GSM­R & Railway Pre Sales Engineer

Manning Global, is urgently looking for a GSM­R & Pre Sales Engineer for our client, a
prestigious international Telecommunications company.

Job description:

The ideal applicant must be open to travel internationally extensively from the
commencement date of the project. The candidate will primarily be involved in the pre­sales
phase of projects and your mission will consist in:

● Delivering timely and consistent services offers that meet customer’s requirements at
lowest risk and cost for the company (cost evaluation).
● Ensuring consistency and quality of the overall services offer including all sub­systems
and OEMs (offer documentation).
● Guaranteeing full coverage of the services offer cost wise whilst ensuring its
competitiveness (risks and prices).
● Ensure End to End Services offer from Tender Analysis till contract signature up to Hand
Over to delivery teams.
● Provide competitive intelligence in services pricing and accountable for competitive
Services costs evaluation.
● Ensure consistency of the services offers with the solutions offers (consistent with
customer’s environment and that BSS, NSS, OEM, transmission are consistent).
● Ensure customer buy in.
● Ensure buy in of the offer by the local team (delivery) and the management.
● Ensure close and smooth cooperation with the solutions teams and local services teams.
● Be responsible of exhaustive risks and change tracking.
● Accountable for clean and precise reporting.
● Perform tender analysis from a services standpoint and eventually highlights points
impacting the solution.
● Possibly propose alternative ways of delivering the project in close relationship with local
teams.
● Produce a documented statement of compliance in respect to services offers.
● Follow­up the services tasks and deliverables of the services offer (schedule, list of
deliverables).
● Possibly produce services offer documentation: Project Management proposal, Schedule,
Professional Services proposals, Maintenance and Training offers.
● Produce a high level responsibility matrix that will convey information within the bidding
team and produced detailed responsibility matrix that will be primarily used for contract
negotiations but also as a starting point for the implementation phase.
● Co­ordinate or perform services activities related to the offer with local or regional teams.
● Co­ordinates the project services documentation and costing in order to ensure
compliance with the technical requirements.
● Identify potential risk for the company related to network design decision, partnerships
and sub­contractors.
● Validate the technical contents of services deliverables.
● Interact efficiently with the local team and drive Multi Services activities.
● Interface with the customer.
● Deliver all requested documentation to complete the services offer till defining acceptance
criteria in accordance with the billing plan.
● Answer customer’s questions related to project organisation and delivery during the
pre­sales stage.
● Prepare and defend offers during Technical Hearings.
● Develop new documents requested in special cases but also enrich Huawei Railways
services bidding documentation base.
● Possibly support solutions team members when evaluating 3rd parties services offer.
● Liaise with Supply Chain and Procurement to consolidate offer schedule.
● Ensure a clean and proper hand­over with delivery teams once the contract is won.

Desired Skills, Experience & Qualifications:

● Formal qualification as a telecommunications engineer


● Minimum of 5 years telecommunication industry working background
● Ideally 3 years full­time experience in GSM­R (or at least in GSM or Railways Industry).
● Deep E2E technical understanding of Railways project challenges and relevant railway
operational rules
● Sound knowledge on GSM­R RF planning principles would be a plus.
● Strong team work ability, excellent coordination.
● High level verbal and written English is a must.
● Ability to work across cultural and organizational boundaries and operate successfully in an
intense business environment.
● Availability to cope with extensive travels.
