우 리 나 라 의 철 도 는 지 난 50 년 간 질 적 인 성 장 이 없 던 것 은 아 니 지 만 , 양 을 중 심 으 로
성 장 하 였 습 니 다 . 그 결 과 철 도 연 장 은 약 3000km 에 서 2020 년 4000km 까 지 늘 어 났 고 ,
세계에서 다섯 번째로 고속철도를 보유한 나라가 되어 전국을 반나절 생활권으로
이어주고있습니다.
그러나 한국의 철도는 아직도 이용객의 입장에서 불편한 점이 많고, 개선할 문제이 많이 있다는
점은 부정할 수 없습니다.
1. 철도에 대한 투자 부족.
뒤에서 나올 여러 가지 문제점을 한마디로 종합하자면 철도망 구축에 대한 투자 부족이
많았다는 점입니다 . 우리나라는 70 년~90 년까지는 그래프를 보면 알 수 있다시피 도로
투자액의 성장 대비 큰 발전을 이룩하지 못하였습니다 . 그러다가 90~00 년 사이 큰 발전을
이룩하였지만 현재까지 큰 변화를 이루지는 못하고 있습니다 . 오른쪽의 수송분담률이란 전체
물동량에서 해당 수단이 얼마나 많은 물동량을 수송하는지 나타내는 비율인데 , 이것이 철도와
도로가 1:3 비율로 상승하였음에도 투자액의 비율은 크게 늘고 있지 않고 , 이것은 시설
부족으로 이어졌습니다. 이로 인해 운행 횟수나 시각 등에서 원활성을 보장하지 못하는 경우가
존재하였고, 결국 2000~2030 년에 이르는 다소 늦은 철도망 구축 계획을 수립하게 되었고 ,
실제 이용이 가능하기까지는 2040 년쯤이기에 물류에서의 발전이 더딜 것으로 전망되는
문제를 가져왔습니다.
2.선로용량 부족
철도는 도로교통과 다르게 철저하게 계획에 의거하여 구동되는 거대한 시스템입니다 . 따라서
운행에 있어서도 일정한 용량을 정하여 계획을 수립하게 됩니다 .이때 고려하는 것이
선료용량인데, 선로용량이란 1 일동안 일정한 구간에 운전 가능한 최대 열차횟수이며 , 이는
보통 편도로 계산합니다 . 이 용량의 종류에는 한계용량과 실용용량 , 경제용량이 있는데
한계용량은 선로에 물리적으로 열차를 얼마나 넣을 수 있는지에 관한 용량이며 , 보통 사용하는
것은 보수시간등을 고려하였으나 열차운전의 원활도는 따지지 않은 실용용량입니다.
3.광역철도 공급 부족
광역철도라 함은, 광역권(주로 수도권)에서 여러 도시들을 잇는, 통근 목적을 겸하고 있는
철도입니다. 우리가 생각하기에 도시철도와 광역철도는 이용하는 데 다를 바가 없습니다. 다만
차이점은, 광역철도는 거점과 거점을 빠르게 이어주는 것이 원래 목적이고 , 도시철도는 도시
내부의 수송을 도맡아 하는 것이 목적입니다.
Korea grew rapidly in the 1970s with unprecedented economic growth in the world, and in
the 1990s, it achieved the results of joining the OECD. With this growth, urbanization has
progressed rapidly and the proportion of cities has increased. As a result, urban
transportation problems began to increase, and Railways have solved this problem. The
construction of urban railways has made mass transport possible, and traffic problems have
been gradually eased.
The nation's railways have grown around quantity, although they have not had qualitative
growth over the past 50 years. As a result, the railway extension has increased from about
3,000 kilometers to 4,000 kilometers in 2020, making it the fifth-largest country in the world
to have high-speed railways and connecting the country to a half-day living area.
However, it cannot be denied that there are still many inconveniences for Korean railways
and many problems to be improved from the perspective of users.
Importantly, most inter-regional railway lines in our country use a branch-like approach from
Seoul to the metropolitan area and from the middle stop. This is an efficient way to reduce
unnecessary construction costs, but the problem is that it is difficult to respond when the
number of trains increases in the future because it shares tracks. Therefore, when adopting
this approach, it is important to design the train operation by carefully considering the track
capacity of the common section.
However, there are currently three sections that operate close to the maximum track
capacity, Pyeongtaek-Osong on the Gyeongbu high-spped Line, Seoul-Geumcheon-gu
Office on the Gyeongbu Line, and Cheongnyangni-Mangwoo on the Jungang Line.
The Cheongnyangni-Mangwoo section’s track capacity is small, and there are 33 high-speed
trains, 28 general trains, and 87 metropolitan trains that run because it is a key point
extending to Gangneung/Yeongju/Jecheon/East Sea. The problem with this is the delay of
the subway that we usually take. This section contains 163 trains of different classes on one
side of the track, and if there is a delay, you will need to send a higher class train first. In
the end, the subway has no choice but to wait endlessly for the rest of the trains to pass,
which causes inconvenience to many passengers. It's like abandoning the best advantage of
rail transportation, punctuality.
The Gyeongbu Express Line Pyeongtaek-Osong is full of KTX and SRT, and about 10 high-
speed trains pass by per hour. It's like one car passing by every five minutes. This is where
the saturation will increase if the number of KTX departing from Incheon and KTX departing
from Suwon increases in the future. Furthermore, the current SRT operates only on the
Gyeongbu/Honam Line, and if the operation is expanded to the Jeolla Line passing through
Iksan, the saturation will rise unimaginably and disrupt train operation. In the end, it's a big
hit by budget shortages and short-sighted construction plans.
For example, between the JOONGANG line (Yongsan-gipyeong), nearly 40% of passengers
travel between 0 tp 15 km.The length of the Jungang Line in the cities where the Jungang
Line passes is about 20.4km in Seoul, 3km in Guri, 20.3km in Namyangju, and 32km in
Yangpyeong. As a result, 15km can be seen as a movement inside the city or to a
neighboring city, but one car arrives in 15-20 minutes on the Seoul section, which is
supported by demand, so the supply is insufficient.
So far, we have looked at the quality problems of Korean railways from a passenger's point
of view. In particular, the problem of track saturation and lack of supply in Korea is, and I
think the root cause of this is the lack of the national investment budget. This led me to
think that the budget invested in national infrastructure should be appropriate to improve
