Analysis of the dynamics of indicators characterizing the health status of the Russian
population. A comparative analysis of health care developments in Russia and other
countries is carried out. The conclusion is confirmed that the main problem in the
development of health care in Russia is insufficient public financing. The disadvantages and
limited potential of the applied financial model were evaluated. One possible way to
increase public funding is proposed. There is evidence that the ability to deliver medical care
is reduced by so-called healthcare optimization. A possible way to improve the territorial
organization of health services is being considered. The effectiveness of the Russian
healthcare system in fighting the coronavirus pandemic has been assessed. The current
state of the national healthcare system raises justified concern.

The high morbidity and mortality of the population of Russia persist. Sociological studies
record a low level of satisfaction of the population with the quality and level of accessibility
of medical care. Representatives of the medical community are increasingly criticizing the
government's policy in the field of healthcare, the adopted directions of reforming the
industry. At the same time, many of the shortcomings of the implemented strategy for
organizing healthcare have been clearly manifested during the epidemic of coronavirus
infection COVID-19 and caused significant damage to the socio-economic development of
the country. Only in the mid-2000s was it possible to reverse the trend of increasing
mortality through improvements in the socio-economic situation and living conditions of the
population as well as improvements in the medical care system. international. This was
