A RESOLUTION ENDORSING TO THE SANGGUNIANG BAYAN OF CALATAGAN, BATANGAS FOR FINAL

APPROVAL OF THE PROPOSED CALENDAR YEAR 2022 SUPPLEMENTAL ANNUAL INVESTMENT
PROGRAM NO. 2 IN THE AMOUNT OF PESOS: SIX MILLION SEVEN HUNDRED NINETY THREE
THOUSAND FIVE HUNDRED SEVENTY TWO PESOS AND 07/100 ONLY ( Php6,793,572.07 )

WHEREAS, presented to the Municipal Development Council is the CY 2022 Supplemental Annual
Investment Program No. 2 of Calatagan, Batangas;

WHEREAS, the same program embodies the funding of two created plantilla positions under the
Municipal Disaster Risk Reduction and Management Office, particularly two (2) LDRRM Assistant
positions, SG 8;

WHEREAS, the same creation is pursuant to the provisions of DILG-DBM-CSC Joint Memorandum
Circular No. 2014-1 dated April 4, 2014 which states that the Head of the LDRRMO shall have his/her
staff, lower level positions, as appropriate, using series Local DRRM positions;

WHEREAS, the same personnel management initiative is likewise congruent with Section 76 of Republic
Act 7160 which states that every Local Government Unit shall design and implement its own
organizational structure and staffing pattern taking into consideration its requirements and financial
capability, subject to the minimum standards and guidelines prescribed by the Civil Service Commission;

WHEREAS, the local government unit received fund from external sources, particularly its share from
the national wealth for the operation of the Calatagan Solar Farm and from the proceeds from the PCSO;
the fund of which must be disbursed based on the existing rules, regulations and provisions of the
Memorandum of Agreement executed for the purpose;

WHEREAS, the same funds are planned and purposely allocated to priority plans and programs based on
the approved guidelines;

WHEREAS, the same program likewise embodies the programs, projects and activities from the
submitted priority projects of the different barangays; however, some projects emerged to be more
immediate to be implemented in two barangays, particularly Barangays Luya and Encarnacion;

WHEREAS, there are savings from the balances of the 20% Development Fund from the completed
projects under the previous years’ Annual Investment Programs and from programs, projects and
activities not implemented which can be the sources of fund to finance the new identified projects;
these savings come from appropriations for COVID19 operations which can be used due to low-
incidence of cases in the locality and from projects requested to be changed as others become more
urgent to be implemented as per request of the concerned barangays;

WHEREAS, after the careful study of the plan, the members of the Municipal Development Council
unanimously agreed that the same must be endorse to the Sangguniang Bayan for further study and
approval;

NOW, THEREFORE, on motion duly seconded, BE IT RESOLVED AS IT IS HEREBY RESOLVED by the

members of the Municipal Development Council to endorse the proposed CY 2022 Supplemental Annual
Investment Program (AIP) No. 2 of Calatagan, Batangas to the Sangguniang Bayan for further approval;

RESOLVED FURTHER that copies of this Resolution be sent to concerned offices for information and
appropriate action.
