It requires to use of the language that students are familiar with (their first language) as a medium
of instruction to allow them to grasp basic concepts more easily.

It is the expression of ideas by means of speech sounds combined into words

The use of two or more languages. They can use these languages in various situations for
interactions for learning in school.

Literacy is defined as the capacity to read, write, talk, and listen in a way that allows us to
communicate successfully and make sense of our surroundings.
2. What are the legal basis in the implementation of MTB-MLE in the Philippine Education?
Discuss briefly.
DO 13, Series of 2012 serves provides the legal foundation for MTB-MLE.
RA. NO. 10533 instructs DepEd to construct its curriculum in accordance with the MTB-
MLE concepts and structure. Kindergarten and Grades 1–3 students must receive instruction,
educational materials, and assessments in their regional or native language. Instruction,
instructional materials, and evaluation for kindergarten and the first three (3) years of primary
school must be in the learners' regional or native language. Mother Tongue is utilized as a
Medium of Instruction (MOI) for Mathematics, Araling Panlipunan (AP), Music, Arts,
Physical Education and Health (MAPEH), and Edukasyon sa Pagpapakatao (EsP) in Grades 1
and 2. From Grade 4 to Grade 6, the Department of Education (DepED) shall develop a
mother language transition program in which Filipino and English will be gradually
introduced as languages of instruction until these two (2) languages can become the primary
languages of instruction at the secondary level.
