Agricultural Credit Policy Council (ACPC) shall undertake the following functions: a)
Review of the modes of compliance, after implementation, to determine whether these
are adequate to support the financing requirements of rural communities and
recommend to Congress for appropriate action; b) Identify priority sectors within the
agriculture, fisheries, and rural communities, other than ARBs and ARCs, that will
benefit from loans that shall be counted at 10x their outstanding amount as compliance;
c) Determine whether the multiplier, 10x, of loans outstanding to priority sectors, is
appropriate; and d) Provide support to the Land Bank of the Philippines (LBP) and
Development Bank of the Philippines (DBP) in regard to the design and delivery of
capacity building programs and activities to ARBs, duly-registered farmers including
members of their households, their MSMEs and ARCs.
