II PROJECT DESCRIPTION
A Rationale/ Coronavirus disease or the so-called COVID-19 has severely affected the global
Background markets. Business industries need to evaluate how to respond the unusual business
period and some have been affected much more than others due to several
quarantine measures enforced by the governments. Micro, Small and Medium
Enterprises (MSMEs) are facing challenges during this time of pandemic on how to
sell their products and render their services. One of the challenges of the MSMEs is
to explore innovative solutions to overcome the increasing and damaging
implications of this unprecedented crisis. Many businesses have stopped their
operations while others chose to continue.

Filipinos are among the heaviest users of the internet and social media, and the
usage of e-commerce platforms increased compared before the pandemic happens.
Likewise, the online purchases have been increased, in which greater adoption of
the e-Commerce has been seen during the pandemic. According to the data from
the Department of Trade and Industry (DTI), e-commerce contributed 3.4%, or
US$12 billion (PHP599 billion), to the country’s GDP in 2020. The DTI also intends
to increase the number of e-commerce businesses from 500,000 in 2020 to 750,000
by 2021 and one million by 2020.

Nowadays, as the new normal became normalized, an increase of newly developed


MSMEs and businesses suddenly boomed especially women entrepreneurs
engaged on businesses such as, online selling, enabling them to gain additional
income, growing their market and sustaining their living. Presence of business
online applications are quickly arise and a smart tool that helps MSMEs easier to
manage the business.

This proposal also incorporates a training designed for various employees and their
representatives, business leaders and managers and entrepreneurs of micro, small
and medium enterprises on pandemic preparedness and response focusing on safe
management measures in the workplace. This program reviews the current situation
of MSMEs. A self-assessment on safe management preparedness and response
will be employed, as currently implemented by MSMEs as they gradually open their
businesses. The 4K Framework on pandemic preparedness and response for
MSMEs is introduced and can be used as a basis for a business continuity plan for
pandemic situations.

Furthermore, as part of the continuing efforts of the Department of Trade & Industry
Leyte Provincial Office thru its Negosyo Centers, it delivers services in coping with
the challenges and disruptions brought by the COVID-19 pandemic especially
MSMEs in the locality. Digital Marketing Training and Safe Management Orientation,
shall be implemented for District IV MSMEs in Leyte. This training in partnership
with Peddlr Philippines, Inc. aimed to help MSMEs access, grow and recognize their
market in this New Normal as well as equipped them for any pandemic situations in
the future. Also, this will identify possible gender related issues among business
owners using online platform in promoting and marketing their products and
services. Hence, the proposal is deemed necessary.

B Objectives
Capacitate fifty (50) local men and women business owners of Ormoc City, Leyte on
1 General how to expand their market through Digital Marketing and introduce Safe
Management principles for doing business in the new normal.
The specific objectives of this project are as follows:
1. To capacitate a total of 50 potentials, new and existing men and women
entrepreneurs of Ormoc City, Leyte on Digital Marketing using online
platform to improve customers’ reach;
2. To educate the participants on the different advantages/benefits for

3. To orient a total of 50 men and women MSMEs of Ormoc City, Leyte on
Safe Management;
4. To identify gender related issues in using online platforms as marketing
medium for their businesses.

III PROJECT IMPLEMENTATION
Component 1 Digital Marketing

This training will be conducted to the Municipality of Ormoc


City, Leyte thru face to face and DTI Leyte Provincial Office
invited Peddlr to discuss on Digital Marketing using online
platforms and educate MSMEs on the advantages and
importance of social media platforms.
Component 2 Introduction on Safe Management
A Project Design
This training will be conducted to the Municipality of Ormoc
City, Leyte thru face to face and will be an introductory on
pandemic preparedness and response focusing on safe
management measures in the workplace of our MSMEs. A self-
assessment will be employed and the 4K Framework in
pandemic preparedness and responses for MSMEs will be
introduced and that can be used as a basis for their Business
Continuity Plan for pandemic situations.

VI MONITORING AND EVALUATION
A Participants will be requested to accomplish the Client Satisfaction Survey. Negosyo Center Business
Counselor District IV on the other hand will have to accomplish the Post Activity Report. These are the
standard evaluation tools of the DTI Leyte after every training. In addition, Negosyo Center Business
Counselors will have to gather the participants’ attendance and monitor the implementation process.
