Government schemes of the Ministry of Tribal


Affairs (MoTA)

1. Scheme Of Grant-In-Aid To Voluntary Organisations Working For


The Welfare Of Scheduled Tribes
 [With Effect From] 1 April, 2008
 [Objective] To enhance the reach of welfare schemes of Government and fill the gaps in service
deficient tribal areas, in the sectors such as education, health, drinking water, agro-
horticultural productivity, social security etc. through the efforts of voluntary organizations.
 The prime objective of the scheme is to enhance the reach of development interventions of the
government and fill the gap in service deficient areas, in the education sector through the
efforts of VOs and other organizations and to provide them environment for socio-economic
upliftment and overall development.

Eligibility for VOs:


a. Registered under the Societies Registration Act, 1860 or any relevant Act of the State/Union
Territory; or
b. A public trust registered under the law for the time being in force; or
c. A charitable company licensed under Section 25 of the Companies Act, 1958;or
d. Indian Red Cross Society or its branches; and/or
e. Any other public body or institution having a legal status of its own;

 The voluntary organization should have been registered for, at least three years, at the
time of applying for grant under the scheme. This can, however, be waived by the
Secretary, Ministry of Social Justice and Empowerment for reasons to be recorded in
writing, in exceptional cases.

 Number of Scheduled Caste beneficiaries should not be less than 60% in the projects
run by the voluntary organizations.

 It should not run for profit to any individual or a body of individuals.

 Non-Governmental Organizations (NGOs)/ Voluntary Organizations (VOs) must have


had a Bank Account maintained and operated in the name of NGO/VOs for the last
three years.

 Financial assistance of upto 90% of the total project cost will be funded by the
Government and the rest 10% will be borne by the concerned Organization.

2. MSP (Minimum Support Price) for MFP (Minority Forest Produce)


 [Launch] Approved by Cabinet on 01-08-2013
 [History] 2013-14 @ Schedule V areas only and expanded to pan India in 2016.
 [Objectives] To ensure fair returns to MFP gatherers.
 MSP fixed by GoI shall be reference MSP for fixing MSP and State government shall have a
latitude of 10% of MSP declared by GoI, i.e., State can fix MSP upto 10% higher or lower than
MSP declared by GoI.
 Ministry of Tribal Affairs in association with TRIFED will monitor the performance of
designated state agencies and review it periodically.

 Minimum Support Price would be determined based on the baseline survey of price for each
of the MFP, its cost of collection, cost of cleaning and primary processing, packaging and
transportation cost for each state. A Pricing Cell constituted in the TRIFED would be
assigned this task.
 An advance information and communication technology based Scheme (MFPNET) shall be
established for speedy collection and dissemination of market information.
 Each State shall also designate State Agency/ies (SA) for undertaking procurement of MFP
under the Scheme.
 Currently, 49 items are covered under the scheme.
 [Revolving Fund] Will be operated at State level for upfront payment for procuring MFP for
initial two years on 75:25 basis (Centre:State)
 Activities include:
o Expansion of storage and trading facilities at State level
o Modernisation of Haats
o Creation of storage facility at aggregation points
o Capacity Building of Gram Sabha/ Panchayati Raj Institutions

3. Scheme of Strengthening Education among Scheduled Tribe (ST)


Girls in Low Literacy Districts
 [Launch] 2008
 [Objective] To bridge the gap in literacy levels between the general female population and
tribal women, through facilitating 100% enrolment of tribal girls in the identified Districts or
Blocks, more particularly in Naxal affected areas and in areas inhabited by Primitive Tribal
Groups (PTGs), and reducing drop-outs at the elementary level by creating the required
ambience for education.
 [Coverage] The scheme will be implemented in 54 identified Districts where the ST
population is 25% or more, and ST female literacy rate below 35%, or its fractions.
o It will also cover areas below a Block level (e.g. Gram Panchayats) inhabited by the notified
Primitive Tribal Groups (PTGs).
 [Implementation] The scheme will be implemented through Voluntary Organizations
(VOs)/Non-Governmental Organizations (NGOs) and autonomous society/institutions of State
Government/Union Territory Administration
 Cash stipend will be provided at the rate of Rs.100/- per month for primary level girl
students and Rs.200/- per month for middle/secondary level girl students for
coaching/special tuitions
 Cash incentives will be given at the rate of Rs.100/- per month at primary level (up to class
V) and Rs.200/- per month at middle and secondary levels (classes VI to XII) to meet their
day to day requirement.
 Ministry would support any innovative intervention by any organization including District
Education Support Agency in these low literacy areas to promote scheduled tribe female
literacy. Maximum 1% of the annual budget can be spent for this purpose.
 The scheme will continue as a “100% Central Sector Gender specific Scheme”.
 2% of the total budget shall be utilized in the Ministry for management and monitoring of the
scheme.

4. EMRS (Eklavya Model Residential Schools)


 [Launch] 1997-98
 [Objective] To provide quality middle and high level education to Scheduled Tribes (ST)
students in remote areas, not only to enable them to avail of reservation in high and
professional educational courses and as jobs in government and public and private sectors
but also to have access to best opportunities in education at par with the non ST population.

 They are set up in the States/UTs with grants under Article 275(1) of the Constitution of
India.
 States/UTs are free to apportion funds out of their Article 275 (1) Grants to construct and
run additional EMRS over the number sanctioned by the ministry.
 [Structure of EMRSs]
o The number of seats for boys and girls will be equal.
o In these schools, education will be entirely free.
o Every class can have maximum 60 students preferably in 2 sections of 30 students each
and the total sanctioned strength of the school will be 480 students.
o At the Higher Secondary level (class XI &XII), there will be three sections per class for the
three streams in Science, Commerce & Humanities. The maximum sanctioned strength of
the each section may be 30 students.
 Capital cost for the school complex, including hostels and staff quarters will now be ₹12 crore
with a provision to go up to ₹16 crore in hill areas, deserts and islands. Any escalation will
have to be met by State Government/UT.
 Recurring cost during the first year for schools would be @ Rs. 42000/- per child. This may
be raised by 10% every second year to compensate for inflation etc.
 The guidelines for the use of the grants under Article 275 (1) provide for an amount up to 2%
of the total allocation to be used for administration of the programme. This would be
applicable in case of EMRS.
 As per the budget announcement 2018-19, every block having more than 50% ST population
and at least 20,000 ST population is to have an EMRS by 2022.
o Construction cost of EMRS (with 480 students capacity) is Rs. 20.00 crore, whereas cost
of construction of EMRSs for North East, hilly areas, difficult areas and areas affected by
Left Wing Extremism is 20% more than the normal cost.

5. PMVDY (Pradhan Mantri Van Dhan Yojana)


 [Launch] 14th April, 2018
 PMVDY is an initiative targeting livelihood generation for tribals by harnessing the wealth of
forest i.e. Van Dhan.
 [Nodal Agency] TRIFED
 [Coverage]
o 27 States (excluding Haryana & Punjab where no Scheduled Tribes are notified)
o 307 districts with majority tribal population (including 39 aspirational tribal)
o 6000 Van Dhan Vikas Kendra (over 2 years)
o 18 Lakh tribal families (3000 Kendra X 15 Van Dhan SHGs/ Kendra x 20 members/ SHG)
o 90 Lakh tribal individual assuming tribal family size of 5 members
 About 6000 Van Dhan Kendras are proposed to be set up in span of 2 years in tribal
districts across all States (except Haryana, Punjab and Delhi, as these do not have any
Scheduled Tribe gatherers) i.e. 3000 Kendras to be set-up in each year, which will be further
continued based on evaluation of their performance and also expanded every year.
o The Kendras would act as common facility centres for procurement cum value addition to
locally available MFPs.
 Out of the total 3000 Van Dhan Kendras to be set-up in the first year, about 2100
Kendras (70 percent) are estimated to be converged from Aajeevika Mission and
remaining 900 (30 percent) shall be mobilized.
 Criteria for qualification of Aajeevika SHGs for Van Dhan Vikas Kendras:
 SHGs should comprise of MFP gatherers
 SHGs should have a minimum of 50% tribal members
 SHGs should be present in the catchment areas of the MFPs.
 Cost per Van Dhan Vikas Kendra is estimated to be ₹15 Lakhs.

 All the Van Dhan SHGs will have to desirably contribute funds from their own corpus
of the amount of ₹20,000 - ₹50,000 in the form of working capital to be eligible to
receive the grant fund of Rs. 1 lakh.
 The cost requirement is calculated at unit rate of Rs 1 lakh per Van Dhan SHG for
cluster of 15 such SHGs per Kendra
o A typical Van Dhan Vikas Kendra shall constitute of 15 tribal Van Dhan Self Help Groups
(SHG), each comprising of up to 20 MFP gatherers i.e. about 300 beneficiaries per
Kendra (subject to variability as per local conditions).
o At least 50% beneficiaries of the SHG shall be tribal and the SHG shall be led by a tribal
member

6. TRIFOOD:
 TRIFOOD Scheme is a joint initiative of Ministry of Food Processing Industry, Ministry of Tribal
Affairs and TRIFED.

 Under this scheme a tertiary value addition center will be set up in Jagdalpur in Chhattisgarh
and Raigad in Maharashtra at a cost of approximately Rs.11 crores.

 TRIFOOD Scheme, implemented in the backdrop of VanDhan Yojana will promote value
addition to Minor Forest Produce (MFP).

 The units are envisaged to be professionally operated by reputed food processors who will
operate the facilities for a designated period of time under the overall administrative control of
TRIFED so that the assets created are efficiently commercially utilised as per its installed
capacities and designed objectives.

 In the process creating local employment opportunities for the tribal communities and
providing entrepreneurial opportunities in terms of raw material linkages to the units.

 About 25% of total raw materials is expected to be sourced locally from the identified Vandhan
SHGs/Vandhan Kendras in the catchment areas as per the grade and quantity requirement,
consistently for period of 5 years.
 Commodities to be Processed : Mahua, Amla, Jamun, Custard Apple ,Cashew, Tamarind,
Ginger, Garlic & Other Fruits & Vegetables
 Livelihood Generation Potential from TRIFOOD Projects: 2.5 lakh tribal gatherers.
(1.5 lakhs in Jagdalpur, Chattisgarh & 1 lakh in Raigad, Maharashtra)

7. Vanbandhu Kalyan Yojana:


It is launched for the holistic development and welfare of tribal population in India by plugging the
infrastructure gaps and lags in human development indices. The scheme focuses on
1. Provision for a better standard of living and quality of life
2. Improving access to and quality of education
3. Generating resources for long-term and sustainable growth
4. Bridging infrastructural gaps
5. Protection of tribal culture and heritage.

Component of VKY
 Qualitative & Sustainable Employment.
 Quality Education & Higher Education.
 Accelerated Economic Development of tribal areas.
 Health for all.
 Housing for all.
 Safe Drinking Water for all at doorsteps.

Strategies for VKY: Strengthening of institutions meant for delivery of goods and services with adequate
administrative, technical and financial powers such as Tribal Welfare Departments as nodal Department,
Integrated Tribal Development Agency (ITDA), Integrated Tribal Development Projects (ITDPs) and creation
of new ones where they do not exist etc.

The Tribal Cooperative Marketing Development Federation of India (TRIFED) came into existence in
1987. It is a national-level apex organization functioning under the administrative control of Ministry of
Tribal Affairs, Govt. of India. TRIFED has its registered and Head Office located in New Delhi and has a
network of 13 Regional Offices located at various places in the country.

The Tribal Cooperative Marketing Development Federation of India Limited (TRIFED) is engaged in all
development pertaining to tribal artisans including marketing development of tribal products and provides
marketing support to the products made by tribals through a network of retail outlets.

TRIFED is involved actively in capacity building of the tribal people through sensitisation and the formation
of Self Help Groups (SHGs). TRIFED is engaged in training the tribals in several activities, so that they can
effectively carry them out.

The organisation also assists them in exploring and creating opportunities to market the developed products
in national and international markets on a sustainable basis.

Minor Forest Produce (MFP)' means all non-timber forest produce of plant origin and will include bamboo,
canes, fodder, leaves, gums, waxes, dyes, resins and many forms of food including nuts, wild fruits, Honey,
Lac, Tusser etc.

National Scheduled Tribes Finance and Development Corporation (NSTFDC) was set up in 2001 under
the Ministry of Tribal Affairs , Government of India with head office in New Delhi.

The corporation is managed by a Board of Directors with representatives from Central Government, State
Channelizing Agencies (SCA), National Bank for Agricultural and Rural Development (NABARD), Industrial
Development Bank of India (IDBI), Tribal Cooperative Marketing Development Federation of India Ltd.
(TRIFED) and three eminent persons representing Scheduled Tribes.

The Corporation undertakes a wide range of activities for socio–economic and educational upliftment of the
STs by devising and implementing financial assistance schemes exclusively for the tribal.

Adivasi Mahila Sashaktikaran Yojana (AMSY): This is an exclusive concessional scheme for the economic
development of eligible Scheduled Tribe Women.

Upto 90% of unit cost is provided by NSTFDC as term loan through SCA. Remaining 10% by SCA or
beneficiary.

Adivasi Shikha Rrinn Yojana (ASRY): This is an Education loan scheme at concessional rates of interest,
under this financial assistance is extended to eligible STs for pursuing professional and technical courses
including Ph.D in India

Term Loan up to Rs. 5.00 lakh

Education loan may be provided for the courses conducted by colleges/universities approved by
UGC/Govt/AICTE/AIBMS etc.

ACTS and RULES

1. Forest Rights Act, 2006


 [Full Name] Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest
Rights) Act, 2006
 Forest rights of forest dwelling Scheduled Tribes and other traditional forest dwellers on all
forest lands:
o right to hold and live in the forest land under the individual or common occupation for
habitation or for self-cultivation for livelihood by a member or members of a forest dwelling
Scheduled Tribe or other traditional forest dwellers
o community rights such as nistar, by whatever name called, including those used in
erstwhile Princely States, Zamindari or such intermediary regimes
o right of ownership, access to collect, use, and dispose of minor forest produce
o other community rights of uses or entitlements such as fish and other products of water
bodies, grazing (both settled or transhumant) and traditional seasonal resource access of
nomadic or pastoralist communities
o rights including community tenures of habitat and habitation for primitive tribal groups
and preagricultural communities
o rights over disputes lands under any nomenclature in any State where claims are disputed
o rights for conversion of Pattas or leases or grants issued by any local authority or any
State Government on forest lands to titles
o rights of settlement and conversion of all forest villages, old habitation, un-surveyed
villages and other villages in forests
o rights to protect, regenerate or conserve or manage any community forest resource which
they have been traditionally protecting and conserving for sustainable use
o right of access to biodiversity and community right to intellectual property and
traditional knowledge related to biodiversity and cultural diversity
o right to in situ rehabilitation including alternative land in cases where the Scheduled
Tribes or other traditional forest dwellers have been illegally evicted or displaced from
forest land of any description without receiving their legal entitlement to rehabilitation
prior to the 13th day of December, 2005.
 Powers of Gram Sabha and village level institutions:
o protect the wild life, forest and biodiversity
o ensure that adjoining catchments area, water sources and other ecological sensitive areas
are adequately protected
o ensure that the habitat of forest dwelling Scheduled Tribes and other traditional forest
dwellers is preserved from any form of destructive practices affecting their cultural and
natural heritage
o ensure that the decisions taken in the Gram Sabha to regulate access to community forest
resources and stop any activity which adversely affects the wild animals, forest and the
biodiversity are complied with.
 The Gram Sabha shall be the authority to initiate the process for determining the nature and
extent of individual or community forest rights.
 The Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest
Rights) Amendment Rules, 2012
o Role of Gram Sabha:
 monitor the committee constituted for the protection of wildlife, forest and biodiversity.
 approve all decisions of the committee pertaining to the issue of transit permits to
transport minor forest produce, use of income from sale of produce, or modification of
management plans.
 collection of minor forest produce is to be free of all fees.

 The committee has to prepare a conservation and management plan for community
forest resources.
o The quorum of the Gram Sabha meeting has been decreased from two thirds to one-half of
the members. At least one-third of the members present shall be women. While passing a
resolution regarding the claims of forest rights, at least 50% of the claimants to forest
rights or their representatives should be present.
o The Forest Rights Committee (FRC) of the Gram Sabha shall not re-examine recognised
forest rights or interfere in the verification of claims that are pending.
 The number of Scheduled Tribes represented on the FRC has increased from one-third
to two-thirds.

2. The Provisions Of The Panchayats (Extension To The Scheduled


Areas) Act, 1996
 In this Act, unless the context otherwise requires, “Scheduled Areas” means the Scheduled
Areas as referred to in Clause (1) of Article 244 of the Constitution.
 Every village shall have a Gram Sabha consisting of persons whose names are included in the
electoral rolls for the Panchayat at the village level
 Every Gram Sabha shall be competent to safeguard and preserve the traditions and customs
of the people, their cultural identity, community resources and the customary mode of
dispute resolution.
 Every Gram Sabha shall:
o approve of the plans, programmes and projects for social & economic development
before such plans, programmes and projects are taken up for implementation by the
Panchayat at the village level
o be responsible for the identification or selection of persons as beneficiaries under the
poverty alleviation and other programmes
o be consulted before making the acquisition of land in the Scheduled Areas for
development projects and before re-settling or rehabilitating persons affected by such
projects in the Scheduled Areas.
 Planning and management of minor water bodies in the Scheduled Areas shall be entrusted
to Panchayats at the appropriate level.
 Gram Sabha is endowed with powers to:
o enforce prohibition or to regulate or restrict the sale and consumption of any intoxicant
o ownership of minor forest produce
o prevent alienation of land in the Scheduled Areas and to take appropriate action to restore
any unlawfully alienated land of a Scheduled Tribe
o manage village markets by whatever name called
o exercise control over money lending to the Scheduled Tribes
 Every Panchayat at the village level shall be required to obtain from the Gram Sabha a
certification of utilisation of funds by that Panchayat for the plans, programmes and projects
 Reservation of seats in the Scheduled Areas at every Panchayat shall be in proportion to
population of the communities in that Panchayat for whom reservation is sought to be
given under Part IX of the Constitution.
o Provided that the reservation for the Scheduled Tribes shall not be less than one-half of
the total number of seats.
o Provided further that all seats of Chairpersons of Panchayats at all levels shall be
reserved for the Scheduled Tribes (STs).

3. Provisions of the Protection of Civil Rights (PCR) Act, 1955 : Offences


under the Act Sections 3-7A of the Act defines the following as offences if committed on the
ground of “untouchability”, and lays down punishment for them:
a) Prevention from entering public worship places, [using sacred water resources].

b) Denial of access to any shop, public restaurant, hotel, public entertainment, cremation
ground etc.
c) Refusal of admission to any hospital, dispensary, educational institutions etc.
d) Refusal to sell goods and render services
e) Molestation, causing injury, insult etc.
f) Compelling a person on the grounds of untouchability to do any scavenging or sweeping or
to remove any carcass etc.

4. SC/ ST (Prevention of Atrocities) Act, 1989 [Amended]


 The provisions of SC/ST Act can be divided into three categories:-
o Provisions of criminal law.
 Creation of new types of offences not in the Indian Penal Code (IPC) or in the Protection
of Civil Rights Act 1955 (PCRA).
 Atrocities can be committed only by non-SCs and non-STs on members of the SC or ST
communities. Crimes among SCs and STs or between STs and SCs do not come under
the purview of this Act.
 Defines various types of atrocities against SCs/STs and prescribes stringent
punishments for the same.
 Enhanced minimum punishment for public servants.
 Punishment for neglect of duties by a public servant(Section 4)
 Cancellation of arms licenses in the areas identified where an atrocity may take place
or has taken place and grant arms licenses to SCs and STs
 Denial of anticipatory bail (Section 18) provided in Section 438 of the CrPC
 Denial of probation to convict (Section 19).
 Provisions for relief and compensation for victims
o Provisions that establish special authorities for implementation and monitoring of the Act:
 Creation of Special Courts and special public prosecutor
 Mandatory, periodic monitoring system at District, State and National level
 Identification of atrocity prone areas

5. The Prohibition of Employment as Manual Scavengers and their


Rehabilitation Act, 2013: This Act intends to, inter alia, achieve the following objectives:
 Identify and eliminate the insanitary latrines.

 Prohibit:-

i) Employment as Manual Scavengers and


ii) Hazardous manual cleaning of sewer and septic tanks.
 Identify and rehabilitate all manual scavengers.

6. Rights of Persons with Disabilities Act, 2016:


 Enacted from 2017

 4% reservation for disabled in Government jobs.

 the specified disabilities have increased from 7 to 21.

Indian Constitution Provisions


 Article 17 seeks to abolish ‘untouchability’.
o ‘Untouchability’ refers not just to the avoidance or prohibition of physical contact but to a
much broader set of social sanctions.
o It has NOT been defined anywhere in the constitution.
 Article 46: To promote the educational and economic interests of SCs, STs, and other weaker
sections of the society and to protect them from social injustice and exploitation

 Article 338: Provides for National Commission for Scheduled Castes (NCSC)
o Functions:
 investigate and monitor all matters relating to the constitutional and other legal
safeguards for the SCs and to evaluate their working;
 inquire into specific complaints with respect to the deprivation of rights and safeguards
of the SCs;
 338-A: National Commission for Scheduled Tribes (NCST)
o Its functions are same as that of NCSC, but with respect to ST than SC

 330 Reservation of seats for Scheduled Castes and Scheduled Tribes in the Lok Sabha
 332 Reservation of seats for Scheduled Castes and Scheduled Tribes in the Legislative
Assemblies of the States

Affairs (MoMA)
Minorities in India: As per the Census 2011, the percentage of minorities in the country is about
19.3% (6 notified minorities) of the total population of the country. The population of Muslims are
14.2%; Christians 2.3%; Sikhs 1.7%, Buddhists 0.7%, Jain 0.4% and Parsis 0.006%.

1. PMJVK (Pradhan Mantri Jan Vikas Karyakram)


 [Launch] 2017-18 to 2019-20 by restructuring MsDP.
 [History]
o 2008-09: MsDP (Multi-sectoral Development Programme)
 Centrally Sponsored Scheme
 Initially, the MsDP scheme was launched in the 90 Minority Concentration Districts
(MCDs) of the country.
 [Objective] Improving the socio-economic conditions of minorities and providing basic
amenities to them for improving the quality of life of people and reducing imbalances in
the identified minority concentration areas during 12th Five Year Plan period.
 [Minorities] Muslims, Sikhs, Christians, Buddhists and Zoroastrians (Parsis) have
been notified as minority communities under Section 2 (c) of National Commission
for Minorities Act, 1992.
 Blocks with a minimum of 25% minority population falling in the backward districts as
per 11th Five Year Plan, would be identified as the backward Minority Concentration
Blocks (MCBs)
 In case of 6 States (Lakshadweep, Punjab, Nagaland, Meghalaya, Mizoram and
Jammu & Kashmir), where a minority community is in majority, a lower cut-off of
15% of minority population, other than that of the minority community in majority
in that State/UT, would be adopted.
 Within the blocks of backward districts not selected as MCBs, cluster of contiguous
minority concentration villages (having >50% minority population) would be identified.
 The plan under this programme would be prepared at the level of Blocks/ Towns/
Clusters identified.
 Empowered Committee in MoMA would approve the overall plan of the block/ town/
cluster and the projects costing more than >₹10 crore.
 [Funding Pattern] In case of innovative projects, the fund sharing between Centre and

 [Objectives of PMJVK] Improving socio-economic conditions of the minorities and providing


basic amenities to them for improving quality of life of the people and reducing imbalances in
the identified minority concentration areas.
 The PMJVK will continue to be implemented in MCBs, MCTs and COVs. However, certain
number of population and area coverage have been specified for MCTs and COVs.
 The identified areas namely Minority Concentration Blocks (MCB), Minority Concentration
Towns (MCT), Minority Concentration Districts HQs (MCD Hqs) and Clusters of Minority
Concentration Villages (COV) for implementation of PMJVK will be known as Minority
Concentration Areas (MCA).
 80% of the resources under this programme would be utilized for projects related to education,
health and Skill of which atleast 33-40% will be earmarked for creation of assets/ facilities for
women/ girls.
 870 Minority Concentration Blocks (MCBs), 321 Minority Concentration Towns (MCTs) and
109 Minority Concentration Districts HQs (MCD Hqs) falling in 308 Districts of 32 States/
UTs have been identified.
 Cluster of villages should be within radius of 5 km.
 The Karyakram will be implemented through State/Central agencies.
 Land for construction of infrastructure in MCA shall be provided by State/UT including
panchayat land.
 Under the scheme projects like construction and up-gradation of School/College Buildings,
Additional Class Rooms, Toilet Blocks, Student Hostels, Working Women Hostels, Laboratory
Rooms in Schools, Computer Rooms, Smart Classes, Community Health Centres (CHCs),
Primary Health Centres (PHCs), Health Sub-Centres, ITIs, Polytechnics, Skill Training Centres,
Houses under IAY, Drinking Water Supply Projects, Sadbhav Mandaps, Market Sheds etc. have
been approved by the Govt.
 [Funding Pattern]
o For gap-filling projects under PMJVK to fill up gaps in existing Schemes of line Ministries
would be same as followed in the concerned scheme of the line Ministries.
o In case of non-gap-filling innovative projects, the fund sharing between Centre and State
would be in the ratio of 60:40 and 90:10 for North East States and Hilly States (J&K,
Himachal Pradesh & Uttarakhand).

2. Scholarship Schemes: The Prime Minister’s New 15 Point Programme for the Welfare
of Minorities was announced in June, 2006. It provides Pre-Matric and Post Matric scholarship
scheme for meritorious students from minority communities would be implemented.

 Merit-Cum-Mean based Scholarship


o [Scope] It will cover technical and professional courses at undergraduate and post graduate
level, selected and notified in a transparent manner by the State Government/ Union
Territory Administration concerned.
o [Eligibility] Students who have secured not less than 50% marks or equivalent grade in
previous final examination & annual income of whose parents does not exceed ₹2.5 lakh.
o Earmarking:
 30% for girls students of each minority community, transferable to male students of
that community in case of non-availability of female students in that community in the
concerned State/UT.
o [Duration] It shall be provided for the entire academic year/ course.
o A student shall be eligible for only one scholarship out of all the available Scholarships of
Central Government meant for SC/ST/OBC/ minority.

 Leadership Development for Life, Livelihood and Civic Empowerment of Minority
Women was transferred to MoMA and was renamed as above.
o 2011-12: Renamed to Nai Roshni – The Scheme for Leadership Development of Minority
Women
 The implementation of the Scheme started in 2012-13.
o [Target Group] Women belonging to all Six minorities notified under Section 2 (c) of the
National Commission for Minorities Act, 1992
o SCs/STs/OBCs, women with disabilities and other communities not exceeding 25%.
o Features:
o The scheme aims to empower and instil confidence among minority women, including
their neighbours from other communities living in the same village/locality, by providing
knowledge, tools and techniques for interacting with Government systems, banks and
other institutions at all levels.
o Non-governmental organizations (NGOs)/Universities /institutes etc .will be implementing agencies.
o Eligible Women Trainees: no annual income bar, woman / parent or guardian of woman
having annual income not exceeding Rs.2.50 lakh from all sources would be given
preference in selection. They should be between the age group of 18 years to 65 years.
o Types of training:
 Non-residential Leadership Development Training: Up to 25 women in one batch from village
/ urban locality, who are dedicated, motivated and committed to work for the betterment of the
welfare of women from the minority communities in particular and the society in general, would
be imparted leadership training

 Residential Leadership Development Training: Out of a group of 25 women (one batch) for
residential training, not more than five women from a single village / urban locality may be
selected for residential leadership development training.

4. Seekho aur Kamao (Learn and Earn)

 [Scope]
o The scheme will impart training For Modern trades for which the training must be aligned
to NSQF and Training partner having accredition and affiliation through SMART Portal of
NSDC will be the PIAs for Seekho aur Kamao.
o The pattern of funding and course will be as per the common norms issued by MSDE.
o For traditional courses approved by NSDC/NCVT which include majority of traditional
skills being practiced by the minority communities e.g. Embroidery, Chikankari, Zardosi,
Patch work, Gem and Jewelry, Weaving, Wooden works, Leather goods, Brass metal
works, Glass wares, Carpet etc.
 [Eligibility]
o The scheme will be implemented following through Project Implementing Agencies
(PIAs):
 Societies of the State Governments/UT Administrations registered under Societies
Registration Act.
 Any private recognized/registered professional institution of repute conducting such
skill development courses for at least last three years with established market linkages
and placement record and fulfilling any other criteria laid down by the Ministry.
 Any industry or an association of industries like ASSOCHAM, CII, FICCI etc.
o Eligible Trainees/ beneficiaries:
 Belong to minority community and should be between 14-45 years of age.
 The minimum qualification of trainee should be at least Class V.
 [Components]
o Placement linked skills training program for Modern Trades
o Skills Training Program for Traditional Trades/Crafts/ Art Forms
 The programmes are to be of minimum 2 months duration and a maximum of 1 year
depending upon the selected trade.
 It will be implemented for the benefit of the 6 (Six) notified minority communities under
National Commission for Minorities Act 1992.
 However, in the States/UTs where some other minority communities notified by respective
State/UT Governments exist, they may also be considered for the programme but they will
not occupy more than 5% of the total seats.
 Minimum 33% seats will be reserved for minority girl/ women candidates.
 To promote inter-community solidarity, 15% candidates belonging to BPL families of non-
minority communities may also be considered. In addition, 2.5% will also be reserved for
disabled persons belonging to minority communities.
 Priority will be given to organizations who would guarantee 75% overall placement percentage
and out of that at least 50% placement should be in organized sector.

o An incentive amount of 5% of the project cost will be payable to PIA's who successfully

Naya Savera :
 Free Coaching And Allied Scheme For The Candidates/Students Belonging To Minority
Communities
 Benefits of coaching under the scheme can be availed by a particular student only once (except
residential coaching programme for preparation of Civil Service Exams) irrespective of the
number of chances he/she may be entitled to in a particular Competitive Examination.
 An amount of ₹2500/- per month will be paid to all the students who will be taking coaching
under the scheme subject to fulfilling the other terms and conditions.
 Qualifying examinations for admission in technical/ professional courses such as
engineering, medical, law, management, information technology etc. and language/aptitude
examinations for seeking admission to foreign universities

 Competitive examinations for recruitment to Group 'A' , 'B' and 'C' services and other equivalent
posts under the Central and State governments including public sector undertakings, banks,
insurance companies as well as autonomous bodies.

 Private coaching institution/universities including govt and other institutes will be


implementing the scheme.

 30% of the numbers sanctioned for coaching shall be earmarked for girl students/candidates.

5. Nai Manzil
 [Launch] 8th August 2015
 [Objectives]
o To provide education and market-driven skills training for targeted youth from Minority
communities.
o It offers non- residential integrated education and skill training for 9 to 12 months, of which
3 months are devoted to skill training.
o Total physical target of training under this Scheme is approximately 100,000 minority
candidates phased over the implementation period of 5 years.
 [Implementation] By the Project Implementing Agencies (PIAs).
 [Beneficiaries]
o The primary catchment area for beneficiaries under this scheme are the 1,228 Community
Development Blocks where Minority population is 25% or more of total population
 [Eligibility]
o The trainee should belong to Minority community
o In the States/UTs where some other minority communities notified by respective State/UT
Governments exist, they may also be considered eligible for the programme but they
should not occupy more than 5% of the total seats
o The trainee should be between 17-35 years of age
o 30% of the beneficiary seats are earmarked for girl / women candidates and 5% of the
beneficiary seats for persons with disability belonging to the minority community.
o 15% candidates belonging to BPL families of non-minority communities can be considered

o In case reserved categories as prescribed under this scheme remain vacant, these vacant
seats may be treated as unreserved.
 Placement assistance and counselling are offered to all candidates and placement is ensured

 [Funding] Nai Manzil Scheme has been approved with the cost of Rs.650.00 Crore for five
years with 50% funding from the World Bank.

 The minimum qualification of trainee should be as per NIOS / equivalent defined below:
a) For Class VIII Bridge Program: Candidate should possess Class V pass or failed school
leaving certificate or equivalent of education or provide self-certificate stating his/her
capability to pursue this course. Candidate should fulfill the minimum age as prescribed
by NIOS or equivalent board to pursue the course.

b) For Class X Bridge Program: Candidate should possess Class VIII pass school leaving
certificate or equivalent of education or provide self-certificate stating his/her capability to
pursue this course. Candidate should fulfill the minimum age as prescribed by NIOS or
equivalent board to pursue the course.
6. Nai Udaan
 [Objective] Support for minority students clearing prelims conducted by Union Public Service
Commission, State Public Service Commissions and Staff Selection Commission.
 [Portal] www.naiudaan-moma.gov.in
 Every year up to 5100 candidates will be given financial support under the scheme throughout
the country on fulfilling the eligibility criteria till the budgetary allocation is exhausted.
 [Rate of financial assistance]

 100% financial support will be provided to the selected candidates through Ministry of
Minority Affairs as this is a Central Sector Scheme (CSS). Payment will be made through
Direct Benefit Transfer (DBT) mode.
 Total family income of the candidates from all sources should not exceed Rs. 8.0 lakh per
annum.
 Eligible candidates may apply online through the portal i.e. www.naiudaanmoma.gov.in for
availing of the benefit under the Scheme within one month from the date of declaration of
result along with all requisite documents.
 100% financial support will be provided to the selected candidates through Ministry of
Minority Affairs as this is a Central Sector Scheme (CSS).

7. Padho Pardesh
 [Objective] Scheme of interest subsidy on educational loans for overseas studies for the
students belonging to the minority communities.
 [Conditions for Interest Subsidy]
o The Scheme is applicable for higher studies abroad. The interest Subsidy shall be linked
with the existing Educational Loan Scheme of Indian Banks’ Association (IBA) and
restricted to students enrolled for course at Masters, M.Phil and Ph.D levels.

o Students from the minority communities, who may also belong to SC/ST/OBC category,
do not avail interest subsidy from other schemes of Central Government/ State
Government for the same purpose.
 Under the scheme, interest payable by the students availing of the education loans of the IBA
for the period of moratorium (i.e. course period, plus one year or six months after getting job,
whichever is earlier) as prescribed under the Education Loan Scheme of the IBA, shall be
borne by the Government of India.
 Total income from all sources of the employed candidate or his/ her parents/guardians in
case of unemployed candidate shall not exceed Rs. 6.00 lakh per annum.

8. Jiyo Parsi
 Central sector scheme for containing population decline of Parsis (Zoroastrians), in India.
 [Benefits]
o The crèche/childcare support will be provided to the parents.
 The fee for crèche would be maximum ₹4,000 or actual whichever is lesser, per child
only up-to the age of 8 years.
o Senior citizen honorarium for childcare would be ₹3,000 per child per month upto the age
of 10 years of the child.
o Assistance to elderly would be Rs. 4,000/- per month per person after an age of 60 years.
o The income criteria for the family whose elderly are to be benefited would be Rs. 10 Lakh
per family per year.
o Financial assistance would be extended for diagnostics and consultation, fertility treatment,
cost of medicines, follow-up, hospitalization, pregnancy, delivery charges, Post-delivery
assistance as necessary to ensure health and survival of mother and child.

 Parsi boys and girls of marriageable age (adolescent to the 30s), suffering from treatable clinical
problems that result in infertility, would be provided medical assistance to the tune of Rs.
15,000/- and Rs. 25,000/- respectively.
 The Jiyo Parsi scheme will continue in the remaining period of the 14th Financial Commission,
i.e., (2017-18, 2018-19, 2019-20) with total budgetary provision of Rs. 12 crore. This is a 100%
Central Sector Scheme.
 The Scheme will be implemented by the Parzor Foundation with the help of the Bombay Parsi
Panchayat (BPP) and through the organizations/societies /Anjumans and Panchayat of the
community concerned in existence for not less than three years.

9. USTTAD (Upgrading the Skills and Training in Traditional Arts/ Crafts


for Development)
 [Launch] 14 May, 2015
 The scheme will continue in the remaining period of 14th Finance Commission ending 0n 31
March, 2020.
 [Objectives]
o To build capacity of master craftsmen/artisans and training of young generation through
the master craftsmen/ artisans for traditional arts/crafts.

 To support Ministry and the Project Implementing Agencies (PIAs) with technical inputs for
capacity building of master craftsmen/artisan and upgrading their traditional skills
 Ministry would involve National Institute of Design, National Institute of Fashion
Technology, Sectoral Export Promotion Councils and other renowned organizations/
professionals
 Components:
1. Up-gradation of Skills and Training in Traditional Arts/ Crafts through Institutions:

 25% candidates from BPL families of non-minority communities may be considered.
 3% seats reserved for differently abled persons belonging to minority communities

residential facility including fooding) @ ₹7 ,500 only per trainee per month.
 Monthly stipend for all Non-residential/ Residential trainees would be ₹3000 only per
trainee per month for the training period.
 Travelling cost would be provided as follows:
 North-Eastern States including Sikkim → ₹5000
 LWE affected States → ₹2500

 Improvement in conditions of minority Master Craftsmen/artisans.

 Must be from minority community and should be Post Graduate with >50%
 He/ She should not be more than 35 years of age.
 Minimum 33% seats of annual targets will be earmarked girls/women candidates.

 Fellowship will be awarded for three years.

4. Hunar Haat and Shilp Utsav -Support to minority Craftsmen/ Artisans for marketing
their products
 [Objective] To provide platform for the artisans and culinary expert belonging to
minorities to showcase and sale their exquisitely crafted products and serve traditional
cuisine.
 The funds will be released in two installments of 50% each
5. USTTAD SAMMAN
 [Objective] Honor to outstanding Master craftspersons & Artisans/Culinary experts
 The USTTAD SAMMAN Awards for craftsmen were introduced during the year 2017.
 [Eligibility] All Craftspersons belonging to Minority community residing in India and
who are above the age of 30 years and are having 10 years' experience in the field of
crafts as on 31st December of previous year of the Year of USTTAD SAMMAN.
 [Award] Each award shall consist of a cash prize of ₹1L, a copper plaque and an
Angavastram. 10 USTAAD SAMMAN in a year.

 Hunar Haat: Hunar Haat (Skill Haat) is an exhibition of handicrafts, embroidery etc made by
the artisans from the Minority Communities organized by the Ministry of Minority Affairs under
Upgrading the Skills & Training in Traditional Arts/Crafts for Development (USTTAD) scheme
at different parts of country. They will be provided free of cost stall, the arrangements for their
transport and their daily expenses. The Ministry has been working to establish ―Hunar Hub
in all the states where programmes such as ―Hunar Haat and other cultural events will be
organized.

10. Hamari Dharohar:


 A 100% central sector scheme to Preserve Rich Heritage of Minority Communities of India
under the Overall Concept of Indian Culture for 3 years period of 14th Finance Commission
i.e. from 2017-18 to 2019-20.
 Activities to be covered under the scheme: Selective intervention for preservation of heritage
and may cover following kinds of projects:
o Curating exhibitions including iconic exhibitions/Performing art for showcasing and
preserving heritage.
o Support and promotion of calligraphy etc.
o Preservation of literature, documents, manuscripts etc.
o Documentation of oral traditions and art forms.
o Support to ethnic museums (not supported under schemes of Ministry of Culture or its
bodies) for showcasing and preserving heritage of minority communities.
o Support for organizing heritage related seminars/ workshops.
o Fellowship for research in preservation of heritage and development.
o Any other support to individual/ organization in furtherance of cause of protection and
promotion of rich heritage of minority communities.

 Knowledge Partner:
o Ministry of Minority Affairs will implement this scheme in consultation with Ministry of
Culture with the help of expert National and International Knowledge Partners in this field.
The Knowledge Partners may be as follows:
(a) Archeological Survey of India (ASI);
(b) National Museum, Delhi;
(c) National Archives of India, New Delhi;
(d) National Gallery of Modern Arts (NGMA);
(e) Indira Gandhi National Centre of Arts (IGNCA);
(f) United Nations Educational, Scientific and Cultural Organization (UNESCO);
(g) Indian National Trust for Arts and Cultural heritage (INTACH);
(h) World Monument Fund.
(i) Eminent personalities concerned.

Fellowships: Fellowship will be awarded as per following eligibility criteria:


(a) The candidate should be a notified minority and Post Graduate with minimum 50% marks from
a recognized institution in the relevant field in which he/she wants to avail the Fellowship to meet
the above mentioned objectives.
(b) He/she should have secured admission in a University/Institution for a regular M. Phil/ Ph.D.
(c) He/ She should not be more than 35 years of age.
(d) 35% seats of annual targets will be earmarked for minority girls/women candidates.

Qaumi Waqf Board Taraqqiati Scheme (QWBTS):


The Central Government has launched a scheme in 2009 namely „Computerization of Records of State Waqf
Boards‟ with a view to streamline record keeping, introduce transparency, and to computerize and digitize
the records of waqf properties of the State/UT Waqf Boards (SWBs).

The scheme has now been modified and renamed as Qaumi Waqf Board Taraqqiati Scheme (QWBTS).
Various new provisions have been added where financial assistance is provided to SWBs for GIS Mapping of
Waqf Properties, setting up of Video Conferencing Facility, maintenance of Centralized Computing Facility
(CCF) and ERP Solution for better administration of SWBs.

Central Government has set a target to achieve 100 per cent digitisation of Waqf properties across the
country under Qaumi Waqf Board Taraqqiati Scheme.

SHAHARI WAQF SAMPATTI VIKAS YOJANA: Under the yojana, interest free loan is advanced to various
Waqf Boards and Waqf Institutions in the country for construction of economically viable buildings on the
Waqf land, such as commercial complex, marriage halls, hospitals, cold storage etc. The Central Waqf
Council (CWC) would continue to be the implementing agency of this yojana and they would extend interest
free loan assistance to State Waqf Boards (SWBs) / waqf institutions for specific development projects
approved by CWC.

MAULANA AZAD NATIONAL FELLOWSHIP:

 The Fellowship will cater the minority community students pursuing regular and full time
research studies leading to award of M.Phil/Ph.D degree within India only.

 UGC will be the nodal agency for implementing the Fellowship. The Fellowship will be
implemented by the Ministry of Minority Affairs through UGC.

 Students who have qualified UGC-NET and CSIR-UGC NET examinations are eligible.

 Out of 1000 slots available under this scheme, 750 will be allocated for subjects under
National Eligibility Test – Junior Research Fellowship (NETJRF) of UGC and remaining 250
for Science category students through CSIRUGC NET-JRF joint test for science streams.

 30% of the fellowship shall be earmarked for women students.

 The income ceiling of the parents/guardian of the candidate for Maulana Azad National
Fellowship for minority students will be Rs.6.00 Lakh per annum.

National Minorities Development & Finance Corporation (NMDFC): The prime mandate of NMDFC is to
provide concessional finance to the Minorities for self-employment/income generation activities was
incorporated on 30th September 1994, as a company not for profit, under Section 25 of the Companies Act
1956. It is a National Level Apex Body for the benefit of Minorities as defined under the National Commission
for Minorities Act 1992.

Virasat - A Credit Scheme for Craft persons: The National Minorities Development & Finance Corporation
(NMDFC)

The purpose of this scheme is to help Artisans and Craft persons of the notified Minorities in meeting their
working capital (making products as per the demand in the market) and fixed capital requirement
(machineries, equipments and tools).

Scheme Benefits & Highlights:


 Maximum Loan limit of upto Rs. 10 lac can be availed under the scheme.

 1% lower interest rate than charged under term loan scheme (offered by NMDFC).

 Further a 1% loan rebate is provided for the women artisans.

 NMDFC organise Hunar Haat Exhibitions for promoting traditonal crafts. This provides a platform
to artisans to sell/get orders for their artefacts.

 Artisans covered under Credit line-1 with annual family income of Rs 81,000 in rural areas and Rs
1.03 lacs in the urban areas.

 Preference will be given to artisans participating in Hunar Haat exhibitions organised by MNDFC

 Artisans already sponsored under the concession credit scheme of the Government will not be eligible
to again avail loan under this scheme.
Kaushal se Kushalta:
 The scheme aims at imparting skills to the targeted individual beneficiaries leading to
self/wage employment.

 The scheme is implemented through the State Channelising Agencies, which organize need
based skill development training in their States with the help of agencies empanelled by
NSDC/ related Sector Skill Council/ State Skill Mission/ Directorate of Technical
Education. Preferably be accredited through NSDC SMART portal

 This developmental scheme is implemented through SCAs by engaging experienced and


professional agencies by them based on well-defined rating criteria.

 The scheme not only entails provision of Rs.1000/- per month per candidate as stipend but
the entire cost of training is borne by NMDFC and it further provides for placement
guarantee of minimum 70% candidates, so trained

“National Fellowship and Scholarship for Higher Education of ST students:
Fellowship: The objective of the scheme is to encourage the ST students, a section of society with
the lowest literacy levels in the country, to acquire higher education in the form of fellowships to
pursue M. Phil and Ph. D. Courses to create qualified professionals to hold posts of teachers
/professionals and other higher stages of employment

 The Fellowship scheme covers all Universities /Institutions recognized by the University
Grants Commission (UGC)

 The total number of fresh fellowships each year, will be 750. In case of non-availability of
adequate number of Scheduled Tribe candidates, the number of fellowships not availed
during a year will be carried forward to the next academic session. There is no
State/University wise ceiling on number of slots.

 The candidate belonging to ST should have passed the Post-Graduation examination for
being eligible for the Fellowship

 It is a Central Sector Scheme and Ministry of Tribal Affairs will provide 100% funding for
the scheme

Scholarship: ST Students is intended to encourage meritorious ST students to pursue courses at


Graduate/Post Graduate level in identified Institutions of excellence, Government and Private, in
professional fields such as Management, Medicine, Engineering, Information Technology, Law etc.

 The Scholarship covers courses and Institutions notified by the Ministry of Tribal Affairs
 The total family income of the candidate to be eligible for this scholarship from all sources
should not exceed Rs.6.0 lakh per annum.

 The total number of fresh Scholarship each year is 1000. There is no ceiling in Institution
wise and stream wise number of slots for the Top-Class Institution
 It is a Central Sector Scheme and Ministry of Tribal Affairs will provide 100% funding for
the scheme
 ST students who have secured admission in the notified Institutions according to the norms
prescribed by the respective Institutions will be eligible for the scholarship under the
scheme
 Full tuition fee and other non-refundable dues in respect of Government/Government
funded institutions. There will be a ceiling of Rs.2.50 lakhs per annum per student for
private sector institutions
 Books & Stationery and Computer & Accessories Rs 45000 one time.
