• The initiatives includes:
• Urban Cooperative Banks (UCBs) can now open new branches: new branches up to 10%
(maximum 5 branches) of the number of branches in the previous financial year without
prior approval of RBI in their approved area of operation.
• One Time Settlement at par with Commercial Banks: Now co-operative banks through
board-approved policies may provide process for technical write-off as well as settlement
with borrowers.
• Revised timelines for PSL targets given to UCBs: extend the timeline for UCBs to achieve
Priority Sector Lending (PSL) targets by two years i.e. up to March 31,2026. Deadline of
March 31, 2023 to achieve PSL target of 60% has now also been extended to March
31,2024.
• Designating a Nodal Officer in RBI: In order to meet the long pending demand of the
cooperative sector for closer coordination and focused interaction, RBI has recently
notified a nodal officer as well.

• The logo was launched as a part of full-scale transition of Singapore Exchange (SGX) Nifty
to Gift Nifty under IFSC-SGX Connect Project.

About Insider Trading
• Insider trading to the buying, selling or trading of shares or other securities (such as
bonds or stock options) of a listed company using unpublished price-sensitive
information (UPSI) that can affect the stock price that has not been disclosed yet.
• Sebi defines an insider as someone who has access to price-sensitive information about
a particular company's shares or securities.
• Penalty for insider trading (Section 15G of the SEBI Act, 1992)
o Penalty ranges from 10 lakhs to 25 Crores or 3 times of profits out of insider
trading, whichever is higher.

• Recently, the Securities & Exchange Board of India (SEBI) has introduced a stricter
framework for disposal of undertaking by a listed entity through the latest changes in the
Listing Obligations and Disclosure Requirements (LODR) Regulations.
• Objective: to protect the interest of minority shareholders in slump sale transactions
outside scheme of arrangements.
New Framework
• The disposal of an undertaking through Slump sale executed outside Scheme of
Arrangement can go through only if majority of public shareholders vote in favour than
those voting against it.
• It is in addition to the requirement to pass a Special resolution.
• SEBI has also now mandated disclosure of the objects and commercial rationale for such
sale, disposal or lease, to the shareholders.
• Exemption from the “majority of minority” rule has been provided for transfers to wholly-
owned subsidiaries.
o However, the listed company has to comply with the latest shareholder approval
provisions in the event the wholly owned subsidiary transfers the business or the
listed company dilutes its shareholding in the subsidiary anytime.
Present Framework
• At present, companies can resort to sale, disposal or lease of their undertakings through
two routes, viz,
o Scheme of Arrangement (prescribed under Companies Act and/or LODR
Regulations)

3.20 Growth in Education Loans
Why in News?
• According to a recent data released by the Reserve Bank of India (RBI), the outstanding
portfolio under education loans grew 17% at Rs 96,847 crore in 2022-23 as against Rs
82,723 crore in 2021-22.
• For the first time in five years, growth in education loans not only turned positive but also
registered a 17% surge in 2022-23.
• The Non-Performing Assets (NPAs) in education advances stood at 7.82% of a total
outstanding portfolio of Rs 80,000 crore at the end of the first quarter of FY23.
