Keep up with the times

Pres. Ferdinand Marcos Jr. and the Land Transportation Office’s (LTO) decision to stick to the Dec.
31 deadline for consolidation are commendable. It’s about time that the public utility modernization
vehicle program (PUVMP) actually moves. When the modernization program has been postponed
several times despite it being launched in 2017 by the previous administration, it is nice that the
current admin sticks to the plan, allowing the country to keep up with the global standard.

Transportation Secretary, Jaime Bautista reiterated that the program is needed. The PUVMP, he
says, will make convenient, accessible, safe, secure, and available stronger in the transport sector
and create more jobs. He also says that it will ultimately end up making jeepney drivers to earn more
money.

Consolidation: beneficial

According to the LTO, those who do not comply with the Dec. 31 deadline and not consolidate will
lose their license by Jan. 1 2024.

A 2018 study of University of Auckland and University of the Philippines showed that a benefit of
consolidation is that drivers and operators increase their earnings. Their monthly income now goes
to P23,000 a month, an increase of P7,000 to P13,000. From their old jeepneys pay of ₱10,000 to
₱13,000. This can only be possible through consolidation.

The postponement of the PUVMP had only given commuters more suffering and worsened the
already bad air pollution caused by the old engines of traditional jeepneys. The government’s firm
stand on the program is laudable.

Noisy opposition

Still, there is the minority. Groups like Manibela and Piston, disagrees with the PUVMP. They have
clarified, although that they are not against modernization, rather its burden to jeepney owners.
There are ways, surely, to address these concerns.

The cards are stacked against the opposition. The modernization was long overdue and
consolidation is only the first step. The times are changing. For the minority: adapt or perish.

Umayon sa panahon

Sinabi ni Pres. Ferdinand Marcos Jr. at ng Land Transportation Office (LTO) na mananatili ang
deadline ng Disyembre 31 para sa konsolidasyon o nang pagbuo ng samahan o korporasyon. Oras
na talagang kumilos ang public utility modernization vehicle program (PUVMP). Ilang beses nang
ipinagpaliban ang modernization program sa kabila ng paglunsad nito noong 2017 ng nakaraang
administrasyon. Maganda na ang kasalukuyang liderato ay nananatili sa plano, na nagpapahintulot
sa bansa na makasabay sa mundo.

Paulit-ulit na iginiit ni Transportation Secretary Jaime Bautista na kailangan ang programa. Ang
PUVMP, aniya, ay gagawing mas maginhawa, madaling mapuntahan, ligtas, secure, magagamit sa
sektor ng transportasyon at lilikha ng mas maraming trabaho. Sinabi rin niya na sa huli, ang mga
jeepney driver ay kikita ng mas maraming pera.

Konsolidasyon, benepisyal

Ayon sa LTO, mawawalan ng lisensya ang mga hindi sumunod sa deadline sa Disyembre 31 at hindi
mag-consolidate sa Enero 1 2024.

Ayon sa pag-aaral noong 2018 ng University of Auckland at University of the Philippines ay

nagpakita na ang benepisyo ng konsolidasyon ay ang pagtaas ng kita ng mga driver at operator. Ang
kanilang buwanang kita ay umaabot na sa P23,000 bawat buwan, isang pagtaas ng P7,000
hanggang P13,000. Mula sa kanilang mga lumang jeepney na nagbibigay ng ₱10,000 hanggang
₱13,000. Ito ay posible lamang sa pamamagitan ng konsolidasyon.

Ang pagpapaliban ng PUVMP ay nagdulot lamang ng higit na paghihirap sa mga komyuter at

nagpapalala sa dati nang masamang polusyon sa hangin na dulot ng mga lumang makina ng mga
tradisyunal na jeepney. Kapuri-puri ang matatag na paninindigan ng gobyerno sa programa.

Maingay na oposisyon

Gayunpaman, mayroong minorya. Ang mga grupo tulad ng Manibela at Piston ay hindi sumasang-
ayon sa PUVMP. Nilinaw nila, bagama't hindi sila tutol sa modernisasyon, bagkus ay pabigat ito sa
mga may-ari ng jeepney. May mga paraan, tiyak, upang matugunan ang mga alalahaning ito.

Mabigat ang kalaban ng oposisyon. Ang modernisasyon ay matagal na dapat natapos. At ang
konsolidasyon ang unang hakbang tungo dito. Ang panahon ay nagbabago. Para sa minorya:
umangkop o maghirap.
