THE PHILIPPINE CONSTITUTION

The defense of the state is a prime duty of the government and the people, and in fulfillment of
this duty, all citizens may be required by law to render personal military or civil service. It
further states that it is the duty of the citizen to contribute to our country's development in the
attainment and preservation of a just and orderly society.

THE NATIONAL SERVICE TRAINING PROGRAM (NSTP) ACT OF 2001


REPUBLIC ACT 9163 NSTP ACT OF 2001
• Mandates all citizens, both male and female, to fulfill this civic duty.
• Was approved on January 23, 2002
• Signed by former President Gloria Macapagal-Arroyo
• First implemented by the University of the Philippines (UP)
• Promotes patriotism, nationalism, civic consciousness, character development,
leadership skills, and defense preparedness among the youth through community
service and military training.
• Have 3 components:
1. Reserve Officers’ Training Corps (ROTC)
- Basic military training
2. Literacy Training Service (LTS)
- Literacy and numeracy skills
3. Civic Welfare Training Service (CWTS)
- General welfare (holistic approach)

EVOLUTION OF THE NATIONAL SERVICE TRAINING PROGRAM

Commonwealth Act No. 1 – National Defense Act
• A 1935 legislative act providing the basis for the national defense of the country,
punishing certain.
• It required college students, particularly males, to finish two years, equivalent to 4
semesters.
• It is military training to institutionalize the reservist system in the Philippines' national
defense.

Presidential Decree No. 1706 - National Service Law
• In 1980, the National Defense Act was amended. • It mandated compulsory national
service to all Filipino citizens.
• Composed of three main program components namely: Civic Welfare Service (CWS),
Law Enforcement Service (LES), and Military Service (MS).
• College students were given the option to choose one from among these components in
compliance with this requirement for tertiary education.

Presidential Memorandum Order No. 1 - Republic Act No. 7077
• The implementation of the National Service Law, except the provision of the Military
Service was SUSPENDED by Presidential Memorandum Order No. 1.
• Republic Act No. 7077 (The Citizen Armed Forces of the Philippines Reservist Law),
effective school year 1986-1987.

Republic Act 9163 – The NSTP Law
• Reforms for National Service Program (NSP) and ROTC.
• December 2001 created the National Service Training Act or NSTP Act of 2001.
• Created three (3) components: Civic Welfare Training Service (CWTS), Literacy
Training Service (LTS), and Reserve Officers' Training Corps (ROTC).

THE MAIN OBJECTIVE OF NSTP


Emphasize the significant role played by youth, male and female alike, in the task of developing
our nation via national service training. It aims to develop the youth to become civic or military
leaders and volunteers through a modified, re-structured, and reinforced training package that
could be called upon by the nation in cases their services are needed and in the event of disasters
or emergencies.
