 The Waste Flagship Programme in South Africa, initiated by the Industrial Development Corporation (IDC) in partnership
with Infrastructure South Africa (ISA) and the Department of Forestry, Fisheries, and the Environment (DFFE), focuses on
diverting waste from landfills to circular economy solutions.
 Originally part of the National Climate Change Response Policy, the program aimed to upscale waste diversion projects from
6 pilot municipalities to 30, specifically targeting organic waste streams.
 Phases I and II involved integrated waste diversion strategies, operator models, and project technologies like composting
and anaerobic digestion.
 The recent designation of the Waste Flagship as a Strategic Infrastructure Project aims to include mega projects and explore
additional waste streams, seeking private funding and leveraging existing governance models.
 The next phase, Phase IIIa, focuses on updating the program model to incorporate various waste streams and explore
funding options, utilizing untapped sources like waste management charges and extended producer responsibility schemes.

Scope of Work
The service provider is required to prepare a business case for the Waste Flagship Programme. Advise on how other waste streams
could be included in the Governance model and how diversion infrastructure can be founded. This Feasibility study is primarily a
desktop-based assignment.
