Foreword
Since independence the Government of Kenya has recognized education as a basic human right and is therefore committed
to the provision of education to all her citizens. Significant resources have been invested towards improving access,
relevance, equity and quality resulting in significant improvement in infrastructure and increased enrolment in all sub-
sectors of education and training. The government realizes that to be internationally competitive and economically viable,
the country requires an education system that will produce citizens who are innovative and are able to engage in lifelong
learning and perform complex tasks.
The education system should also produce individuals capable of problem-solving, making decisions, requiring minimal
supervision, assuming responsibility, and having better reading, quantitative reasoning and expository skills. Sustainable
development demands that every human being acquires the 21st century knowledge, skills, attitudes and values necessary
to shape a sustainable future.
According to vision 2030 emphasis is on raising the quality of teaching Mathematics Science and Technology in schools so
as to develop competencies in literacy and numeracy. This is reflected in the number of programmes designed to address
quality issues, particularly in the area of numeracy in lower primary. This Mathematics pupil's book will in no doubt inform
and guide teaching and learning of Mathematics in lower primary. The design of the book ensures that all Kenyan children
can perform arithmetic operations fluently and accurately by the end of the class year. I thereby urge our partners to
continue supporting the education sector in the implementation of strategies in the National Education Sector Plan to
promote the quality of education.

Preface
The goal of the Ministry of Education, Science and Technology is to provide quality education to all learners irrespective
of their socio-economic status. Reforms have been undertaken to improve the education sector with a view to making
it globally competitive. Research initiatives such as National Assessment Monitoring Learning Achievement (NASMLA)
and Southern and Eastern Africa Consortium for Monitoring Education Quality (SACMEQ) indicate the need for
improved achievement in literacy and numeracy competencies. Recent developments in Kenya have made the need for a
comprehensive quality framework even more urgent. These changes are embodied in the Constitution of Kenya 2010 and
Kenya Vision 2030.
The Kenya Constitution provides for Free and Compulsory Basic Education to all children, while Vision 2030 has an
ultimate goal to transform the country into a globally competitive and prosperous nation by 2030. Among its aspirations
is the provision of high quality education and training to produce a highly skilled labour force and an education system
that is linked to the global market and industry. The Sessional Paper No. 14 of 2012 provides for appropriate pathways
and 100% transition in Basic Education levels without compromising the quality of education.
The Ministry has had an increasing focus on the quality of education in lower primary, particularly in the areas of literacy
and numeracy. The Early Grade Mathematics component of the Kenya Primary Education Development (PRIEDE) Project
is a scale-up of the Primary Mathematics and Reading (PRIMR) which was supported by USAID/Kenya and DFID/Kenya.
Early Grade Mathematics activities will improve numeracy outcomes in Classes 1 and 2.
The programme, which is supported by the Global Partnership for Education, aims to improve teacher capacity for
effective delivery methods of classroom instruction, improve access to appropriate mathematics textbooks and enhance
instructional support and supervision of teachers by Teacher Advisory Centre (TAC) Tutors and head teachers. It will
also strengthen the use of ICT to monitor learning outcomes, governance and accountability in the education.
This pupil’s textbook is to supplement existing instructional materials in the primary schools.
On behalf of the Ministry of Education, Science and Technology, I urge all stakeholders to join hands in ensuring the
implementation of the Kenya GPE PRIEDE programme is successful.
