CHAPTER I. BACKGROUND

A. Introduction

Loon North Central Elementary School is situated in Catagbacan Sur and Ubayon, in the
municipality of Loon, province of Bohol, Philippines. Learners from this school are coming from
the barangays of Catagbacan Sur, Ubayon , Canhangdon Oriental, Canhangdon Occidental and
Cansuaguit. The school is situated in a high risk area since it is along the national highway and
part of it is near sloping areas, which caused the school to be prone to flooding.

Loon North Central Elementary School, has a total population of 334 learners including
the Special Education Program learners and to exclude the learners from ALS ( Alternative
Learning System). It is headed by a school principal and has a teaching force of fifteen ( 15)
teachers.

The municipality of Loon is a 2nd income class municipality located in the island of Bohol
in Central Visayas region. The education sector in this municipality is divided into two: Loon
North and South districts. Loon North District, headed by Maria Mel H. Belano comprises 20
public elementary schools and 5 public secondary schools.
Loon, which is known by its tagline , “Loon Madanihon” , entices tourists of its features like
white beaches and dive resorts.
However, even with the beauty and tourist features of the municipality, it also has
potential risks of the occurrence of earthquakes due to the presence of four major fault lines in
the province that could activate which would cause violent shaking and ground movement
resulting in major damages. On October 15, 2013, Loon was devastated by a 7.2 magnitude
earthquake whose epicenter was 6 km (3.7 mi) south of Sagbayan town. The earthquake, which
also hit southern Cebu, claimed 211 lives altogether and injured 877 people with 8 missing. It
also destroyed or damaged a number of town’s school buildings and one of the oldest and
biggest heritage churches in the Philippines, the Lady of Light Parish.

Republic Act (RA) 10121 otherwise known as the Philippine Disaster Risk Reduction and
Management Act of 2010, mandated all government agencies to institutionalize policies,
structures, coordination mechanisms and programs with continuing budget appropriation on
disaster risk reduction and management (DRRM) from national to local levels. Moreover, RA
9155 or the Governance of Basic Education Act of 2001 vested the Department of Education

(DepEd) with the authority, accountability, and responsibility to ensure access to basic education
which is often disrupted by emergencies and disasters.. ( DepED Order 15 s. 2015)

The DRRM in Education specifically aims to protect learners and education workers from
death, injury, and harm in schools; plan for educational continuity in the face of expected
hazards and threats; safeguard education sector investments; and strengthen risk reduction and
resilience through education. Thus, In order to analyze specific potential events in a state of
uncertainty and establish in advance coordinated ,timely, effective and appropriate response for
different events and situations, a contingency plan must be crafted.

With the mandate of the government as mentioned in RA 10121, the disaster risk
reduction management of the different agencies in the government, particularly the Department
of Education aims to craft a contingency plan. The occurrence of the 7.2 magnitude earthquake
that hit Bohol caused almost 7.4 Billion cost of damages to major infrastructures, houses,
government buildings which includes classrooms and offices, tourism facilities, and properties is
a compelling reason to craft a data based contingency plan to mitigate the impact of this natural
hazard.

CHAPTER II. GOALS AND OBJECTIVES

A. Goal

The goal of the contingency plan is to provide effective, efficient, timely and well-coordinated
response mechanisms in the event of the occurrence of an earthquake in the province of Bohol.
Such mechanisms shall help to protect lives, properties and the environment, and restore the
immediate needs of the affected communities affecting the lives of personnel and learners in the
Department of Education.

B. General Objective(s)

1. To prepare the DepEd Personnel and learners from impacts of the hazards such as an
earthquake
2. To plan interventions / mitigations on the identified hazards in the Division of Bohol.
3. To determine the immediate needs and resources that will meet the needs in the event of
an earthquake
4. To establish coordination na d linkages between and among the Division of Bohol in the
event of an earthquake
5. to respond after the occurrence of disaster and emergency.

CHAPTER IV. ACTIVATION

At the extent of the occurrence of an earthquake, the Division of Bohol DRRM (DvDRRM) team
through the Division Coordinator with the approval of the Schools Division Superintendent shall
conduct a Post Disaster Risk Assessment (PDRA) and Rapid Damage Needs Analysis (RDNA).
Upon determining the damages and needs, the DvDRRM shall then be on a red alert status
depending on the intensity of the earthquake and the extent of its damages and effects. The
DvDRRM team will convene together with the medical teams, physical facilities personnel,
finance personnel, and other key personnel at the Emergency Operation Center (EOC) to
discuss possible response or mitigations to the affected learners, non-teaching and teaching
personnel, and to assess the structural integrity of the school buildings and facilities after the
incident.

At the school level, immediately after the assessments are conducted and the needs are
determined, the Contingency Plan shall be activated and the School DRRM team in accordance
with the procedure of the Incident Command System (ICS) shall operate based on the
contingency plan. Simultaneously, the Emergency Operation Center through the DvDRRM
Coordinator as the Incident Commander shall assess the scenario and then decide whether
classes will be suspended and the provision of support shall then be planned and be given
proper budget for operational needs. Moreover, once there is a need for deployment, the
DvDRRM will augment DRRM teams and medical teams to respond by providing emergency first
aid, psychological first aid, and stress debriefing to the affected learners, teaching and non-
teaching personnel.

Automatically the Rapid Assessment on Damages Report (RADaR) will be activated and the
schools through the respective School DRRM coordinators are expected to submit the data
needed within 72 hours. These data will be used as bases for the central office DRRMS unit in
determining the immediate response needed, budgetary allocations, and technical assistance for
immediate recovery and in the resumption of classes for the continuity of learning. The reporting
shall be monitored by the DvDRRM Coordinator for a smooth and efficient process of data-
gathering and reporting.

Finally as the situation improves, the School DRRM Team shall deactivate the contingency plan
through the approval and direction of the Schools District Supervisor and the Schools Division
Superintendent .

Non-Activation

After the earthquake and as the affected schools, learners, and teaching and non-teaching
personnel are already in the recovery state, the Contingency Plan will form as part of the
continuing plan and shall be integrated in the overall DRRM plan when not in use. This is for the
purpose of prevention and a guide on how to undergo immediate response once there would be
another occurrence of a major earthquake in Bohol without sacrificing the continuity of education
among learners and for the Division of Bohol to provide its quality services to its clients and
stakeholders.
