State Emergency Operations Center Activation Level: Full Activation


On Saturday October 29, 2011 at 2:00pm Governor Dannel Malloy activated the State Emergency Operations Center.
The State EOC is fully staffed with additional partners. Governor Malloy authorized the establishment of the
Interagency Debris Management Task Force, consisting of DESPP, DEMHS, DEEP, DOT, DAS, State Contractors and
other agencies as needed.

Summary
Statewide road conditions have improved however debris continues to be a problem. Major power outages exist.
Local entities are opening shelters as needed and engaged in providing other public services. Commodities, Mass
Care & Sheltering, Fuel and Communications Restoration Task Forces have been established. Two traffic collision,
storm related fatalities have occurred, one in Hebron, one in Hartford.

Weather Report
Winds have subsided and are currently from the Northwest at 10 – 15 MPH inland and 15 – 25 MPH along the
immediate coast. Total snowfall for this storm ranges from 1 – 3 inches at the immediate coast, 7 – 14 inches in
valley locations of Central and Northern CT up to 20 inches in the higher elevations of the Northwest Hills.
The forecast for today is for mostly sunny skies with highs in the low to mid 40’s with Northwest winds at 10 – 20
MPH with gusts to 30 MPH at times. Lows tonight will range from the upper teens in the Northwest Hills to the mid
20’s across the rest of the state. Average daytime and nighttime temperatures from Monday through Thursday will
be in the upper 40’s to low 50’s during the days and in the upper 20’s to low 30’s at night.

Emergency Support Function (ESF) Reports

ESF 1 - Transportation
Department of Transportation
Connecticut Train Services - Monday, October 31, 2011
Regular weekday train service will be operated on the New Haven main line (between New Haven and Grand Central
Terminal), New Canaan Branch and Shore Line East.
Substitute bus service will replace train service on the Danbury and Waterbury Branches.
Amtrak has indicated that intercity service between Boston and New York will operate a normal weekday service.
Due to numerous operating issues and utility outages on the New Haven-Hartford-Springfield line, Amtrak is still
reviewing service options.

Status of Current Service


New Haven main line and New Canaan Branch train service continues to operate on a regular Sunday schedule.
Substitute bus service has replaced regular Sunday train service on the Danbury and Waterbury Branches.
Shore Line East train service continues to operate on a regular Sunday schedule.
Amtrak intercity service is experiencing delays. There currently is no service on the New Haven-Hartford-Springfield
Line.

ESF 2 – Communications
Public Safety Communications
Municipal situation reports continue to be monitored for public safety communication system issues. No direct
request for assistance received as of time of this report. One indirect report addressed.
Multiple CSP Troop telephones remains out of service due to a reported phone carrier outage.
5 Municipal 911 systems reported re-routed due to reported phone carrier outages.
Will confirm for 2200 SITREP

Public Communications
One request remains for assistance with restoral of internet service to an EOC pending receipt of additional
information from requestor. Will confirm for 2200 SITREP
Based on experience from Tropical Storm Irene and length and severity of current primary power outage, ESF2
anticipating an increase in report of wireless and VoIP outages.
Additionally, due to reports of widespread tree damage, increase in “backhaul” connectivity troubles anticipated.
Communications established with commercial wireless carriers, wireline providers, and VoIP providers.
Second meeting of Telecommunications Task Force completed.
No outside requests for ESF2 assistance received as of this report.
Providers are conducting reconnaissance on their systems for a report later today.
Communications continued with DHS/Office of Emergency Communications.

DAS BEST staff is providing support with the Governor's and the DEMHS websites and configured and has
delivered 10 laptops to the State EOC.

ESF 3 – Public Works and Engineering


State and local entities continue to address road and debris conditions.

ESF 4 - Firefighting

Commission of Fire Prevention and Control
No significant events reported by local, county or regional fire service representatives.
Was notified that fire departments in the northwest section (Region 5) of the state are concerned with cell service
availability. This is often a common communications resource to them and other first responders.
Identified one additional Regional Fire School, Eastern Connecticut Fire Training School in Willimantic that has
agreed to assist as a Commodities Distribution Point, if needed. A total of four Regional Fire Schools are now
available for this purpose.

IAFC acknowledged our Mission Request to deploy an IAFC Go Team to support ESF-4 Desk operations here at the
SEOC. They will advise once a team is identified for possible deployment on Monday, October 31st.
Assisted the SEOC Ops Desk with two local issues related to "well being" checks in Manchester and Enfield.
The Connecticut Fire Academy in Windsor Locks continues to be on Generator Power. The fuel supply is running
very low. Working to have a contracted vendor to refill both the Administration Building and Sewage Pumping
Station units.

ESF5 – Emergency Management

The following Task Forces are being established: Debris, Commodities, Fuel, Communication Restoration, and others
as appropriate. A FEMA IMAT request is being made to assist with response and recovery operations. The request
was granted and FEMA staff has arrived at the EOC.

The FEMA Federal Coordinating Officer is on site with other members of FEMA IMAT.

DEMHS
Region 1 – Power outages are still a problem as well as road conditions
Region 2 – Seymour under a local State of Emergency
Region 3 – State of Emergency Declarations: Hartford, Somers, Berlin, Enfield – NTANG attempting to fill request for
Enfield for a generator to assist at sewage pump station
Region 4 – Limited road closures exist due to debris.
Region 5 – Roxbury – Almost all roads are impassable, Woodbury EOC generator out of service. Civil Air Patrol is
assisting with the New Fairfield Shelter.

ESF6 – Mass Care, Housing and Human Services

Numerous municipalities have declared emergencies. 39 shelters have opened at this writing. Known populations
were low during the night but are expected to rise today. While some shelters are closing it is forecasted that more
will open and that there will be a significant need for daytime warming centers. The state has activated the food
commodities team to plan for releasing USDA food to schools to use as community centers. They are forecasting a
power outage up to a week.
A Mass Care and Sheltering Task Force have been established with Len Guercia as the lead.

ESF8 – Public Health and Medical Services
Department of Public Health

All are reporting full functionality with generator power


John Dempsey Hospital emergency department has 6 oxygen dependent patients brought in by ambulance.
These folks do not have power at their residence and do not require any other medical care.
The nursing supervisor is going to see if there are family members that can assist these folks.
St Francis has patients presently in the same situation
Charlotte Hungerford has some patients but is working with home health care providers to send patients to
place that are able to accommodate their needs.
Charlotte Hungerford Hospital is working with St Mary’s and Waterbury Hospitals for the potential
movement of patients, contact made between facilities, plan framework in place however no need to move it
forward at this time, Charlotte is monitoring the process and will re assess in the AM. Problem is HVAC power
availability in Operating Rooms.
Bristol Hospital has patients that they have agreed to house temporarily, numbers continue to grow.
UCONN Med Center ED is becoming clogged with similar patients, no medical issues but need support. They
are being referred to shelters. Significant problem is people calling 911 and being transported to ED for
evaluation, taking up resources and time in ED when there is no significant medical emergency.

Statewide Skilled Nursing Facilities are reporting no significant issues at this time.

Answered many calls from health care providers regarding power restoration and length of outages, referred to local
utilities for more accurate info.
Currently 5 hospitals are reporting they are operating on generator power:

no SNF’s taking patients

Number of trouble spots: 15,144
CL&P priorities for today are handling emergency situations and working in partnership with the towns to clear the
blocked roads.
Today we have more than 300 crews working (189 line and 114 tree).
We have 250 additional crews and we continue to request additional assistance.
Damage from the storm was far more extensive than forecasted
Some estimates are that the damage is 5X greater than Irene.
Peak outages were about 810,000 with more than 15,000 trouble spots
We have significant Transmission outages in central and northwest Connecticut
44 Transmission lines are out

21 transmission lines are a priority and need to be restored to restore substations (source for distribution)
30 specialized line workers are dedicated to this effort and when completed will move to help with distribution
This nor’easter caused extensive damage across the entire Northeast Utilities service territory
sister company crews are not available to help
We are encouraging customers to be prepared for the worst case, which would be outages lasting more than 1 week
in some of the areas. As we get through our damage assessments, we will be able to provide more specific
restoration information. We expect most affected customers will be restored in less time

ESF13 – Public Safety and Security

Major highways are now experiencing dry travel lanes and are able to facilitate normal traffic flow.
Major Highway Corridors:
Route 15 (Parkway) is now open to thru traffic.
Secondary State Roadways:
Numerous statewide closures due to downed trees and power lines. Storm related accidents have decreased
significantly. Many trees and power lines remain down resulting in continued road closures throughout the state.
The Training Academy has cancelled In-service training and the Range for Monday, 10/31/11.
Significant Active Incidents:
HQ, Troop B and Troop-C operating on generator power and there is no restoration update from CL& P to report.
Troop-C also reporting that facility telephones have gone down. They are taking routine calls via satellite phone and
911 has been diverted to Troop-K.
Troop-F experienced brief radio service outage due to tower site in Haddam briefly losing power.

Reports that some facilities are still on generator power, and we are having little staffing issues

CTNG has stood up its Joint Operation Center and has begun staffing requests for services.
CTNG has 30 Soldiers and 10 Airmen on duty to support operations.

Call volume continues to be extremely heavy.
Call center running on backup generator power.
Approximately 300 inquiries so far.
Most calls are for power outage and shelter.
Red Cross
There are current 31 open shelters. This number is fluid and is changing rapidly.
Red Cross personnel to man the shelter are experiencing difficult traveling to the shelters. Consequently, the Red
Cross is encouraging cities to rely on regional sheltering centers
Department of Consumer Protection
An agency representative is at the State EOC and is preparing to assist other ESF functions as needed.
