RESOLUTION NO. 006 SERIES 2023
RESOLUTION ON THE UNAVAILABILITY OF M&E FORM NO.1 OF THE
ANNUAL BARANGAY YOUTH INVESTMENT PROGRAM (ABYIP) MONITORING
FORM OF THE NEWLY ELECTED SK OFFICIALS OF 2023

WHEREAS, the Annual Barangay Youth Investment Program (ABYIP) is a vital tool for
implementing actionable programs aimed at the development and welfare of the youth in our
barangay;

WHEREAS, the newly elected Sangguniang Kabataan (SK) officials of 2023 have inherited the
ABYIP from the previous administration, which lacks specific actionable programs tailored to
their term due to the absence of the fidelity bond of the newly appointed SK treasurer at that
time;

WHEREAS, without the fidelity bond in place, the funds allocated for executing the programs
outlined in the previous ABYIP cannot be utilized by the newly elected SK officials;

WHEREAS, the lack of access to M&E Form No.1 of the ABYIP Monitoring Form impedes
the transparency and accountability in tracking the progress and utilization of youth funds in the
barangay;

THEREFORE, BE IT RESOLVED THAT:

a. The Sangguniang Barangay Council acknowledges the predicament faced by the newly
elected SK officials of 2023 in executing actionable programs due to the unavailability of
the fidelity bond of the SK treasurer at that time.

b. The Sangguniang Barangay Council urges the concerned authorities to expedite the
processing of the fidelity bond for the newly appointed SK treasurer to enable the
utilization of funds earmarked for youth development programs.

c. The Sangguniang Barangay Council requests the submission of a revised ABYIP by the
newly elected SK officials, which reflects actionable programs aligned with their term
and priorities, once the fidelity bond is secured.

d. The Sangguniang Barangay Council commits to providing necessary support and

assistance to the newly elected SK officials in revising and implementing the ABYIP for
the benefit of the youth in our barangay.

e. The Sangguniang Barangay Council further resolves to ensure the availability and proper
documentation of all necessary forms, including M&E Form No.1 of the ABYIP
Monitoring Form, to facilitate transparent monitoring and evaluation of youth programs
and expenditures.

RESOLVED FURTHER, upon motion of SK Councilor Hon. Clark Angelo A. Ramos and duly
seconded by SK Councilor Hon. Shekinah Charity De Asis, Resolution No. 006 Series of 2023;
RESOLUTION ON THE UNAVAILABILITY OF M&E FORM NO.1 OF THE ANNUAL
BARANGAY YOUTH INVESTMENT PROGRAM (ABYIP) MONITORING FORM OF
THE NEWLY ELECTED SK OFFICIALS OF 2023 is approved this 11th day of December
2023 in Biñan City, Laguna, Philippines.
