RESOLUTION NO. 01
Series of 2020

WHEREAS, President Rodrigo R. Duterte signed Proclamation No. 922, on March 9, 2020,
declaring a State of Calamity of Public Health Emergency throughout the Philippines upon the
recomendation of the DOH following the confirmed local transmission of the Coronavirus disease
(COVID-19);

WHEREAS, The Government Procurement Policy Board (GPPB) ISSUED Resolution No. 03, s.
2020 on March 2020, on the Adoption of Efficient, Effective and Expedient Procurement Procedures
during a State of Public Health Emergency, simplifying the rulesin negotiated Procurement under
Emergency Casesas provided in Section 53 (b) of R.A. 9184 and Section 53-2 of its 2016 IRR;

WHEREAS, Proclamation No. 929, s.2020, was issued and signed by the President on March 16,
2020, declaring a State of Calamity thoughout the Philippines due to coronavirus disease (COVID-19);

WHEREAS, since one of the primary responsibilities of the barangay Government is to provide
immediate disaster response among its constituents times of vulnerability and risk, the Barangay Disaster
Risk Reduction and Management Committee (BDRRMC) OF Barangay San Francisco convened to
program the total available amount of FIVE HUNDRED EIGHTY THOUSAND SEVEN HUNDRED
FIFTY TWO PESOS AND 38/100 CENTS ONLY (P580,752.38) out from the 30% Quick Response
Fund of the 5% BDRRMC CY 2015-2019 for their priority program/projects/activities;

NOW THEREFORE, on motion of Barangay Kagawad Lowin A. Jamin and unanimously

seconded by the BDRRMC members;

RESOLVES, to program the available amount of FIVE HUNDRED EIGHTY THOUSAND

SEVEN HUNDRED FIFTY TWO PESOS AND 38/100 CENTS ONLY(P580,752.38) out from the
30% Quick Response Fund of the 5% BDRRMF CY 2015-2019 for the purchase of the following priority
supplies for disaster response operation, viz:

RESOLVES FURTHER, to request /recommend to the Head of the Procuring Entity, Brgy.
Chairman Abundio N. Amil, Jr., to use Negotiated Procurement (Emergency Cases) as an alternative
mode of Procurement for the Purchase of the aforesaid supplies for immediate disaster response operation
under GPPB Resolution No. 03-2020, dated March 9, 2020, in order to provide immediate basic to the
affected constituents and to curtail and eliminate the Threat of COVID-19.

This is to inform the Bids and Awards Committee (BAC) of our respective Barangay about the
approved BDRRMC Resolution, dated March 25, 2020, Programming the 30% Quick Response Fund of
the 5% BDRRMC CY 2011-2019 in the amount of FIVE HUNDRED EIGHTY THOUSAND SEVEN
HUNDRED FIFTY TWO PESOS AND 38/100 CENTS ONLY(P580,752.38) for their priority
programs/Projects/activities, for disaster response operation, since the president signed Proclamation No.
929 on March 16, 2020, declaring a State of Calamity throughout the Philippines due to COVID-19.

Furthermore, the said Resolution is also requesting to use Negotiated mode of procurement for
the purchase of the said supplies for disaster response-operation under Resolution No. 03, 2020, issued by
the Government Procurement Policy Board (GPPB), dated March 9, 2020.

In this connection, I would like to request the BIDS and Awards Committee to use Negotiated
Procurement as an Alternative mode of procurement for the said items, as per PR. No. 1 series of 2020
hereto attached.

This request is urgently needed.

I shall appreciate your preferential attention and positive response to this request.

WHEREAS, as provided in section 53(b) of RA 9184, and Section 53.2 of its 2016 IRR, under
GPPB Resolution No. 03-2020, issued on March 09, 2020, the BIDS and Awards Committee (BAC) of
the Barangay automatically used the negotiated Procurement under Emergency Cases for the Procurement
of supplies for disaster response/operation, per PR No. 01, hereto attached;

WHEREAS, only one representative supplier quoted for the local/commercial rice supply for
disaster response/operation which is the KABY GRILL/JAGNA NAGBALAYE AGRARIAN
REFORM COOPERATIVE (JANARCO), a legally technically and financilly capable supplier for the
said supply since no other capable suppliers quouted due to out of stocks;

WHEREAS, upon careful examination and validation of the quoted amount of the said supplier
for the said item, the committee found out that the quoted amount for the local rice supply for disaster
response/operation did not exceed from its approved appropriation based on the Purchase Request of said
item;

WHEREAS, on motion of BAC member Kgwd. Florita L. Acson and unanimously seconded by
members, the BIDS and Awards Committee;

NOW THEREFORE, WE the members of the BIDS and Awards Committee hereby resolved as
it is hereby RESOLVES;

a) To award to the KABY GRILL/JAGNA NAGBALAYE AGRARIAN REFORM

COOPERATIVE (JANARCO), the Local Rice supply for disaster response/operation
for being responsive and capable supplier for the said item in this Negotiated Mode of
Procurement under Emergency Cases.

b) To recomend for approval by the Head of the Procurement Entity, the foregoing findings.

for disaster response/operation which is the BETHSIAH INTERPRISES, a legally technically and
financilly capable supplier for the said supply since no other capable suppliers quouted due to out of
stocks in relation to the Enhanced Community Quarantine imposed by the National Government;

WHEREAS, upon careful examination and validation of the quoted amount of the said supplier
for the said item, the committee found out that the quoted amount for other supplies (Basic Necessities)
for disaster response/operation did not exceed from its approved appropriation based on the Purchase
Request of said item;

WHEREAS, on motion of BAC member Kagawad Jay N. Ragay duly seconded by Kagawad
Florita N. Acson, the BIDS and Awards Committee;

NOW THEREFORE, WE the members of the BIDS and Awards Committee hereby resolved as
it is hereby RESOLVES;

a) To award to the BETHSIAH INTERPRISES, the Local Rice supply for disaster
response/operation for being responsive and capable supplier for the said item in this
Negotiated Mode of Procurement under Emergency Cases.
