TERMS TO KNOW:

▪ Formal Debate: type of debate in which no questions are allowed; speakers are called from
speakers list
▪ Informal Debate: type of debate in which people are allowed to ask the speaker questions;
speakers are called from the speakers list
▪ Speaking Time: the maximum amount of time a speaker on the speakers list has to talk

▪ Question Limit: the maximum number of questions that the body may ask a speaker

▪ Response Time: the maximum amount of time a speaker has to respond to a question

▪ Moderated Caucus: a form of informal debate in which speakers raise their placards when they
wish to speak; questions and motions are not allowed during this time
▪ Unmoderated Caucus: debate stops and people are allowed to get up and move around the room
to discuss the issue being debated and work on solutions in working papers
▪ Working Paper: a list of solutions and suggestions of how to solve a problem - it then moves on
to become a draft resolution
▪ Draft Resolution: an approved working paper that is ready to be discussed with the rest of the
committee
▪ Signatory: a country that wishes to hear a draft resolution discussed and may or may not agree
with aspects of the paper
▪ Sponsor: a country that has contributed to a draft resolution and firmly agrees with all or most of
the ideas and suggestions put in the paper
▪ Preamblatory clauses: a phrase that recognizes the problems at hand at the beginning of a draft
resolution
▪ Operative clauses: a phrase that provides solutions and suggestions for the problem at hand

▪ Friendly amendment: a change made to a draft resolution with the consent of all the sponsors of
the draft resolution
▪ Unfriendly amendment: a change proposed to a draft resolution that was not accepted by the
sponsors of the draft resolution (will be voted on by the body)
