Orientation on the Formulation of Comprehensive Barangay

Youth Development Plan and Annual Barangay Youth
Investment Program

I. Background and Rationale

Republic Act 10742, otherwise known as Sangguiang Kabataan Reform Act of
2015, provides for the formulation of the Local Youth Development Plan (LYDP), the
Comprehensive Barangay Youth Development Plan (CBYDP), and the preparation of the
Annual Barangay Youth Investment Program (ABYIP) by the concerned SK and local
officials.
The Department of the Interior and Local Government, the Department of
Budget and Management, and the National Youth Commission issued DBM-DILG-NYC
JMC 01-2019 dated January 23, 2019, entitled “Guidelines on the Preparation, Release,
Planning, and Budgeting for the SK Funds.
Item 3.3.1.4 of the cited JMC mandates the NYC to formulate policies and
guidelines in the preparation of the CBYDP and ABYIP which shall be observed by the SK.
The newly elected Sangguiang Kabataan who has not undergone training,
orientation, or seminar on how to formulate the CBYDP and the ABYIP finds it hard to
comply with the law, hence, the Local Youth Development Council headed by the SK
Federated President has initiated an activity that will educate the Newly Elected
Sangguniang Kabataan Officials on the formulation of the CBYDP and the ABYIP.
The activity is in partnership with the LYDC and the Sangguniang Kabataan
Federation- Roseller T. Lim Chapter.

II. OBJECTIVE:
This activity aims the following:

 To orient the Newly Elected Sangguniang Kabataan Officials on their roles in the
preparation of the Comprehensive Barangay Youth Development Plan (CBYDP),
and the preparation of the Annual Barangay Youth Investment Program (ABYIP)
 To guide the SK Officials in the planning and budgeting process.
 III. TARGET PARTICIPANTS:
Expected participants will be Newly Elected SK Officials, the SK Chairperson and
the 7 SK Kagawad.

IV. INCLUSIVE DATE/S AND VENUE:

This activity is set to be conducted on March 4, 2024 at Municipal Gymnasium,
Municipal Hall Compound, Roseller T. Lim, Zamboanga Sibugay.

V. FUNDING REQUIREMENT:
A Registration Fee of Five Hundred Pesos ( Php 500.00) per participant will be
collected to defray the necessary expenses for the activity, with the following
breakdown to wit:
