeals Committee on a point of fact is final.
H. Any untoward incident caused by parents and trainers will be sanctioned as follows: 1st – oral
warning (involving a ban on the playing venue); 2nd – 1 game suspension of a player on the involved
party; 3rd – expulsion (player) from the competition.

V. IRREGULARITIES AND PENALTIES


A. Mobile phones and other means of electronic communications are strictly prohibited inside the
playing area. A player who will violate this rule shall lose his/her game.
B. A team whose member is giving unsolicited advice or assistance to his teammate while the games
are in progress shall lose their match.
VI. COLATILLA
A. All other matters not covered in these rules shall be decided by the Organizer (Chess Tournament
Committee) who reserves the right to amend or alter any provision of the above-mentioned Rules
and Regulations for the success and interest of the tournament.
