Umumiy o‘rta ta’lim muassasasining sinf rahbarlari faoliyatini tashkil etish to‘g‘risida
NIZOM
1-bob. Umumiy qoidalar
1. Mazkur nizom umumiy o‘rta ta’lim muassasalari sinf rahbarlarining (keyingi o‘rinlarda
sinf rahbarlari deb yuritiladi) asosiy vazifalari, funksiyalari, huquqlari va majburiyatlarini hamda
faoliyatini tashkil etish tartibini belgilaydi.
2. Sinf rahbarlari o‘z faoliyatini 0‘zbekiston Respublikasining Konstitutsiyasi va qonunlariga,
0‘zbekiston Respublikasi Oliy Majlisi Senati va Qonunchilik palatasi qarorlariga, 0‘zbekiston
Respublikasi Prezidentining hujjatlariga, Vazirlar Mahkamasining qarorlari va farmoyishlariga,
0‘zbekiston Respublikasi Xalq ta’limi vazirining buyruqlariga, mazkur nizomga va boshqa
normativ-huquqiy hujjatlarga muvofiq amalga oshiradi.

o‘quvchining o'ziga xos xususiyatlariga qarab yondashishni yo‘lga qo'yish;
ertalabki saflanishlarda sinf o‘quvchilarining belgilangan tartibda to‘liq ishtirok etishlarini
la’minlash;
biriktirilgan sinf xonasidagi mavjud jihozlarning saqlanishini va ulardan samarali foydalanishni
ta’minlash;
sinf rahbarlari o‘z faoliyatini o'quvchilarning yosh xususiyatlari, umumiy rivojlanish darajasi va
qobiliyatlarini hisobga olgan holda, keng qamrovli tarbiyaviy ishlar va aniq mezonlar asosida
tashkil etadi.
Jumladan:
a) Vatanparvarlik ruhida tarbiyalash yo'nalishida:
o'quvchilarni Vatani va xalqiga sadoqat, fidoyilik, Davlat ramzlariga hurmat ruhida tarbiyalash:
o‘quvchilar ongiga buyuk ajdodlarimiz merosi va xalqimizning bugungi bunyodkorlik ishlariga
yuksak ehtirom tuyg‘ularini singdirish, yurtimizdagi bunyodkorlik ishlari. inshootlar va ma’rifat
maskanlari bilan ularni tanishtirib borish;
sinfda o'quvchilarni milliy va umuminsoniy qadriyatlar ruhida tarbiyalash muhitini yaratish,
tarbiya jarayoniga boy madaniy merosimiz, milliy odob-axloq me’yorlarini tadbiq etish, mehnatga
ijodiy munosabatni tarbiyalash;
o’quvchilarni mustaqil hayotga tayyorlash, ularni jamiyatda o'z o'rnini topa oladigan shaxs sifatida
shaklianishlari uchun zarur ko'nikmalarni rivojlantirish;
o'quvchilarni o'zbek va boshqa xalqlarning madaniy, tarixiy, milliy an'analariga hurmat ruhida
tarbiyalash;
b) ota-onalar va mahalla bilan hamkorlik yo'nalishida:
barkamol avlodni tarbiyalashda “Oila — mahalla - ta’lim muassasasi" hamkorligi Jamoat
kengashi faoliyatini keng tadbiq etish, aniq belgilangan reja asosida sinf ota-onalar majlislarini
o‘tkazib borish;
o'quvchilarni ijtimoiy himoya qilish bo‘yicha aniq chora-tadbirlar belgilash, jumladan, kam
ta’minlangan oilalar farzandlari, ijtimoiy himoyaga muhtoj, ota-ona qaramog'idan mahrum
bo'lgan, ota-ona qarovisiz qolgan, vasiylik va homiylikka berilgan voyaga yetmaganlaming
ijtimoiy huquqlarini himoyalash;
o'quvchilarning ta'lim muassasasiga belgilangan maktab formasida kelishlarini nazorat qilish;
o'quvchilar kundalik daftarlarining yuritilishini nazorat va tahlil qilish, o'quv qurollarining
mavjudligi va to'g'ri tartibli saqlashlarini kuzatib borish, natijalarini ota- onalar bilan muhokama
qilish;
o'quvchilarning turli salbiy diniy oqimlar ta’siriga tushib qolishining oldini olish, ularda bu borada
immunitet shakllanishi uchun targ'ibot ishlarini olib borish;
ota-onalar bilan hamkorlikda ota-onalar majlislari, davra suhbatlari, muloqotlar uyushtirish,
0‘tkazgan tarbiyaviy ishlari yuzasidan pedagogik kengashlarda hisobot berish:
darslarga surunkali va muntazam kelmaydigan, tarbiyasi og'ir o'quvchilar bilan ishlashda ulaming
ota-onalari, fuqarolarning o‘zini o‘zi boshqarish va huquq-tartibot organlari bilan hamkorlik qilish,
natijalari bo‘yicha direktor huzuridagi yig'ilishlarga ma'lumot kiritib borish;
o'quvchilarni ota-onalar va kattalarga hurmat, kichiklarga izzat ruhida tarbiyalash, ularga
kamtarlik, saxiylik va saxovatparvarlik, insonlarga yordam berish, mehribonlik, mehnatsevarlik

xislatlarini singdirib borish.
v) o'quvchilarning bo'sh vaqtlarini mazmunli tashkil etish, maktabdan va sinfdan
tashqari faoliyatga jalb etish yo'nalishida:
o'quvchilarning qiziqishi, imkoniyati va qobiliyatlariga qarab fan to‘garaklari, sport seksiyalari,
badiiy-estetik, texnik, ekologik, sayyohlik va o‘Ikashunoslik yo‘nalishidagi to‘garaklarga,
klublarga jalb qilish;
qobiliyatli va iste’dodli o'quvchilarni rag'batlantirish, ulaming ijodiy imkoniyatlarini
rivojlantirishga ko'maklashish;
milliy madaniyatning asosi bo'lgan musiqa va qo'shiq, kino, adabiyot, xalq og'zaki ijodi, teatr,
naqqoshlik va me’morchilik kabi xalq amaliy san’ati turlari vositasida o'quvchilar dunyoqarashini
kengaytirish maqsadida ularni madaniyat maskanlariga ota- onalar bilan hamkorlikda jalb etish;
o'quvchilarni yozgi sog'lomlashtirish oromgohlarida dam olishini tashkil etish, kuzgi, qishki va
bahorgi ta’til kunlarini mazmunli o'tkazishi uchun ota-onalar bilan hamkorlikda sharoit yaratish;
turli (bayramlar, ko'rik-tanlov, sport musobaqalari, uchrashuvlar, kechalar va boshqalar)
ma’naviy-ma’rifiy tadbirlarda sinf o'quvchilarining faol ishtirokini ta’minlash;
g) o'quvchilarning o'zini o'zi boshqarish tizimini takomillashtirish yo'nalishida:
sinf jamoasi bilan birgalikda sinf faollarini saylash va sinf ishlarini rejalashtirish, o'quvchilar
davomatini muntazam kuzatib borish va tahlil qilish;
sinf o'quvchilarining ehtiyoj va qiziqishlarini har tomonlama o'rganish, ularni ahil jamoaga
jipslashtirish va tashabbuskor o'quvchilarni qo'llab-quvvatlash;
har bir o'quvchining o'zi uchun kun tartibini tuzishlarini tashkil etish va uning bajarilishini ota-
onalar hamkorligida nazorat qilish;
o'quvchilarning huquqiy savodxonligini oshirish, har bir fuqaro, shaxs va muassasalar tomonidan
bajarilishi shart bo'lgan qonun hujjatlari, ijtimoiy-iqtisodiy va siyosiy hayotda ro'y berayotgan
o'zgarishlar haqida tushunchalar berib borish, qonunga hurmat hissini shakllantirish;
d) pedagogik jamoa bilan birgalikda:
sinf o'quvchilarning ta’lim muassasasi (ustavida belgilangan) ichki tartib qoidalarini bajarishlarini
ta’minlash;
sinf jurnali va faoliyatiga doir boshqa hujjatlarning to’g'ri yuritilishini ta’minlash; o'quvchilar
o'zlashtirishini yuqori darajaga ko'tarish, tartib-intizomni mustahkamlash maqsadida sinf
majlislarini o'tkazib borish;
o'qishda yutuqlarga erishgan, umumiy foydali mehnatda, maktab hayoti va jamoatchilik ishlarida
faol o'quvchilarni taqdirlash, ulaming ota-onasiga tashakkumoma, minnatdorchilik xatlari
yuborish bo'yicha taklif berish;
sog‘Iom turmush tarzi, oilaviy hayot gigienasi hamda jismoniy tarbiya, zararli odatlardan
saqlanish kabi masaialarga e’tibor berish;
o'quvchilarning past o'zlashtirish sabablarini aniqlash, bartaraf etish bo'yicha tegishli fan
o'qituvchilari, yoshlar yetakchisi va maktab psixologi bilan birgalikda yordam berish;
ta'lim muassasasi tibbiyot xodimlari, o'qituvchilari, psixolog va ota-onalar bilan hamkorlikda
o'quvchilarning sog'lig'ini muhofaza qilish, ma’naviy-ma’rifiy, jismoniy va aqliy jihatdan
rivojlanishini nazorat qilish;
o'quvchilarning ta’lim muassasasida texnika xavfsizligi, ularni muhofaza qilish, sanitariya-gigiena

qoidalari va me’yorlari talablariga rioya qilishini ta’minlash;
kasbiy malakasini oshirib borish, yo'nalishi bo'yicha turli seminarlarda ishtirok
etish:
Sinf rahbarlari qonun hujjatlariga muvofiq boshqa funksiyalarni ham amalga oshirishi mumkin.
5. Sinf rahbarlari zimmasiga mazkur nizom va boshqa qonun hujjatlarida nazarda tutilmagan
vazifalarni yuklash, ularni ish vaqtidan tashqari, faoliyatiga oid bo'lmagan yig'ilishlarga va boshqa
tadbirlarga jalb etishga yo'l qo'yilmaydi.
6. Ta’lim muassasasidan tashqarida darsdan keyingi paytdagi o'quvchilarning xatti- harakatlari
uchun amaldagi qonunchilik hujjatlariga muvofiq ularning ota-onalari javobgar hisoblanadi.
Bunday holatlarda sinf rahbarlariga nisbatan intizomiy jazo choralari qo'llanilmaydi.
Mazkur nizom talablari buzilishida aybdor bo'lgan shaxslar qonun hujjatlarida belgilangan
tartibda javobgar bo'ladi.

Maqsad: inson ongida tabiatga bo’lgan axloqiy munosabatlarni shakllantirishda, tabiiy
resurslar holati uchun shaxsan javobgarlik tuyg`usini va odamlar bilan o’zaro ta’sirini
tarbiyalash.
8. Estetik tarbiya
Maqsad: axloqiy-ma’naviy qadriyatlarni badiiy madaniyat orqali, jahon xalqlarining madaniy
qadriyatlari orqali, insonparvarlik orqali shakllantirish, insonning yangi - undan ham
yuqori darajadagi o’zini anglash sa’nati, konseptual fikrlash qobiliyatini, hayotni to’la ravishda
ko’ra oladigan, o’zining ijodiy faoliyatidagi qadriyatlarni gavdalantirish, jamoa bilan birga
bo’lishni, muloqot chog’ida o’zini tuta bilishni shakllantirish odamlar zamonaviy rivojlanish
bosqichida asosiy masala hisoblanadi.
9. Jismoniy tarbiya, sog’lom himoya muhitini va sog’lom hayot tarzini shakllantirish
Maqsad: sog’lom hayot tarzini, shaxsiy sifatlarni shakllantirish, yosh insonga shaxsiy
faoliyati uchun kerakli bo’lgan psixologik turg’unlikni shakllantirish; ma’rifiy ishlarni
tushuntirish jarayonida sog’lom hayot tarzini, inson organizmi haqida tushuncha beradigan, uning
ishlash
xususiyatlari,jismoniy uyg’unligi,insonning psixologik va ruhiy holatini hamda
tarbiyalanuvchilarni turli xil sport mashg’ulotlariga jalb qilishni shakllantirish.
10. Mehnat va iqtisodiy tarbiya
Maqsad: O`quvchilarda, o’sib kelayotgan yosh avlodda o’z-o’ziga xizmat korsatish malakasini,
vijdonan javobgarlikni his qilgan holda va turli xil mehnat faoliyatiga moddiy tomondan
yondashgan holda jamoa bilan ishlash mahoratini shakllantirish; insonning mustaqil, faol va
javobgarlikni his qilgan holda harakat qilishini, kerakli resurslarni safarbar qilishini, o’zining
xatti- harakatini baholashni va uning natijasini tushuna bilishni shakllantirish, yoshlarda
mehnatga bo’lgan layoqatni birinchi hayotiy zaruriyat sifatida yuksak qadriyat va hayotdagi
asosiy muvaffaqiyatlarga yetishishni shakllantirish.
11. Kasbiy tarbiya
Maqsad: o’quvchilarning kasb tanlashi va hayotda faol o’ringa ega bo’lishi uchun yordam
berish.
