PREPARE BIDDING DOCUMENTS


Bidding documents shall be prepared by the procuring entity following the standard forms
and manuals prescribed by the GPPB and ensure equal access to information and before it
is released, any information regarding the submitted document should be confidential.

INVITATION TO BID
Pre-Procurement Conferece is organized to assess the readiness of the procurement such
as reviewing the relevant documents and confirming the certification of availability of funds.
For competative bidding, all invitation to bid for contracts are advertised by the Procuring
Entity.
Pre-bid Conference is conducted within a reasonable period before deadline for receipt of
bids to allow prospective bidders to prepare for their bids

Documents submitted with the complete requirements shall be made under oath by the
bidder certifying the correctness and authenticity of the document submitted. Prospective
bidders are allowed to submit their requirements electronically. Modifications and withdrawal
of the bid can be done before the deadline for the receipt of bids.

BID EVALUATION
BAC examines the bid before bid evaluation using “pass/fail” to determine if all requirements

in terms of calculated prices.

AWARD THE CONTRACT


Within 15 days of selecting the best bid, the Head of the
Procuring Entity approves or disapproves and issues the Notice
of Award.
The winning bidder signs a contract within 10 days.
If higher authority approval is required, they have 20 days to
decide.
Government-owned corporations have 30 days to act.
The Notice to Proceed is given to the winning bidder within 7
days of contract approval.
All notices count upon the contractor's receipt.
