CHAPTER 1

INTRODUCTION

1.1 BACKGROUND OF THE STUDY

In every institution, there are people who are tasked with managing and governing the

organization. They will lead in decision-making, creating policies to solve issues in the

organization, and making activities and events that would benefit its people. But before they

became in that position, they were first elected and voted for by the people. Voting is an activity

in every organization where a number of candidates are being endorsed in different positions to be

the leaders that would govern the organization. These candidates are being voted for and entrusted

by the people for the management of the institution. If they get the highest number of votes, they

will stand in their position and govern its people for the betterment of the institution.

In these modern times, where rapid advancements in technology arise, electronic voting

systems are the way to an efficient and secure election. It quickens the process as this is being held

online without the use of physical ballots, as these are already in the system. A web-based voting

system is a program that allows voters to cast their votes electronically with the use of various

devices. It is a program that will tally the votes quickly and show the results immediately.

This program will help in conducting elections in different institutions, specifically in schools

that have many voters to cater to and don’t have much time to organize a voting election because

of classes. It will help in organizing and creating electronic ballots for the voters to choose their

desired candidates. It induces security and transparency in the votes being stored in the system.

Moreover, it efficiently conducts voting elections without the need for many facilitators, as this

can be managed with only a few people. In addition, this program will help in the tallying and
counting of the number of votes from every candidate and will automatically show the results

accurately, which will reduce the need for many facilitators to count the number of votes.

1.2 COMPANY PROFILE

1.2.1 BACKGROUND OF THE COMPANY

Sulivan National High School is a barangay high school located at Brgy. Sulivan, Baliwag,

Bulacan. It was first established in 1994 after the land where it is located was given by the former

captains of the barangay, Capt. Basallo and Capt. Torebio. It was then a former annex of Mariano

Ponce High School and started with 120 students, which were brought from the said school. The

teachers who started to teach in the school were the head teachers, who came from Mariano Ponce

High School.

Around the year 1994, new teachers named Mari Dupahati, Carlito Dela Cruz, and Sir

Castro came and started the school until it got to where it is now. Every year, as new teachers join

the school, the number of students who want to study there grows. Now, the school has already

had 1,486 students enrolled in senior high school and high school, with 43 teachers, 5 non-teaching

personnel, and 12 senior high school teachers. The school is currently being led by Principal II,

Mr. Edelberto C. Ramos.

1.2.2 VISION AND MISSION

“We dream of Filipinos who passionately love their country in whose competencies and

values enabled them to realize their full potential and contribute meaningfully to building the

nation. We are learners-centered public institution, the Department of Education continuously

improves itself to better serve its stakeholders.”

1.2.3 ORGANIZATIONAL CHART

1.3 CURRENT SYSTEM

Sulivan National High School is currently using actual voting, also known as manual voting,

in conducting elections for the Supreme Student Government (SSG) officers and for different club

officers that the school has. In conducting voting elections, there are facilitators that will prepare

and handle this event. It depends on the organization of who the facilitators will be. Like in

Supreme Student Government (SSG) officers’ elections, the facilitator in the voting process is the

SSG adviser. While in different clubs, the officers of SSG will be the ones facilitating the voting

election.

Before the day of voting, the facilitators of the organization will prepare ballots that contain

the names of the candidates and their positions. This will be the medium to acquire votes from the

students. The students will just choose the candidates on the paper ballot that they desire and have
entrusted to manage the school. They will choose who among them will passionately serve their

time in governing the school and share their innovative ideas for creating policies and activities

that will solve the issues occurring in the school and that would also benefit the students and

teachers.

The current system they use would also schedule a time to conduct this event, especially for

electing the Supreme Student Government (SSG) officers, which need to cater to every student.

They would schedule a specific time for every grade level and every section to accommodate all

the students and to avoid disorganization and chaos among students. At the time of voting, the

facilitators will give out the ballots and watch and guide the students in the voting process. After

the voting, the facilitators will gather all the ballots and tally the votes for every candidate.

Afterwards, they will manually count all the votes cast for every candidate. Later that time, the

results will come out, and the newly elected officers will be announced.

CHAPTER 2

PREDICAMENT OBSERVED IN THE CURRENT SYSTEM

According to Mrs. Illuminada Buenaventura, the guidance counselor that the researchers

have interviewed about the school, they have experienced various difficulties in conducting

elections with the current system they are using. These are the predicaments they have experienced

while using the current system:

Preparation of Ballots - The facilitators of the elections will spend a lot of time creating and

printing the ballots where the votes will be cast, which costs a lot of time and money for the printing

of ballots.
Manual Tallying and Counting – After the voting, the facilitators will manually tally the votes

and count all the votes for every candidate, which is a time-consuming task.

Disruption of Classes - During the day of voting, classes are halted for a while, which disrupts

the on-going classes to cater to all the students for the voting elections.

CHAPTER 3

RECOMMENDED TECHNOLOGY SOLUTION

3.1 SYSTEM TO INTEGRATE

The system that the researchers will be developing for Sulivan National High School is a

web-based voting system. This system will manage and help the voting process in the school with

ease without the need to create a physical ballot and the costs of printing them one by one, as this

will allow facilitators to create an electronic ballot where the votes can be cast. It enables the

storage of votes from every voter for the tallying of votes and documentation. It will also help in

the counting of the total number of votes gathered for every candidate and will automatically show

the results of the voting election.

The system that the researchers will develop will ensure the security and confidentiality of the

votes from every voter who participated in the voting process. It will be able to document all the

results of every voting election in the school for future purposes and for transparency. In addition,

the system can be accessible to any type of mobile or web user, making it easily used by voters

and facilitators.
