CIRCULAR

Sub: Proceeding on leave prior approval of the Competent Authority.

It has been observed that some of the officers/staffs of this office are habitually proceeding on
leave without prior sanction of the Competent Authority in violation of the provision of CCS (Leave)
Rules, 1972. The Competent Authority has viewed it seriously and such wilful absence shall be treated as
unauthorized and necessary action as deemed fit shall be taken as per CCS (Conduct Rules)

2) Leave cannot be claimed as a matter of right (Rule 7(1) of CCS (Leave) Rule 1972)

3) The Controlling Officer shall discourage 01 day E.L. when C.L. is available.

4) All the officers/official who are proceeding on tour shall mandatorily apply in OCBIS Portal
before proceeding on tour to avoid administrative issues & settlement of claims. On completion of tour,
officials should return office immediately. If any, exigencies arise out, the officers/officials may not
resume duty in time, they should inform immediately to their controlling officers.

5) In view of this, attention of all officials is invited to the various provisions of the relevant rules,
as indicated in the DOPT OM No. 13026/3/2012-Estt (Leave), dated 28.03.2013 regarding consolidated
instructions relating to action warranted against Government Servants remaining away from duty without
authorization /grant of leave.

6) Accordingly all officials of GSI are advised to obtain prior approval of the Competent Authority
before proceeding on leave without fail, and during any unforeseen emergency situations the employee
should inform to their Reporting officers/leave sanctioning authority and soon after coming back from the
leave seek post facto approval of the Competent Authority.

Sub: Regularization of leaves in respect of Shri Debasis Sengupta,Director(G)(NFSG),GSI.

Ref.: Your letter No.3080/OPEC-II/M&CSD/Vizag/2021/Vol.-V, dated 29/12/2022.

Sir,

With reference to your letter on the subject cited above, the representation of Shri Debasis

Sengupta, Director (G) and proposed to regularize the settlement of his leave vide letter stated above

has been examined in terms of the DOPT Norms as per OM Nos. 14029/5/2019-Estt. (L)(Pt.2), dated

28.07.2020 & 13026/3/2012-Estt. (Leave), dated 28.03.2013 of Rule 25 of CCS(Leave) Rules,1972. The

competent authority has agreed to settle the leave and accorded in principle approval.

An early action in this case may please be initiated.
