CONTINGENCY PLAN
FLOOD

CHAPTER 1

I. BACK GROUND:

By Law, through Act No. 9920 – An act separating the Lawa National High School – Ticulon Annex in Barangay Ticulon, Malita, Davao Del Sur from the Lawa National
High School, converting it into an independent National High School to be known as Ticulon National High School.

Ticulon National High School is nineteen (19) kilometers away from the Poblacion of Malita, accessible by way of motorcycle. The access and equity in quality education,
however, is not seen as a problem considering the kinder vision of DepED as people-oriented agency trying to do its duties at various circumstances.
The school is situated near Lais River in the south and mountains in other direction. According to DENR-MGB the school location is very high susceptible to flood, more than
2 flood height and/or more than 3 days flooding. Sites inckuding active river banks channels, abandoned river banks and areas along river banks which are immediately flooded
during heavy rains of several hours are prone to flash floods. These may be considered not suitable for permanent habitation but may be developed for alternative uses subject to
the implementation of appropriate mitigation measures after conducting site specific geotechnical studies as deemed necessary by project engineers and LGU building officials.

The population of the Barangay dominantly engaged in farming like planting of crops, growing fruit trees, raising livestock and poultry, or harvesting such farm products.

Currently, the school has Twenty-Nine (29) teachers both in Junior and Senior High School who cater Six Hundred Eleven (611) students, Two (2) non-teaching personnel,
and One (1) Principal.

The rights of all children to education must go hand in hand with their right to safety. This Contingency Plan aims to help safeguard both these rights. It starts from the premise
that all disasters can be mitigated with knowledge and good planning, taking physical and environmental protection measures and developing response preparedness at all levels in
the education system.

CHAPTER 2

“This 2019 Contingency Plan covers Ticulon National High School. It focuses on “Earthquake”.
II. OBJECTIVES:

 To assess the extent of damages to lives, properties and infrastructures through effective monitoring.
 To secure, protect vulnerable facilities/utilities and mitigate all other potential hazards during typhoon that can cause damage to property or loss of lives.
 Provide immediate needs to the affected families, schools and communities.
 Establish a database for damaged equipment and facilities.
 Establish a line of communication with other responsible /concerned agencies.
 Initiate plans to coordinate with other stakeholders in the recovery of school facilities.
 To provide health emergency advice to all evacuated hurt and homeless people.
 Have a constant coordination with stakeholders after the disaster.

CHAPTER 3
III. HAZARDS

 FLOOD
This contigency plan stated FLOOD as priority hazard. Thus, based on the susceptibility map of Mines and Geoscience Bureau XI the area where school situated has a very high
susceptibility to flash flood.
Chapter 4

Identification of vulnerable schools is based on the impacts of disasters to school buildings, particularly classrooms. This impacts focus on the damage on classrooms
according to three categories: totally damaged, partially damaged and minor damaged. The damage according to each category corresponds to a cost for reconstruction and
repair of school facilities. This data also serves as necessary information for the allocation of funds for the construction and repair of buildings and also for the construction of
temporary learning shelter and learning materials for the continuity of learnings.

EFFECTIVITY
This contingency plan for FLOOD shall be effective and upon publication. The plan shall be a “working document” and be subjected to continuous review and enhancement by
the DepEd Technical Working Group based on latest scientific studies about geological hazards, risk assessment findings and innovations in DRRM policies and standards.
