In today's era of regional autonomy spatial arrangement has an important role in

The concept of regional development in Indonesia was born from an interactive process that combines the
fundamentals of theoretical understanding with practical experience experience as a form of dynamic
application. In other words, the concept of regional development in Indonesia is a combination of various
theories and ever-evolving models that have been prepared. Furthermore, it was reformulated into an approach
tailoredto the conditions and needs of development in Indonesia.

Spatial arrangement is an instrument to examine the interrelationships between these phenomena and to
formulate objectives and strategies for integrated regional development as a foundation for the development of
sectoral and regional development policies, including as a foundation for the development of efficient urban
systems in accordance with established functions. In its development, now spatial arrangement has a strategic
role in the context of national development because it is directed as a foundation to maintain the territorial
integrity of the Republic of Indonesia.

The blend of regional and urban development planning concepts in the era of regional autonomy includes several
key principles and a series of action-oriented recommendations based on strong evidence, inspiring practices and
learning from different regions and contexts. The guide emphasizes the need for an integrated approach to
planning areas and covers areas of urban policy and governance, sustainable urban development, planning
components as well as implementation and monitoring mechanisms.

 ABSTRAK

Smart City is one of the new city development and management strategies. This concept
emerged and developed along with the times and technology. Smart city is a smart city concept
designed to help various community activities and provide easy access to information to the
community. This concept emphasizes three concepts, first, a concept applied by local
government systems in managing urban communities, secondly requires the management of all
resources effectively and efficiently and third smart cities are expected to be able to carry out
the function of providing information appropriately to the community and able to anticipate
unexpected events.

Indonesia as the country with the 4th largest population in the world and has an uneven
distribution of population certainly has its own problems in various urban areas. In
implementing Smart City to help provide solutions to urban problems must be considered six
dimensions of Smart City, namely Smart Economy, Smart People, Smart Living, Smart
Governance, Smart Mobility and Smart Environment where the application of each dimension
depends on the problem at hand. Once the focus of the problem is found, it can be done the
selection of application models. Furthermore, information and communication technology
(ICT) is utilized to connect, supervise and manage resources more efficiently and effectively.

 CHAPTER 1

INTRODUCTION

1.1 Background

Indonesia itself has a target of "Movement Towards 100 Smart Cities" until 2019. Telkom
as the largest information service provider in Indonesia is also implementing Smart City using
a model called "Smart City Nusantara". Smart City Nusantara is a model that implements the
Penta Helix Model (Academic, Business, Community, Government, Media) and local policies
in Indonesia. Every component of Penta Helix has a role in helping the implementation of
Smart City Nusantara. Target 100 Smart City in Indonesia has a very good reason with regards
to the potential that exists. The potential of Smart City as a catalyst in solving problems in
various urban areas in Indonesia is certainly very large considering the technological
opportunities, government support and Smart City models that can be adapted to exiting
cultures and problems faced.

Implementation of policy implementation is a very important stage in the policy structure,

because through this procedure an overall policy process can affect the success rate or not
achievement of objectives, one of which is the Implementation of Policies on Smart Cities
described by Vice President Jusuf Kalla who launched the Indonesia Smart Cities Index (IKCI)
2015 program at the Jakarta Assembly Hall on March 24, 2015. The program is one way in
order to improve the performance of Local Government Administration. Local Government
through innovation in Law No. 23 of 2014 on Local Government. In Chapter XXI titled
Regional Innovation. From Article 386 to Article 390 of Law 23/2014, explaining that in order
to improve the performance of local government, local governments can innovate. Innovation
as intended is all forms of renewal in the implementation of Local Government. In formulating
innovation policies, Local Government refers to the principle: increased efficiency;
improvement of effectiveness; improved service quality; there is no conflict of interest;
oriented to the public interest; done openly; meet the values of propriety; And can be accounted
for the results are not for self-interest.

To make Makale City as a labeled Smart City is not easy, so that in the Smart City Policy
Research there are still many problems faced by the Makale City Government of Tana Toraja
Regency.

DISCUSSION

A. What is a smart city?

Smart City is a city area that has integrated information and communication technology in
everyday governance, with the aim to improve efficiency, improve public services, and
improve the welfare of citizens. Cities that use digital technology to improve performance,
reduce costs and consumption, and to engage more actively and effectively with their citizens.
There are at least three factors that affect smart cities, namely economic smart, socially
intelligent, and environmentally intelligent. Smart cities are also defined as cities capable of
using human resources, social capital, and modern telecommunications infrastructure to realize
sustainable economic growth and a high quality of life, with prudent resource management
through community participation-based governance (Caragliu, A., et al. in Schaffers,
2010:3).

Smart cities use information technology to run the wheels of our lives more efficiently.
Smart cities are cities that use the principles of smart living, smart government, smart economy,
smart environment, smart mobility, and also no less important is smart people. Cities are
considered economically smart, if a city is supported by a good economy by maximizing the
resources or potential of the city including Information Communication Technology services,
governance and the role of good human resources. Cities are declared socially intelligent, if the
people in a city have security, convenience and comfort in conducting social interaction with
fellow communities or with the government. Finally, the city is declared smart if its citizens
have a livable, healthy, efficient place to live in energy use and energy management with the
support of Information Communication Technology services, good human resource
management and role.

Smart City or smart city is defined as a concept of urban development and management with
the use of Information and Communication Technology (ICT) to connect, monitor, and control
various resources in the city more effectively and efficiently to maximize services to its citizens
and support sustainable development. (Prof. Suhono Harso Supangkat et al).

There are different definitions of Smart City, but the general definition of Smart City is the
use of Smart Computing technology in creating infrastructure components and services from

cities. Such components and services include administration, education, health, public safety
and transportation. The term Smart City itself has emerged over the past few years. This
concept is a new paradigm in urbanization, especially in the era after the internet. Smart City
is closely related to Big Data and the Internet of Things (IoT). Big data is a term that describes
big data both structured and unstructured. The existing data are then analyzed to predict the
state of the city. IoT is a system where the internet is connected to the real world through
various sensors in device sharing.

Smart cities are aimed at the use of informatics and urban technology to improve service
efficiency. ICT allows city officials to interact directly with the city's communities and
infrastructure as well as monitor what is happening in the city, how the city is evolving, and
how to create a better quality of life. Through the use of sensors integrated with real-time
monitoring systems, data is collected from citizens and devices – then processed and analyzed.
The information and knowledge gathered is the key to overcoming inefficiencies.

B. Urban General Problems ( RTH, Transportation & publics service ) in Makale City

The city is an area that has high mobility. Urban areas become the center in every area.
Access is very easy to get in urban areas. The city as a center of political, economic, social and
cultural activities by itself also has a certain color for these activities. A protrusion of certain
activities or colors is often clearly visible such as the City of Makale. Makale city has activities
or colors that are typical, especially culture, besides that Makale City also has various
nicknames such as educational cities, tourism cities, but Makale City like other cities in
Indonesia that have very complex problems.

Problems in the city, such as the problem of garbage, green open space, residents, and
pollution are public problems that are immediately sought solutions in order to minimize and
even solve these problems. The problem is interrelated, but as the parent of this problem is the
environment because it underlies all ecosystems in urban areas.

Environmental problems here such as Green Open Space (RTH) both public and private,
city parks, green lanes, and so on are environmental problems that are very dependent on the
awareness of all world life, especially humans. Makale City Government as a decision maker
must be able to solve these environmental problems directly or gradually in accordance with
the conditions in the community of Makale City.

The city of Makale faces quite a complicated problem with regards to land transportation.
The growing population, coupled with the increasing purchasing power of the community on
motor vehicles triggered an increase in the number of motor vehicles. The increase in the
number of two-wheeled motor vehicles in the city of Makale and surrounding areas replaces
other means of transportation such as pete-pete and we can look at many who only carry a few
passengers. In general, the increase in motorcycles is indeed faster than four-wheeled vehicles.
No wonder, in a number of vital roads, such as the Roundabout Plaza Kolam Makale and
surrounding areas there is often a long traffic jam. Air pollution is becoming increasing in
Makale City of Tana Toraja Regency.

The existence of terminals plays a role in the development of transportation in a region so

that it can support the activities of users of public transportation services, so that the region can
continue to grow. Terminal as a very important land transportation infrastructure, namely as a
place to raise and drop off passengers and as a stopover for buses in the middle of their journey.
The main function of the terminal is as a provider of facilities in and out of objects to be

transported, passengers or goods, to and from the system. In accordance with the function of
the terminal that plays a role in supporting the availability of transportation services in
accordance with the level of need, the existence of the terminal needs to be well planned in
order to streamline and optimize the performance of the terminal. In the developer of Tana
Toraja Regency as one of the tourist areas included in 15 tourist destinations in Indonesia is in
dire need of the development of supporting facilities and infrastructure, one of which is the
passenger terminal.

Public palayanan in the city of Makale there are also problems that arise due to complaints
and dissatisfaction of service to public services this problem about how complaints from the
community in the form of services that are often not on time, costs that some people consider
expensive, there are still employees who want to manage documents in return, and so on. The
bureaucratic structure in the Tana Toraja Regency Government, in this case (Public Service) is
strongly influenced by existing human resources which are still less supportive to get maximum
results from the implementation of this policy.

C. Concept and implementation of Smart City in Makale City

The concept of ( smart cities ) generally includes:

1. A city performs well with an outlook on the economy, population, government,

mobility, and the environment.
2. A city that controls and integrates all infrastructure including roads, bridges, tunnels,
rails, subways, airports, ports, communications, water, electricity, and building
management. That way it can optimize the resources it has and plan its prevention.
Maintenance and security activities are entrusted to its residents.
3. Smart cities can connect physical infrastructure, IT infrastructure, social infrastructure,
and tour infrastructure businesses to improve city intelligence.
4. Smart cities make cities more efficient and livable.
5. The use of smart computing to make smart cities and facilities includes education,
health, public safety, smarter transportation, interconnected and efficient.

As stated by Suhono et all, identifying 6 smart city models to make a city successful in carrying
out the smart city concept:

1. Smart Government
Smart government is the key to the formation of smart cities. Government, as part of
the fundamentals of a country, has a duty to shape paradigms or views to society about
a better life. A smart government is a government that cares and is transparent to its
people, it is one of the efforts to increase people's trust and willingness in their
government. The establishment of clear laws and freedom of opinion or democracy also
need to be realized in order to ensure the security, safety and comfort of the community.
The government's plan to improve the real development structure, control economic
flows, and resource management is also an effort that can be made by the government
to start reducing imports and start utilizing the produce supported by the original human
resources of the regional sons. And the most important thing in creating Smart
Government is the formation of a professional, responsible and clean government
character.
2. Smart People
The formation of a civil and self-conscious society is the main vision of the Smart
People for Smart City program. Civil society is a condition where all human resources
in a city have actually become competent people. While self-awareness is an

 understanding where the emergence of awareness from the heart of every human being
that they are social creatures, so what they do in the world is not only always for the
benefit of himself personally, but also for the benefit of other human beings, the
creation of mutual nature, mutual help, mutual trust, tolerance and understanding of
each other is an example of the nature that is born if there is awareness in every human
being. These two keys that if it can be achieved it will be created called Smart People,
because humans are the main actors in realizing Smart City then the earliest reflection
must start from yourself.
3. Smart Smart Economy
Smart economy. The higher the new innovation that is improved, it will add new
business opportunities and increase business / capital market competition.
4. Smart Mobility
Smart mobility, management of urban infrastructure developed in the future is an
integrated management system to ensure partisanship in the public interest.
5. Smart Living
Smart environment, environment that can provide comfort, continued resources,
physical and non-physical beauty, visual or not, for the community and the public.
6. Smart Live
Smart life. Humans have a measurable quality of life (cultured).

Based on the results of research observations on the ground and internet searches about
smart city exploration in Makale City of Tana Toraja Regency, if it is associated with the basis
of the above concept there are several aspects that should get attention, namely
Communication, Resources, Disposition and Organizational Structure, along with an
explanation of these aspects:

1. Communication
Communication is one of the important factors in the development of Smart
City in Makale City of Tana Toraja Regency. Communication that is established must
be able to bridge all kinds of interests, both between policy makers and policy
implementers and society. Communication is very influential on the implementation of
policies that will also have an impact on the results to be achieved.
Smart City implementation will be effective when the measures and objectives
can be understood by individuals who are responsible for policy performance. Thus it
is very important to pay great attention to the clarity of basic measures and policy

 objectives, the accuracy of communication with implementers and teams and also
between relevant agency agencies is very important for the smooth implementation of
the duties of each member internally and between agency bodies so that the absence of
each other's tasks, must be balanced and do not want to be arbitrary.
I as an author and researcher found that the obstacles faced by the Tana Toraja
Regency Social Service, based on observations made by researchers, found that there
are still many makale city people who do not know about Smart City and must be
socialized.
2. Resources
Policy resources are one component that must be considered more because in
the absence of resources, the policy will only be a concept or plan that will not have
any influence especially in solving problems on the ground. The ability of resources on
the part of the agency will be very influential in carrying out the implementation of a
policy. Human resources and financial resources must be available and thoroughly
prepared so as to produce the final result in accordance with what is expected.
Resources indicate that every policy must be supported by adequate resources
both human resources and financial resources. In the resource indicator there are 3
dimensions that affect resources in the implementation of Smart City in Makale City
which is very important as supporting the smoothness and effectiveness of smart city
policy implementation:
i. Related staff
ii. Related to Information
iii. Related to Infrastructure
3. Disposition
The support of the implementers to this smart city policy is one of the outsourcing
personnel to support the smart city, they outsource these workers to create systems and
control the system, especially those in Toraja Maelo. The high sense of responsibility
in Smart City policy is clear.
4. Bureaucratic structure
In the implementation of smart city policy implementation in Makale City has created
synergy between a leader and subordinates in the bureaucracy, both understanding the
perception of the policy, and its implementation procedures. Just as the Regent has
provided understanding in any way to his subordinates with the aim of equalizing
perception, vision and mission that have been determined together. If not then this

 implementation will run away by itself so that it will cause a communication style that
is not good and will result in inequality of application.

Conclusion

The implementation of Smart City policy in Makale City of Tana Toraja Regency has
not been evenly socialized and communicated well, especially to the agencies and other ranks
so that the people of Makale City itself who do not know the calm of Smart City. In socializing
about the Smart City program requires a long process and must also be supported by the
government and its citizens. Although the government has launcheda policy of wisdom to
support Makale as a Smart City it still takes a lot of time for its application to the people of
Toraja.

In supporting Smart City of course the citizens of Makale City must become Smart
People, it is quite difficult to make Makale residents all into Smart People so I myself think
that I myself think that I will propose the Makale City government should be a Smart
Government with the hope that if Smart Government as a Smart City implementor is successful,
it can easily also make the people of Makale City into Smart People because considering Tana
Toraja Regency as one of the tourist areas that are successful. Included in 15 tourist
destinations in Indonesia.

From the disposition aspect, the support of implementors has been optimal until now
they are still trying to make the Makale City Government as Smart Government because it is a
form of responsibility also to the implementation of Smart City in Makale City by carrying out
basic duties and functions in accordance with the directives.

From the aspect of Bureaucratic Structure, the bureaucratic system that is very
supportive in the Smart City program is the creation of Smart Government and Smart People
so that Smart City can succeed. If the two aspects are correlated, it will be very supportive of
smart city. Until now the bureaucratic system in the Makale City Government is the best that
has been done.

 Abstark

Smart City merupakan salah satu strategi pembangunan dan manajemen kota yang masih
baru. Konsep ini muncul dan berkembang seiring dengan perkembangan zaman dan
teknologi. Smart city adalah konsep kota cerdas yang dirancang guna membantu berbagai
kegiatan masyarakat serta memberikan kemudahan mengakses informasi kepada masyarakat.
Konsep ini menekankan pada tiga konsep, pertama, sebuah konsep yang diterapkan oleh
sistem pemerintahan daerah dalam mengelola masyarakat perkotaan, kedua mensyaratkan
pengelolaan daerah terhadap segala sumber daya dengan efektif dan efisien dan ketiga smart
city diharapkan mampu menjalankan fungsi penyedia informasi secara tepat kepada
masyarakat dan mampu mengantisipasi kejadian yang tak terduga.

Indonesia sebagai negara dengan populasi terbesar ke-4 di dunia dan memiliki persebaran
populasi yang tidak merata tentunya memiliki permasalahan tersendiri di berbagai kawasan
urban (perkotaan). Dalam menerapkan Smart City guna membantu memberikan solusi
terhadap masalah urban harus diperhatikan enam dimensi Smart City yaitu Smart Economy,
Smart People, Smart Living, Smart Governance, Smart Mobility dan Smart Environment
dimana penerapan tiap dimensi bergantung pada masalah yang dihadapi. Setelah fokus
permasalahan ditemukan, maka dapat dilakukan pemilihan model penerapan. Selanjutnya,
information and communication technology (ICT) dimanfaatkan untuk menghubungkan,
mengawasi dan mengelola sumber daya dengan lebih efisien dan efektif .

PENDAHULUAN

1.1 Latar belakang

Indonesia sendiri memiliki target “Gerakan Menuju 100 Smart City” hingga 2019 nanti.
Telkom sebagai penyedia layanan informasi terbesar di Indonesia pun sedang menerapkan
Smart City menggunakan model yang disebut dengan “Smart City Nusantara”. Smart City
Nusantara merupakan model yang menerapkan Penta Helix Model (Academic, Business,
Community, Government, Media) dan kebijakan lokal di Indonesia. Setiap komponen dari
Penta Helix memiliki peranan dalam membantu penerapan Smart City Nusantara. Target 100
Smart City di Indonesia memiliki alasan yang sangat baik berkaitan dengan potensi yang ada.
Potensi Smart City sebagai katalis dalam menyelesaikan masalah di berbagai kawasan urban
di Indonesia tentunya sangat besar mengingat peluang teknologi, dukungan pemerintah dan
model Smart City yang dapat disesuaikan dengan kultur yang ada dan masalah yang dihadapi.
Implementasi penerapan kebijakan merupakan tahapan yang sangat penting dalam struktur
kebijakan, karena melalui prosedur ini suatu proses kebijakan secara keseluruhan dapat
mempengaruhi tingkat keberhasilan atau tidaknya pencapaian tujuan, salah satunya adalah
Implementasi Kebijakan mengenai Smart City yang dijelaskan oleh Wakil Presiden Jusuf
Kalla yang meluncurkan program Indeks Kota Cerdas Indonesia (IKCI) 2015 di Balai Sidang
Jakarta pada 24 Maret 2015. Program tersebut adalah salah satu cara dalam rangka
peningkatan kinerja Penyelenggaraan Pemerintahan Daerah. Pemerintah Daerah melalui
inovasi dalam UU No. 23 Tahun 2014 tentang Pemerintahan Daerah. Dalam Bab XXI
bertajuk Inovasi Daerah. Dari Pasal 386 hingga Pasal 390 UU 23/2014, menjelaskan bahwa
dalam rangka peningkatan kinerja penyelenggaraan Pemerintahan Daerah, Pemerintah
Daerah dapat melakukan inovasi. Inovasi sebagaimana dimaksud adalah semua bentuk
pembaharuan dalam penyelenggaraan Pemerintahan Daerah. Dalam merumuskan kebijakan
inovasi, Pemerintahan Daerah mengacu pada prinsip: peningkatan efisiensi; perbaikan
efektivitas; perbaikan kualitas pelayanan; tidak ada konflik kepentingan; berorientasi kepada
kepentingan umum; dilakukan secara terbuka; memenuhi nilai-nilai kepatutan; dan dapat
dipertanggungjawabkan hasilnya tidak untuk kepentingan diri sendiri.

Untuk menjadikan Kota Makale sebagai kota berlabel Smart City tidaklah mudah, sehingga
dalam Penerapaan Kebijakan Smart City masih banyak permasalahan yang dihadapi oleh
Pemerintah Kota Makale Kabupaten Tana Toraja

PEMBAHASAN

A. Apa itu Smart City ?

Smart City merupakan wilayah kota yang telah mengintegrasikan teknologi informasi
dan komunikasi dalam tata kelola sehari-hari, dengan tujuan untuk mempertinggi efisiensi,
memperbaiki pelayanan publik, dan meningkatkan kesejahteraan warga. Kota yang
menggunakan teknologi digital untuk meningkatkan performance-nya, mengurangi biaya dan
pemakaian konsumsi, serta untuk terlibat lebih aktif dan efektif dengan warganya. Sedikitnya
ada tiga faktor yang berpengaruh dalam Kota Cerdas, yaitu cerdas ekonomi, cerdas sosial,
dan cerdas lingkungan. Kota Cerdas (smart city) juga didefinisikan sebagai kota yang mampu
menggunakan SDM, modal sosial, dan infrastruktur telekomunikasi modern untuk
mewujudkan pertumbuhan ekonomi berkelanjutan dan kualitas kehidupan yang tinggi,
dengan manajemen sumber daya yang bijaksana melalui pemerintahan berbasis partisipasi
masyarakat (Caragliu, A., dkk dalam Schaffers,2010:3).

Kota Cerdas (smart city) ini menggunakan teknologi informasi untuk menjalankan roda
kehidupan kita yang lebih efisien. Kota cerdas adalah kota yang menggunakan prinsip-prinsip
smart living, smart government, smart economy, smart environment, smart mobility, dan
yang juga tak kalah penting adalah smart people. Kota dinilai cerdas secara ekonomi, apabila
sebuah kota ditopang oleh perekonomian yang baik dengan memaksimalkan sumber daya
atau potensi kota termasuk layanan Teknologi Informasi Komunikasi, tata kelola dan peran
Sumber Daya Manusia yang baik. Kota dinyatakan cerdas secara sosial, apabila masyarakat
dalam sebuah kota memiliki keamanan, kemudahan dan kenyamanan dalam melakukan
interaksi sosial dengan sesama masyarakat ataupun dengan pemerintah. Terakhir, kota
dinyatakan cerdas apabila warga kotanya memiliki tempat tinggal yang layak huni, sehat,
hemat dalam penggunaan energi serta pengelolaan energi dengan dukungan layanan
Teknologi Informasi Komunikasi, pengelolaan dan peran Sumber Daya Manusia yang baik.

Smart City atau kota cerdas didefinsikan sebagai sebuah konsep pengembangan dan
pengelolaan kota dengan pemanfaatan Teknologi Informasi dan Komunikasi (TIK) untuk
menghubungkan, memonitor, dan mengendalikan berbagai sumber daya yang ada didalam

kota dengan lebih efektif dan efisien untuk memaksimalkan pelayanan kepada warganya serta
mendukung pembangunan yang berkelanjutan. (Prof. Suhono Harso Supangkat dkk).

Terdapat berbagai definisi berbeda mengenai Smart City, namun definisi umum dari Smart
City adalah penggunaaan teknologi Smart Computing dalam menciptakan komponen
infrastruktur dan layanan dari kota. Komponen dan layanan tersebut antara lain memuat
administrasi, pendidikan, kesehatan, keamanan publik dan transportasi. Istilah Smart City
sendiri telah muncul selama beberapa tahun terakhir. Konsep ini merupakan paradigma baru
dalam urbanisasi terutama era setelah adanya internet. Dalam penerapannya, Smart City
sangat berkaitan erat dengan Big Data dan Internet of Things (IoT). Big data merupakan
istilah yang menggambarkan data yang besar baik terstruktur maupun tidak terstruktur. Data-
data yang ada kemudian dianalisa untuk memprediksi keadaan kota. Sedangkan IoT
merupakan sebuah sistem dimana internet terkoneksi dengan dunia nyata melalui berbagai
sensor di berbagi perangkat.

Smart city ditujukan dalam hal penggunaan informatika dan teknologi perkotaan untuk
meningkatkan efisiensi pelayanan. TIK memungkinkan para pejabat kota berinteraksi
langsung dengan masyarakat dan infrastruktur kota serta memantau apa yang terjadi di kota,
bagaimana kota berkembang, dan bagaimana menciptakan kualitas hidup yang lebih baik.
Melalui penggunaan sensor yang terintegrasi dengan real-time monitoring sistem, data yang
dikumpulkan dari warga dan perangkat – kemudian diolah dan dianalisis. Informasi dan
pengetahuan yang dikumpulkan adalah kunci untuk mengatasi inefisiensi.

B. Permasalahan Umum Perkotaan ( RTH, Transportasi & Pelayanan Publik ) di Kota
Makale

Kota merupakan daerah yang memiliki mobilitas yang tinggi. Daerah perkotaan menjadi
pusat dalam setiap daerah. Ketersediaan akses sangat mudah didapatkan di daerah perkotaan.
Kota sebagai pusat kegiatan politik, ekonomi, sosial dan budaya dengan sendirinya juga
mempunyai warna tertentu atas kegiatan-kegiatan tersebut. Suatu penonjolan kegiatan atau
warna tertentu seringkali terlihat dengan jelas seperti Kota Makale. Kota Makale memiliki
kegiatan atau warna yang khas terutama budayanya, selain itu Kota Makale juga memiliki
berbagai julukan seperti kota pendidikan, kota pariwisata, namun Kota Makale seperti kota-
kota lain di Indonesia yang memiliki permasalahan yang sangat kompleks.

Permasalahan di kota, seperti masalah sampah, ruang terbuka hijau, penduduk, dan polusi
merupakan permasalahan publik yang segera dicarikan solusi agar dapat meminimalisir
bahkan menyelesaikan permasalahan tersebut. Permasalahan tersebut saling berkaitan, namun
sebagai induk permasalahan ini adalah lingkungan hidup karena yang mendasari seluruh
ekosistem yang ada di wilayah perkotaan.

Permasalahan lingkungan disini seperti Ruang Terbuka Hijau (RTH) baik publik maupun
privat, taman kota, jalur hijau, dan sebagainya merupakan permasalahan lingkungan yang
sangat tergantung pada kesadaran seluruh kehidupan dunia terutama manusia. Pemerintah
Kota Makale sebagai pengambil keputusan harus dapat menyelesaikan permasalahan
lingkungan ini secara langsung maupun bertahap sesuai dengan kondisi yang ada di
masyarakat Kota Makale.

Kota Makale menghadapi masalah yang cukup rumit berkaitan dengan transportasi darat.
Jumlah penduduk yang semakin bertambah, dibarengi dengan meningkatnya daya beli
masyarakat terhadap kendaraan bermotor memicu meningkatnya jumlah kendaraan bermotor.
Peningkatan jumlah kendaraan bermotor roda dua di Kota Makale dan sekitarnya
menggantikan alat transportasi lain misalnya pete-pete dan dapat kita cermati banyak yang
hanya mengangkut sedikit penumpang. Secara umum, pertambahan sepeda motor memang
lebih pesat dibandingkan kendaraan roda empat. Tak heran, di sejumlah ruas jalan vital,
seperti jalan bundaran Plaza Kolam Makale dan sekitarnya kerap terjadi kemacetan yang
cukup panjang. Polusi udara menjadi semakin meningkat di Kota Makale Kabupaten Tana
Toraja.

 Keberadaan terminal berperan dalam pengembangan transportasi dalam sebuah wilayah
sehingga dapat menunjang aktivitas para pengguna jasa angkutan umum, dengan begitu
wilayah tersebut dapat terus berkembang. Terminal sebagai prasarana perhubungan darat
yang sangat penting, yaitu sebagai tempat untuk menaikkan dan menurunkan penumpang
serta sebagai tempat persinggahan bagi bus-bus ditengah perjalanannya. Fungsi utama dari
terminal yakni sebagai penyedia fasilitas masuk dan keluar dari obyek-obyek yang akan
diangkut, penumpang atau barang, menuju dan dari sistem. Sesuai dengan fungsi terminal
yang berperan dalam menunjang tersedianya jasa transportasi yang sesuai dengan tingkat
kebutuhan, maka keberadaan terminal perlu direncanakan dengan baik agar dapat
mengefektifkan dan mengoptimalkan kinerja dari terminal. Dalam pengembang Kabupaten
Tana Toraja sebagai salah satu daerah wisata yang masuk dalam 15 daerah tujuan wisata di
Indonesia sangat membutuhkan pengembangan sarana dan prasarana penunjang, salah
satunya adalah terminal penumpang.

Palayanan publik di Kota Makale terdapat pula permasalahan yang timbul karena keluhan
dan ketidakpuasan pelayanan terhadap pelayanan publik masalah ini mengenai bagaimana
keluhan dari masyarakat berupa pelayanan yang sering tidak tepat waktu, biaya yang pada
sebagian orang dianggap mahal, masih adanya pegawai yang mau menguruskan dokumen
dengan imbalan, dan sebagainya. Struktur Birokrasi dalam Pemerintahan Kabupaten Tana
Toraja, dalam hal ini ( Pelayanan Publik ) sangat dipengaruhi oleh sumber daya manusia
yang ada dimana masih kurang mendukung untuk mendapatkan hasil yang maksimal dari
implementasi kebijakan ini.

C. Konsep dan penerapan Smart City di Kota Makale

Konsep Kota Cerdas (smart city) pada umumnya meliputi :

1. Sebuah kota berkinerja baik dengan berpandangan ke dalam ekonomi, penduduk,

pemerintahan, mobilitas, dan lingkungan hidup.
2. Sebuah kota yang mengontrol dan mengintegrasi semua infrastruktur termasuk jalan,
jembatan, terowongan, rel, kereta bawah tanah, bandara, pelabuhan, komunikasi, air,
listrik, dan pengelolaan gedung. Dengan begitu dapat mengoptimalkan sumber daya
yang dimilikinya serta merencanakan pencegahannya. Kegiatan pemeliharaan dan
keamanan dipercayakan kepada penduduknya.
3. Smart city dapat menghubungkan infrast uktur fisik, infrastruktur IT, infrastruktur
social, dan bisnis infrastruk tur untuk meningkatkan kecerdasan kota.
4. Smart city membuat kota lebih efisien dan layak huni.
5. Penggunaan smart computing untuk membuat smart city dan fasilitasnya meliputi
pendidikan, kesehat an, keselamatan umum, transportai yang lebih cerdas, saling
berhubungan dan efisien.

Seperti yang disampaikan Suhono dkk, mengidentifikasikan enam model smart city untuk
membuat kesuksesan sebuah kota dalam menjalankan konsep smart city :

1. Smart Government
Smart Government atau pemerintahan yang cerdas adalah kunci utama dalam
pembentukan Smart City. Pemerintah sebagai bagian dari fundamental sebuah negara,
mempunyai tugas untuk membentuk paradigma atau pandangan kepada masyarakat
tentang kehidupan yang lebih baik. Pemerintah yang pintar merupakan pemerintah
yang peduli dan transparan terhadap rakyatnya, hal tersebut merupakan salah satu
upaya untuk meningkatkan kepercayaan dan kemauan masyarakat terhadap
pemerintahnya. Pembentukan hukum yang jelas dan kebebasan berpendapat atau
demokrasi juga perlu untuk diwujudkan guna menjamin keamanan, keselamatan dan
kenyamanan masyarakat. Rencana pemerintah dalam meningkatkan struktur
pembangunan yang nyata, mengendalikan arus ekonomi, serta pengelolaan sumber
daya juga merupakan upaya yang dapat dilakukan pemerintah untuk mulai
mengurangi import dan mulai memanfaatkan hasil bumi yang didukung dengan
sumber daya manusia asli dari putra daerah. Dan yang terpenting dalam menciptakann

 Smart Government adalah terbentuknya karakter pemerintah yang profesional,
bertanggung jawab dan bersih.
2. Smart People
Terbentuknya masyarakat yang madani dan sadar diri merupakan visi utama dari
program Smart People for Smart City. Masyarakat madani yaitu sebuah kondisi
dimana seluruh sumber daya manusia yang ada dalam sebuah kota sudah benarbenar
menjadi insan yang berkompeten. Sedangkan sadar diri adalah sebuah pengertian
dimana munculnya kesadaran dari dalam hati setiap manusia bahwa mereka adalah
makluk sosial, jadi apa yang mereka lakukan di dunia bukanlah hanya senantiasa
untuk kepentingan dirinya pribadi, namun juga untuk kepentingan manusia yang
lainnya, terciptanya sifat gotong royong, saling membantu, saling percaya, toleransi
dan saling mengerti satu sama lain merupakan contoh sifatsifat yang terlahir jikalau
ada kesadaran dalam diri setiap manusia. Dua kunci tersebut itulah jika bisa diraih
maka akan tercipta yang disebut Smart People, karena manusia merupakan aktor
utama dalam mewujudkan Smart City maka pencerdasan yang paling awal harus
dimulai dari diri sendiri.
3. Smart Smart Economy
Ekonomi pintar. Semakin tinggi inovasiinovasi baru yang ditingkatkan maka akan
menambah peluang usaha baru dan meningkatkan persaingan pasar usaha/modal.
4. Smart Mobility
Mobilitas pintar, Pengelolaan infrastruktur kota yang dikembangkan di masa depan
merupakan sebuah system pengelolaan terpadu untuk menjamin keberpihakan pada
kepentingan publik.
5. Smart Living
Lingkungan pintar, Lingkungan yang bisa memberikan kenyamanan, berlanjutan
sumber daya, keindahan fisik maupun non fisik, visual maupun tidak, bagi masyarakat
dan publik.
6. Smart Live
Hidup pintar. Manusia memiliki kualitas hidup terukur (berbudaya).

Berdasarkan hasil observasi penelitian dilapangan dan pencarian melalui internet

mengenai peneraparan Smart City di Kota Makale Kabupaten Tana Toraja, jika dikaitkan
dengan landasan konsep diatas terdapat beberapa aspek yang harus mendapatkan perhatian

yaitu Komunikasi, Sumber daya, Disposisi dan Struktur organisasi, berikut penjelasan dari
aspek-aspek tersebut :

1. Komunikasi
Komunikasi merupakan salah satu factor penting dalam pengembangan Smart
City di Kota Makale Kabupaten Tana Toraja. Komunikasi yang terjalin itu harus
mampu menjembatani segala macam bentuk kepentingan, baik antar pembuat
kebijakan dengan pelaksana kebijakan dan masyrakat. Komunikasi sangat
berpengaruh terhadap pelaksanaan kebijakan yang akan berdampak pula kepada hasil
yang akan dicapai.
Penerapan Smart City akan berjalan efektif bila ukuran-ukuran dan tujuan-
tujuan dapat dipahami oleh individu-individu yang bertanggung jawab dalam kinerja
kebijakan. Dengan begitu sangat penting untuk memberi perhatian yang besar kepada
kejelasan ukuran-ukuran dasar dan tujuantujuan kebijakan, ketepatan komunikasinya
dengan para pelaksana dan tim dan juga antar badan instansi yang terkait sangat
penting bagi kelancaran pelaksanaan tugas masing-masing anggota internal dan antar
badan instansi sehingga tidak adanya saling lempar tugas, harus saling seimbang dan
jangan mau seenaknya.
Saya selaku penulis dan peneliti menemukan bahwa kendala yang dihadapi
oleh Dinas Sosial Kabupaten Tana Toraja yaitu Berdasarkan pengamatan yang
dilakukan oleh peneliti, menemukan masih banyak masyarakat Kota Makale yang
kurang mengetahui mengenai Smart City dan harus disosialisasikan.
2. Sumber daya
Sumber daya kebijakan merupakan salah satu komponen yang harus
diperhatikan secara lebih karena dengan tidak adanya sumber daya maka kebijakan
hanya akan menjadi konsep atau rencana saja yang akan tidak memliki pengaruh
apapun terlebih dalam memecahkan permasalahan dilapangan. Kemampuan sumber

kebijakan. Sumber daya manusia dan sumber daya finansial harus tersedia dan benar-
benar dipersiapkan sehingga menghasilkan hasil akhir sesuai dengan apa yang
diharapkan.
Sumber daya menunjukan setiap kebijakan harus didukung oleh sumber daya
yang memadai baik sumber daya manusia maupun sumber daya finansial. Dalam
indikator sumber daya ada 3 dimensi yang mempengaruhi sumber daya dalam

 penerapan Smart City di Kota Makale yang sangat penting sebagai penunjang
kelancaran dan keefektifan Penerapan kebijakan Smart City :

c) Terkait Infrastruktur
3. Disposisi
Dukungan para pelaksana terhadap kebijakan smart city ini salah satunya tenaga-
tenaga outsourching untuk penunjang smart city, mereka para tenaga outsourching ini
mambuat sistem dan mengendalikan sistem terutama yang berada di Toraja Maelo.
Rasa tanggung jawab yang tinggi dalam kebijakan Smart City jelas adanya.
4. Struktur birokrasi
Dalam pelaksanaan penerapan kebijakan Smart City di Kota Makale sudah
terciptanya sinergitas antara seorang pimpinan dan bawahan dalam birokrasi, baik itu
menganai kesepahaman persepsi tentang kebijakan tersebut, maupun tata cata peng-
implementasian nya. Seperti halnya Bupati sudah memberikan pemahaman dengan
cara apapun kepada bawahannya dengan tujuan untuk persamaan persepsi, visi serta
misi yang telah di tentukan bersama. Jika tidak maka pelaksanaan ini akan kabur
dengan sendirinya sehingga akan menimbulkan gaya komunikasi yang tidak baik dan
akan berakibat kepada ketimpangan penerapan.

PENUTUP

Kesimpulan

Penerapan kebijakan Smart City di Kota Makale Kabupaten Tana Toraja belum
tersosialisasi secara merata dan dikomunikasikan dengan baik terutama kepada Dinas-dinas
serta jajaran lainnya sehingga masyarakat Kota Makale itu sendiri yang itu belum mengetahui
tenang Smart City. Dalam mensosialisasikan mengenai program Smart City membutuhkan
proses yang panjang dan harus didukung pula oleh pemerintah dan warganya. Meskipun
pemerintah sudah meluncurkan kebijakankebijakan untuk mendukung Makale sebagai Smart
City tetap saja membutuhkan waktu yang tidak sedikit untuk penerapannya sampai kepada
warga Toraja.

Dalam menunjang Smart City tentu saja warga Kota Makale harus menjadi Smart
People, cukup sulit untuk menjadikan warga Makale seluruhnya menjadi Smart People
sehingga saya sendiri berpikir akan mengusulkan pemerintah Kota Makale harus menjadi
Smart Government dengan harapan apabila Smart Government sebagai implementor Smart
City ini berhasil, dapat dengan mudah juga menjadikan masyarakat Kota Makale menjadi
Smart People karena mengingat Kabupaten Tana Toraja sebagai salah satu daerah wisata
yang masuk dalam 15 daerah tujuan wisata di Indonesia.

Dari aspek Disposisi, dukungan dari para implementor pun sudah optimal sampai saat
ini mereka masih terus berusaha untuk menjadikan Pemerintah Kota Makale sebagai Smart
Government karena itu merupakan suatu bentuk tanggung jawab juga terhadap pelaksanaan
Smart City di Kota Makale dengan cara menjalankan tugas pokok dan fungsi sesuai dengan
arahan.

Dari aspek Struktur Birokrasi, Sistem birokrasi yang sangat mendukung dalam
program Smart City adalah terciptanya Smart Government dan Smart People sehingga Smart
City bisa berhasil. Jika kedua aspek itu saling terkorelasi maka akan sangat menunjang
terhadap Smart City. Sampai detik ini sistem birokrasi yang berada di Pemerintahan Kota
Makale adalah yang terbaik yang sudah dilakukan.
