1. Community Organizing
Community organizing is a procedure in which individuals who live near one other or have a
common problem form an association that operates in their mutual self-interest. This is the
first step to start an empowerment to a community.
2. Planning
In the empowerment planning stage, the initiator of empowerment takes an initial approach
through socialization with the aim of realizing utilization and maintenance activities.
3. Monitoring
Monitoring is the activity of monitoring the implementation of the program periodically to
find out and control whether the activity has run in accordance with the activity plan.
4. Evaluation
Evaluation is an activity to see the extent to which the program is able to achieve goals and
produce the expected impact.
