Subol Film Festival Guidelines
1. All participants and members of the production team must be a bona fide student of
Biliran Province State University. It is open to the junior high school, senior high school, and
tertiary students of both Naval and Biliran campuses.
2. Interested participants must pre-register on or before February 26, 2024 (Wednesday) via the

3. ALL participants are mandated to attend the Film Workshop on February 28, 2024 at the
University Hostel and prepare for a film concept that may contain the premise(s) of the film you
want to make, the genre, the tagline, the key characters and their descriptions. There will be a
film pitching at the end of the workshop.
4. The Film Workshop includes concept pitching of films with the supervision and guidance of
the speakers and judges. The concept of the film is open to any themes but encourage to explore
the current Arts Month theme: “Ani ng Sining, Bayang Malikhain.”
5. The film festival has two categories: Short Film category and Documentary Film category.
Any students from other schools, including junior and senior high schools may collaborate to one
another and form a team.
6. There’s no limit as to the number of members per team. An individual student may also join the
team for both short film and documentary film category depending on the time that they can
managed.
7. After the workshop, the filmmakers will be given two (2) weeks to have their production. The
submission of entries officially starts on March will end on March 13, 2024 and the viewing will
be on the afternoon of March 15, 2024, followed by the Awards Night.
8. The official entries to the film festival will be uploaded on the official social media pages of
the university. Filmmakers must confirm to the Intellectual Property Terms and Conditions.
9. The filmmakers shall use music/ stingers/ and other supported videos that are copyright free
and shall not violate any copyright laws.
10. Submission of entries officially starts on March 6, 2024, and will formally end on March 13 at
11:59 PM.
11. The entries shall have no minimum duration to the duration of maximum 20 minutes for both
short film and documentary
12. Once submitted, the Entry is considered final, and resubmission that contains significant
modification is prohibited.
13. The language used in the entries should either be in Waray, Cebuano/Bisaya, or Tagalog; thus,
the films/videos should include English subtitles.
