EASA Part-21 does not contain provision to delegate

actions to individuals.

Approvals delivered to any organisation,

regardless of its geographical location

Why a DOA?

WHY a DOA? (2/8)

 To establish a "qualified network"

for the various activities related to the
compliance demonstration with the
requirements applicable to the product
to be certified
 To enable EASA to accept statements
from DOA holders, that the regulations
have been complied with.

WHY a DOA? (3/8) Establish a Qualified network...
A DOA holder has an organisation with:
• Appropriate management,
• Clear allocation of responsibilities,
• Workable Procedures,
• Resources sufficient and qualified,
for the accomplishment of the activities defined in the scope of
DOA
And a DOA holder has a system that:
• Monitors the performance of the organisation
• Ensures that the need for effective corrective action is
identified and secured.

WHY a DOA? (7/8)

The DOA brings the confidence that the design of a

product complies with the applicable requirements
based on:

“Certification of the Organisation”

AND

“Certification of the design of the product”

WHY a DOA? (8/8)

DOA is a tool for

Aviation Authorities

and for

the Industry

to use so that they can deploy their

resources

in the most

effective and economic manner.

WHAT is a DOA? (8/8) Responsibilities

• To maintain the DOM up to date (organisation, procedures, signatories)

• To use DOM as a basic working document
• To determine that design complies with applicable
requirements
• To submit statements of compliance

WHEN a DOA ?

Mandatory for organisations that

have to undertake:

• Type Certification (or restricted)

• Supplemental Type Certification
• Other formal processes to get
approval of design by EASA

Conclusion

 DOA is contributing to safety of design

 DOA is an approval of a “design organisation”
 DOA allows establishment of a qualified network
 DOA “sets the scene” for product certification related activities
 DOA moves from individual certification task review to design assurance
system review
 DOA is the right people at the right place with the right means
 DOA enables the EASA to accept statements of compliance
 DOA is a tool for Aviation Authorities and for the Industry to deploy their
resources in the most effective and economic manner
 DOA is managed at Airbus as a project
 DOA is used at Airbus as a « management tool » enabling the
establishment of an optimised organisation while securing safe aircraft
design.
