GREETINGS:

This is in connection of your Final Disposition in Docket No. CHR-X-2022-0342 dated

December 29, 2023 of the Commission on Human Rights Region 10 issued a Final Investigation
Report in relation to the Alleged Violation of Right to Life in said docketed complaint.
In the complainant of Iniego Tingbngab Obliosca Jr who acted in my BEHALF as
representing my Action as complainant of the shooting incident perpetrated by Police Gabia.
The Final Resolution of the CHR region 10 in your good office is a ONE SIDED no bases for
justification of facts listening only in the side of the police doing Irregular Police Operation in
their job as Police Officer in fact, PNP Internal Affairs Service already INDICTED them in the
offense not justified in the rule law dated September 24, 2022 as attached as ANNEX A;
That the whole shooting incident was covered a Video Coverage from the beginning
until the Victim Bernardino surrendered to the Police troops of Lagonglong Municipal Police
Station Whom Police involved controlled the person who took the Footage but many
concerned Citizens shares to us about the actual happening in the shooting incident
tantamount of OBSTRUCTION OF JUSTICE even they hide it in the CHR Investigators. Hoping
this office will help us for Forensic Digital Examination and reinvestigation of the scene which
was very clear and a lot of witnesses in the Crime Scene was found in the video. The video
Footage is attached in CD as ANNEX B;
We would like to request in your good office to conduct reenactment of the Shooting
incident based on Video Footage doing during the police Operation. The Victim did not attack
the Police but the Police Gabia was the one who attacked my son using long firearm Gahlel
Affidavit of Richard B Roxas is attached as ANNEX C;
We would like to request in your good office to assist in filing Additional Administrative
Case for Misconduct arising from criminal offense of Frustrated Homicide; Neglect of Duty of
Lagonglong Personnel such as PCapt Ral, PCpl Aso and PSSg Ipan for not instituting a Criminal
Complaint against Police Gabia hence under the Principles of Locos Parentes as Police Duty.
As well as the Obstruction of Justice against PSSg Galendez as Investigator of the Case for
derailing and hiding Video Footage covered the Police Operation. That the Police Officers
involved already knows that my son is a mentally ill person in fact he was their former Teacher
in their elementary days. Copy of latest Court order that the Police filed in a hoax complaint is
attached as ANNEX D. Thanks and more power.
