Dear Colleagues:

Re: Process for Regulation of the Profession of Homeopathy in Ontario

This is a note to bring you up to date on recent events concerning the current
process underway, which is an attempt to get information from interested parties,
on their position/opinion about whether or not the profession of Homeopathy
should be regulated in the Province of Ontario.

On February 5, 2005, the President of the HMCC (National) received a letter


from the Health Professions Regulatory Advisory Council (HPRAC) which is an
agency of the Ministry of Health and Long-Term Care, advising of the new
developments, and requesting our participation. All of the information regarding
this process can be obtained from the HPRAC website by anyone who is
interested, at www.hprac.org, and we encourage you to visit the site for yourself.
We at HMCC (On) have been in touch and have been assured by the officials of
the Council, that this process is completely transparent, in that the Ministry has a
list of all stakeholders and contact names, and these people will be contacted
from time to time as more information becomes available.

The OHA has already made a submission for regulation to the Ministry of Health,
well before the HMCC(On) was formed, and it was on this basis that they have
been contacted. The submission will be posted on the HPRAC website, and all
stakeholder groups (over a dozen in all) will be contacted for comments, at which
time we intend to make our own submission as well as comment on the OHA
document. This is due to be posted some time this week.

To quote the President, HMCC (Nat):

At the end of February, 2005 the Right Honorable George Smitherman asked the
Council to sned him a ‘Letter of Memorandum’ by September of this year.

This memorandum would in effect be the Council’s advise to the Minister, on a


document written a couple of years back called ‘Weighing the Balance’. This
document is about the possible regulation of some healthier professions which
currently are not regulated. That’s all it is, no matter what else you hear or read.
It’s not about some group having been given the franchise to control

homeopaths. All of this information is in the public domain and can be accessed
on the Internet at www.hprac.org.

In the interim, HMCC(On) has formed a working group to participate and respond
to the Ministry’s request.

This is a good time to remind all members to pay their membership fees, as well
as the Liability Insurance portion, which is a requirement for regulation. If paid
now for the balance of the year, the amount due for insurance is under $200.
Please contact the HMCC offices for exact amounts.

Also, we have retained an attorney to assist in this process, and are hoping to
have an Annual Meeting within the next two months (before the end of June) to
keep members abreast of all of our activities this year.
