Ref: Schedule visit to Modern Control Room by Bascarane SI and ASI Wireless unit on
24.09.05.

Kind reference may be made to the subject cited above wherein it was instructed to visit
the Modern Control Room, Chennai vide file no. vide File No.210 / SP(WIR) / DR / 2005 dt. 16.09.05.
As per instructions on 24.09.05 I along with ASI P.P.Jayanarayanan visited the Modern control room,
functioning in the City Commissioner Office Complex, Egmore, Chennai and submit the following
observations made for the purpose of kind information, please.

Introduction:

COMMISSIONERATES – CHENNAI CITY POLICE:

CHENNAI CITY POLICE falls under Commissionerate of Tamil Nadu Police, it is beautifully
manned through the Modern control room. It was established and started functioning from 18-02-
2004 in the new building within the office complex of City Commissioner (Addt .DG), Chennai
functioning under the direct control of City Commissioner
Chennai city Police is sub-divided in to Central, North, South, & Traffic in Chennai under
Joint Commissioners (DIG). It is functioning under the direct supervision of Additional
Commissioner (IGP), Chennai.

The Modern control room was established to maintain and monitor the Law & Order
situation in the 130 Police Stations including the newly attached Police Stations, falling under the
jurisdictional control of City Commissioner, Chennai.
Jurisdictions of Modern Control Room:
1. The entire Chennai city limit starting from Muttukadu near Mahabalipuram on ECR road
in South Chennai, Ennur in the North Chennai, Avadi in the West Chennai and Bay of
Bengal in the East Chennai covering the jurisdictional limits of 130 Police Stations as
Chennai City Police Jurisdiction.

2. Chennai City is divided in to 3 districts,


a. Central district covers : 47 Police Stations
b. South district covers : 42 Police Stations
c. North district covers : 41 Police Stations
d. City Traffic covers all the : 130 Police Station limits

Wings of Modern Control Room:

Modern Control Room of the City Police, Chennai as the following wings for its efficient functioning.

1. Computerized Call centre – it receives about 6000 – 6500 calls per day.
2. VHF – Channel
i. Traffic – For regulating traffic
ii. Central – L&O Central
iii. North – L&O North
iv. South – L&O South
Allied VHF Channels for
b. Ambulance – to direct ambulance
c. Metro Transport – to inform on road breakdown of Busses & LMV
d. Fire – to direct fire service
e. RBI – direct contact with Reserve bank of India
f. Trauma – Emergency assistance
g. FM Channel – to broad cost traffic situation through FM radio
3. CCTV – Close circuit Television with 360 degree rotating camera.
4. CCR Mobiles: LMV and Bikes attached to each Police Station under MCR.
5. Automatic Vehicle Locator with Global positioning system.
6. Help lines: NGO’s running it & take the assistance of police if required.
7. Crime cell: working under CRB Chennai.
8. Wireless unit to attend the technical faults in VHF’s units in city limit.

Modernizations found in the Modern Control Room, Chennai:

The following are the equipments / software’s used as modernization

A. Complaint log software developed by HCL to monitor the functioning of MCR.


B. Voice Logger System to record the calls received at MCR.
C. Global Positioning System & Automatic vehicle locator to monitor mobiles.
D. CCTV with 360 degree rotating colour zoom camera & B/W static camera to
regulate traffic system and to book the stop line violators.
E. Business Phone Card 250 to distribute the call to call centre.

Computer records all the entire events in the computer for easy analysis.

INSTRUMENTATIONS / SOFTWARE’S UNDER UTILIZATION:

I. a. A special Call Centre software developed by HCL for the above purpose was installed
in all the computers at MCR and connected through LAN (Local Area Network). This software
consists of all required columns such as Caller ID information, Districts, PS limits, Name & address of
the complaint, nature of complaint, complaint, city divisions such as Traffic / South / North / Central
/allied etc., information passed by, received by, complaint attended by, time of response, nature of
disposal etc. The work starts at the call centre and end with the operator. The call attendant can check
the status of the complaint at any time.

II. “Automatic Vehicle Locator” a special software developed by ARYA OMNI TALK is
utilized to monitor the movements of the MCR mobiles through computers using Global Positioning
System. For the purpose, a small GPS sensor is pasted on the top of the MCR mobile, which is sensed
by the GPS antenna and feed to the AVL software and reflected on the Chennai City map developed
with GPS at MCR. This software is tuned in such a way that it shows the exact location on the city
map along with the speed / time / direction of the MCR mobile. The mobile I/c can not cheat the MCR
at any cost also periodical checking or asking for mobile location is not required.

III. CCTV installed at eight main junction roads are connected to MCR and monitored. Each
roads of the junction are focused by static Black & White camera assisted by one 360 degree rotating
colour zoom camera which enables to focus at any individual point to a minimum distance of one
kilometer. Visuals are monitored & recorded in the computer. The traffic staffs posted will monitor the
events displayed from all the 8 junction roads and book “Stop line violations” by identifying the
details of the individual vehicle using the 360 degree rotating Zoom Colour camera at MCR and
forward it to Traffic unit where the violators will be charged. In-charge officer monitoring CCTV will
communicate his time to time observations to Traffic VHF Channel. Traffic VHF channel will pass the
collective information to the allied FM VHF. The allied FM VHF channel will periodically inform the
time to time status of traffic flow and about the various obstructions such as demonstrations/VVIP
movements/blockage/accidents/other events blocking the roads to FM “Radio Mirchi” a private
operator, who in turn will broad cost as “Traffic Beat” to make the public aware of traffic position &
the chaise of diversions that can be availed.
IV. “Business Phone Card 250” (EPBAX) acts as exchange. The emergency lines provided by
the Telephone / Cell phone service providers such as BSNL / Reliance / Airtell / Aircell / Tata
Indicom etc are connected to this BP 250 card and then to Computer server loaded with Voice Logger.
Then the incoming calls will be distributed through Call centre application available with the EPABX
to one of the call attendant freely available (logged in) or keeps the complainant in line with response
caution.

CALL CENTRE:
At Call Centre, the telephone & Cell phone service providers have installed their one-way line
sufficiently so as to enable their customers to get Police assistance (Under Public utility service)
whenever they require as free Emergency service, in additions to 103 dial for traffic information. All
these line are connected to “Business Phone Card 250 - EPABX” then transferred to the 10 call
attendants systematically. If all attendants are busy, voice mail will be activated requesting the
complainant to wait in the queue. The free logged in call attendant will book the complaint log in the
computer and forward it to VHF Mike/Channel for necessary action through computer.
If the complainant calls back stating that his complaint is not attended than the call attendant
will check the status of the complaint from the computer and will intimate the status of response to
him. If not attended, then he will remain the VHF operator to speed up the response. Thus the
complainant is satisfied on the response of the Modern Control Room.

WORKING STYLE AT MCR:


a. Public Complaint is received from at Call centre is routed through computer to the Call
Attendant. At the Call Attendant end, computer automatically opens a complaint log under the special
software. The call attendee categorizes and develops the compliant log and dispatches to the
respective VHF Mike / Channel (Traffic / Central / North / South / Allies) connected in the network.
Simultaneously, the communication make by both is recorded automatically in the computer through
Voice Logger System.
b. On receipt of this complaint log, the respective VHF Mike / Channel I/c will communicate
to MCR Mobile or MCR bike attached to the respective Police Station for necessary action and will
fill up the specified column provided in the complaint log which includes the compliance report
received from MCR Mobile or MCR bike or PS, till then the complaint log remains alerting the VHF
Mike / Channel operator then it will be closed automatically. No report will be sent to any one, unless
it is specifically called by the Additional Commissioner, City Police, Chennai.
c. In case of any specific complaint, entry required to be made by any officer through Mike /
Channel will be provided as an abstract form the Mike / Channel log to the respective officer through
Additional Commissioner, MCR. The said format can be viewed in all the terminals computers
including call centre of the MCR to report compliance if required.
