BARANGAY ORDINANCE NO. 2024-01

ANTI-STRAY DOG ORDINANCE OF BARANGAY ADLAWAN, VALENCIA, BOHOL AND

IMPOSING PENALTIES FOR VIOLATORS.

BE IT ORDAINED by the Sangguniang Barangay of Adlawan, Valencia, Bohol in session

assembled that:

SECTION 1. Title. This ordinance shall be known anti-stray dogs of barangay Adlawan,
Valencia, Bohol and imposing penalties for violators.

SECTION 2. Rationale. The Barangay Council is committed to protect the health and well-
being of its residents, while at the same time ensure the responsible pet ownership should be
practiced by every owner/possessor of a pet dog considering dog as a domestic pet animal is
“man’s best friend” since dawn of history – thus, it needs to be prevented in causing harm to
mankind’s life.

SECTION 3. Definition of Terms. For purposes of this Ordinance the following

terminologies shall mean to, wit;

a. Dog- an animal belonging to the species “Canis Familiarias” of the carnivore or

flesh-eating animals.
b. Owner/possessor- any person keeping, harbouring or having control or in charge of
the animal. The occupant of any premises where a dog can be found shall be deemed
to be the owner/possessor of such animal unless the contrary is proven.
c. Stray dogs- refers to any dog leaving its owner’s place or premises and no longer
under the effective control of the owner.

SECTION 4. Prohibitory Act.

a. Wandering around- it shall be unlawful for every owner/custodian of dogs in

Barangay Adlawan to let or allow or by his or her negligence, allows his dog to stay
and wander outside any enclosed residence or fence.
b. Unfenced residence- it shall be unlawful for owners/custodians of dogs not to tie
his/her dogs of any rope or its equivalent materials sufficient to control the
movement or behavior of dogs.

SECTION 5. Liability of Dog Owner/s

a. Dog owners or any person or entity of dog/s shall be civilly liable for any injury or
damage that the dog may cause to another person, after having been lost or escaped
from leash, shelter or property yard.
 b. Any person who has seen such loose dogs with the knowledge who the owner is,
could report to the Punong Barangay or any barangay officials.
c. It is the dog owner’s responsibility to provide the dog with proper care, adequate
food and clean water and clean shelter.
d. Report within 24 hours any incidents of dog bite to the officials for further
investigation or inspection or any appropriate action. And bring the dog to the
private or government veterinarian for observation.

SECTION 6. Penalties. The following are penalties under this Ordinance.

First Offense- Call the attention of the owner and give him/her warning.
Second Offense- Five Hundred Pesos (P 500.00)
Third and Subsequent Offenses- One thousand Pesos (P 1,000.00)

SECTION 7. Administrative Provision. Barangay Tanod and Barangay Treasurer are tasked
to implement the provision of this ordinance especially in the collection of penalty thereof.

SECTION 8. Repealing and Saving Clauses.

All ordinances, rules and regulations inconsistent to the provision of this ordinance
are hereby repealed or modified accordingly.

If for any reason/s provisions or portion of this ordinance is declared invalid or

unconstitutional by any competent government authority, provisions or portions unaffected
thereof shall remain in full force or effect.
