These Urban Design Rules and Regulations are tools to ensure that the shopping mall continues

to develop as premier, thriving, vibrant and healthy urban center. It aims to:

 enhance pedestrian permeability and amenity throughout the development:


 ensure that buildings create a successful interface with the street and surrounding
activities
 develop high-quality public spaces that contribute to the identity of the shopping mall,
 acknowledge and support the character and fabric of the existing the shopping mall
mixed use community.

Coverage

The following Urban Design Rules and Regulations shall cover all building types and land uses,
including new and existing developments.

Vehicular Circulation System

The main roads, functional roads and minor roads within shopping mall. The ACA shall
determine the number of lanes and direction travelled on each street.

Public Transit System

 Public modes of transportation shall be limited at the peripheral roads of the shopping
mall. Only approved modes of public transportation shall be allowed within the mall.
 Public utility stops shall meet the minimum City requirements.

Streets

Streets may accommodate parking and underground utilities when and were approved by the
ACA. Typical Street Section and Roadway Standards, for new streets and sidewalks, the minimum
dimensions required are:

 Minimum lane width: 3.25 meters


 Minimum sidewalk clear width: 2.0 meters
 Minimum median width: 1.5 meters, ACA to determine when median shall be required.

Handicap ramps are required at all intersections. Provide 3.0 m. wide minimum pedestrian
crossings, Handicap ramps encouraged at street corners and crossings.

Street Orientation

Owners or lessees shall orient their buildings, as well as their gardens, plazas and outdoor
rooms, towards the street to create vibrant streetscapes. Buildings shall be oriented so as not to block
each other's views and connections to the street. Gardens, plazas, outdoor rooms, and walkways shall
have cues marking their entrances and exits visible from the street.

Vehicular Street Access

Lot information plans will be given to owners or lessees identifying locations along their street
frontage where vehicular entry and exit are allowed. Vehicular entry and exit into a lot from a
"pedestrian" street such as Promenade or Green Streets is highly discouraged. Lot owners or lessees
shall be responsible for their own vehicular entry and exit curb out-outs.

Intersection Standards

All intersections shall meet the minimum requirements set by the ACA for the shopping mall and
by the Batasang Pambansa ("BP") Blg. 344 (BP 344). These minimum requirements include lane widths,
sight lines, turning radii, curb to curb specifications, signage, traffic signals, and stack lengths for drop-off
lanes.

Pedestrian crossings shall have a minimum clear width of 3.0 meters. Surfaces of pedestrian
crossings will either have white lane paint markings or a non-slip rough-textured material visibly
different from the road paving. Ramps provided at street corners. Public pedestrian routes, including
sidewalks, pedestrian bridges and tunnels shall be open during operational hours determined by the
ACA.

Lay-bys or stopping lanes may be accessed directly from a minor road, or via a service road if
accessed from a major road. Lay-bys or stopping lanes shall be identified with white lane markings or
non-slip, rough-textured material visibly different from the road paving. When possible, lay-bys or
stopping lanes shall extend onto and combine with the adjacent sidewalk, appearing as one contiguous
area. The same non-slip material shall be used for both the sidewalk and the lay-by or stopping lane, and
shall provide a gradual slope from the street side of the lay-by or stopping lane to the sidewalk and
building entrance. Bollards shall also be necessary in order to protect/separate pedestrians from cars.
Public pedestrian routes shall have the required handicap ramps that meet the National Building Code
(NBC) and BP 344 when grade changes occur. Lay-bys or stopping lanes shall have a minimum width of
3.0 meters and a minimum length sufficient to fit three (3) cars at standard length.

Sidewalks

Sidewalks shall have a minimum clear width of 2.0 meters. Obstructions within this 2.0-meter
clear width shall not be allowed. Sidewalks should have minimum clear width of 2.0 meters. Ground
floor lessees and occupants shall observe the minimum clear sidewalk width of 2.0 meters. Movable
furniture, menu boards, advertisement signs, planters and other elements owned by the ground floor
lessees shall never encroach onto the minimum clear width of the sidewalk. All movable fixtures, news
boards, and the like owned by the ground floor lessees are subject to the ACA's approval.
Consolidation of Lots

 change of land use or occupancy


 building expansions
 building remodels where all or a portion of a structure is modified, including entrances, façades,
roofs, and relocation of building access
 exterior building alterations, such as the addition, removal, or modification of architectural
elements
 change in exterior materials and/or color scheme
 any other alteration that modifies the exterior appearance of a building, approved conditions,
demands and requirements.

Building Area Limitations

When calculating the permitted GFA of a building, there are building areas that the ACA has, at
its sole discretion. The GFA of the building shall not exceed the prescribed floor area ratio ("FAR")
multiplied by the area of the lot on which the building shall stand.

Building Line

No part of the building shall project or go beyond the property or lease line, except for canopies.
No projection beyond property or lease line shall be allowed. Basements are permitted up to the
property line, subject to public and roadway easements. Outdoor areas over basements must be
designed and landscaped so that these are integrated with their immediate surroundings. Basement
permitted up to property or lease line only. Outdoor areas above basements shall be landscaped. All
parking above ground shall be confined in parking structures. Motor vehicles shall be concealed from
view through architectural screens or vegetation.

General Environmental Graphics and Signage Guidelines

Prior written approval from ACA must be sought by Owner or Lessee for all permanent and
temporary signs and environmental graphics that are to be displayed in public view within the shopping
mall. These include building and lessee identification signs on buildings, arcade blade signage, parking
signage, entertainment marquees, advertising signage-posters, billboards and banners, well as graphics
on awnings or canopies, barricades, board-ups, and notices of any kind.

If such prior written approval is granted, the ACA reserves the right to restrict the content,
location, quantity, form, size, illumination, materials and color of such signs. All environmental graphics
and signs in violation of the provisions set forth herein shall be removed by owner or lessee within ten
(10) calendar days of notice of non-compliance and violation from the ACA. If owner or lessee fails to do
so within such time, the ACA shall have the right to remove said environmental graphics and signs, and
shall charge the owner or lessee of the lot, building or structure, the cost of such removal or dismantling.
It shall be the building owner's responsibility to ensure that all signage within his lot or property
are kept in a safe, presentable, and structurally sound condition. The building owner shall be responsible
for the maintenance of such signage, including cleaning, and replacement of defective parts, including
lighting. The ACA reserves the right to impose penalties for non-compliance.

Materials used for construction of signage and signage structures shall be of high-quality and
grade. Signs, with all of their supports, braces, guys and anchors, shall be kept in repair and in proper
state of preservation. All signage structures shall be kept neat and secured at all times.

Intermodal Stations and Public Transport

Intermodal stations are provided at or near the development's periphery while public transport
stops are strategically located throughout the development. Rationalizing the public transport system
within the mall will reduce dependency on motor vehicles.

Gardens, Plazas and Outdoor Rooms

Not within Owner's or Lessee's Lot. Provide a garden, plaza or outdoor room adjacent to a
building or at the core of a building grouping that is accessible to the public throughout the day and
night, for gatherings, special events, and passive and active recreation. The garden, plaza or outdoor
room is highly encouraged to be generally level with the sidewalk it adjoins. Operational hours shall be
determined by the ACA. Guidelines and restrictions on signage shall apply to all outdoor spaces. Private
Gardens, Plazas and Outdoor rooms within owner's or lessee's lot

Provide private gardens, plazas or outdoor rooms within areas owned or leased by a specific
locator. The owner or lessee has discretion over operating hours, and who will have access to these
areas. The owner or lessee shall be responsible for and bear the cost of the design, planting and
maintenance of the private gardens, plazas and outdoor rooms.

Landscaped Path walks

Landscaped path walks shall include all walkways, from pedestrian oriented streets and
promenades to elevated walkways, provided with appropriate vegetation from the ACA-approved plant
palette. These landscaped path walks help with way-finding and pedestrianization, as well as strengthen
the Ayala Center's identity and sense of place. Walkways belonging to the pedestrian corridor shall be
accessible to the public for longer periods during the day and night, and shall be designed to ensure the
convenience and safety of users. These shall be wider, have better lighting, be more visually engaging,
and provided with visible security.

Pedestrian routes should be convenient, accessible and pleasant to use whether they are
elevated walkways, on-grade or sub-surface routes, or traverse building groupings. An integrated and
well-designed pedestrian network will encourage daytime and nighttime activity within the shopping
mall. Pedestrian Bridges are encouraged to be at least fifty percent (50%) "visually open or transparent."
Landscape Design Strategies

Landscaping is used to enhance the aesthetic quality and functionality of outdoor spaces, ensure
the comfort and convenience of pedestrians, assist in way finding, and incorporate "nature" into urban
areas. Make outdoor spaces more pedestrian-friendly by designing hardscape, such as street furniture,
that is scaled to the pedestrian. Use outdoor environmental artwork to give a sense of place to outdoor
spaces, assist in way-finding, and foster interaction among users. Develop gardens, plazas and outdoor
rooms in all available open outdoor areas, whether these be in between buildings, at the core of building
groupings, or at podium and roof decks. Use architectural screens and hedges to conceal unattractive
spaces such as utility areas, and to secure lot perimeters and restrict access to areas identified as not
open to the public. The design of landscape features shall be subject to the ACA's approval. The location
of existing underground utilities shall be taken into consideration in the placement of these landscape
features.

Outdoor Environmental Art

Outdoor environmental art is highly encouraged, especially in public plazas, gardens and outdoor
rooms, as well as part of the streetscape. Artwork should enhance the quality of outdoor spaces and
foster their use, complement the surrounding architecture, serve as termination of visual corridors, mark
places of importance, or simply to complement the softscape. Streetscapes shall be designed as
pedestrian-friendly environments. Street furniture, including seating, waiting sheds, bike rails, trash cans,
street lights, plant boxes, bollards, street signs, art work and signage, etc. shall be scaled to the
pedestrian and designed for their convenience and safety.

Attention shall be given to the needs of the physically handicapped. Crosswalks and ramps shall
be strategically placed. Trees, shrubs and other planting strip softscape shall buffer pedestrians from the
street, as well bring color and texture to the streetscape. Low-growing groundcover or turf is
recommended at medians and roadside planting strips.

The height of the façade visual screen must be at least 1.20 meters from the finished floor line.
Provide parking structures with appropriate visual screening. All external laundry spaces shall be
recessed into the building façade and provided with architectural screens that are integrated with the
building design. No drying facilities shall protrude beyond the outer face of buildings

Sub-surface Pedestrian Routes and Tunnels

Minimum clear width of a tunnel is 3.0 meters. Minimum clear ceiling height is 3.0 meters. There
shall be clear signage and visual cues marking the entry and exit points at the tunnels. Signage indicating
the operational hours of the tunnels, as determined by the ACA, shall be provided. Floor and wall
finishes shall be easy to maintain. Floor finishes shall be non-slip and sealed. Tunnels shall be designed
with adequate lighting and ventilation.
Covered Walkway

Minimum clear width of covered walkway is 2.0 meters. Minimum clear height is 4.0 meters.
Westher protection, such as building entrance canopy, walkway roof, or waiting shed, shall not encroach
onto the street. The outer edge of a canopy shall be at least 0.15 meters away from the curb. In cases
where it would be advantageous to pedestrians, such as at drop-offs and loading and unloading bays,
weather protection may be allowed to go beyond the curb, subject to the ACA's approval. Weather
protection installed by the Owner or Lessee may be removed upon the directive of the ACA in case of
road widening, landscaping and redevelopment. Covered walkways shall be accessible at all times.

Primary building entrances shall face roadways, pedestrian environments or an adjacent public
space. Only secondary or alternative entries may be accessed via parking areas.

Podium and Building Roof Decks

Service and building equipment at the podium and roof decks shall be screened from public
view. Pedestrian sight lines from adjacent public spaces or from across the street shall be used to
determine the effective height of screens. Use pedestrian sightlines to determine effective screen height.
Pedestrian bridges shall be level with building connections. Buildings shall observe the clear width
requirement of sidewalks at all times. No part of the building, whether permanent or temporary, shall
encroach on the sidewalk. Pedestrian Bridge and Elevated Walkway Connections There must be
continuous and unhampered access to and from elevated pedestrian bridges and their connections to
adjacent buildings. No abrupt grade changes between the finished floor of an elevated pedestrian bridge
and the building connection entry shall be allowed.

Existing bridges shall be renovated, when necessary, as determined by the ACA. Clear directional
signage to the bridges shall be provided at street level and inside the buildings where they connect.
Floor and wall finishes shall be easy to maintain. Floor finishes shall be non-slip and sealed. Bridges shall
be designed with adequate lighting and ventilation. All new bridges shall have weather protection. These
shall be designed to complement the streetscape.

Underside of bridges shall be designed to complement the streetscape. Ensure proper lighting,
ease of maintenance, and concealment of mechanical, electrical and plumbing (MEP) equipment.
Minimum bridge clear width is 3.0 meters. The lowest point of any bridge shall be 4.0 meters clear above
the road and sidewalk. One (1) set of stairs and one (1) escalator or elevator shall be provided at both
ends of the bridge, accessible to the public during operational hours determined by the ACA. Body rails
shall have a minimum height of 42 inches measured from finished floor to top of rail.

Automobile Drop-off or Porte-cochere

An automobile drop-off or porte-cochere shall be allowed; provided that, there is enough space
within the property or lease line in front of the building's main pedestrian entrance. The auto drop-off or
porte-cochere shall have a minimum width of 3.0 meter and a minimum length sufficient to fit two (2)

Drop-off lane should be within the lease line
Canopy design shall be integrated into the building architecture. The canopy over the driveway
shall not encroach onto the adjacent carriageway. End of canopy shall be at least 0.15 of a meter from
the lease line. Sidewalks or pedestrian pathways shall be placed alongside the porte-cochere. When
possible, the auto-drop off area or porte-cochere shall be at the same grade as the pedestrian pathway.
Ramps or drop curbs shall be provided when grade changes occur. Porte-cochere showing driveway
within the lease line. Provide pedestrian access from sidewalk to building entrance.

Driveways shall have raised table or drop curb so as not to impede pedestrian flow along the
sidewalk. The raised table or drop curb shall have either white lane markings or a non-slip rough-
textured paving material visibly different from the road and driveway paving.

Laundry areas shall be screened and recessed into building façade. All service areas must be
screened and concealed from public view, including trash collection areas, loading docks, transformers,
and other equipment. Service equipment shall be screened at ground level from pedestrian and
vehicular view up to the height of the tallest equipment. Screens shall be placed on all sides and shall be
integrated with the building design and site layout. Service equipment shall be properly screened.

Building Roofs and Podium Roofs

No radio, television, or other electronic antenna or satellite receiving dishes, or other reception
or transmission devices shall be erected or maintained anywhere within the shopping mall without prior
written approval of the ACA. All rooftop equipment, ventilators and satellite dishes must be screened up
to the height of the tallest equipment. Screening shall be integrated with the building design.

Electrically powered ventilators may be used but shall be concealed from view by architectural
screens. Filters, scrubbers, to eliminate odors, oil and smoke are required for restaurants, residential and
other similar establishments

Plumbing and vents protruding from the façades or roofs shall be concealed and painted to
blend with the color of the roof. These shall be located so as not to be visible from the street or from
neighboring towers and developments, or shall be provided with appropriate architectural screening. All
plumbing and other pipe works of any building on the lot shall be concealed.

Owner or Lessee shall provide adequate screening to conceal service areas and equipment from
public view using architectural elements, softscape and hardscape. Screen service equipment at ground
level from pedestrian and vehicular view up to the height of the tallest equipment. Provide screening on
all sides and integrate with the overall building design and site layout.

All service and building equipment at the podium or building roof shall be screened from public
view. Use sight lines from the farthest edge of adjoining right-of-way to determine the effective height of
screening. All screening shall be in harmony with the architecture of the building. A grace period of 3
years from date of effectivity of this Handbook shall be given for existing locators, lessees, or
establishments to be able to comply.
Safety

Open spaces and pedestrian areas shall be highly visible and have unobstructed sight lines from
streets, surrounding structures and buildings. Location and maintenance of landscape elements,
particularly trees and shrubs, shall not block light, windows, doors and walkways, and are to be kept
open for safety and security. Parking, outdoor spaces and pedestrian areas shall have adequate
illumination to ensure there are no dark spaces or shadows.

All transformer and junction boxes, conduits, and raceways shall be concealed from public view-
mounted behind the finished exterior wall, finished to match the background wall or integrated into the
overall signage design. These shall never extend in width or height beyond the area of the sign's signage
box, whichever is applicable. Accidents that may be caused by strong winds or rain, no tarpaulin banner
shall be secured from overhead to the ceiling eaves only, be left dangling, be secured onto a façade or a
tree, or be secured via other makeshift means, such as via dangling water bottles and the like.

Electrical raceways, transformers, conduits, junction boxes concealed from public view. Street
Front Glass Signage-at Ground Floor. Only ground floor owners or lessees with direct access from the
street may install signs or graphics other than owner or lessee identification signs at the street front glass
on the ground floor, subject to the ACA's written approval. Such signs and graphics must meet the
following conditions: They must be posted from the inside, and They must be of first-class standard. No
sign or poster, even if it is temporary, shall be done haphazardly.

All mechanical, electrical and plumbing (MEP) equipment in the tunnels shall not be accessible
to the public, and shall be concealed from public view at all times. Kiosks or other similar installations
may be allowed at designated locations within the tunnels, subject to the ACA's approval. Posters and
advertisement are allowed within the tunnels, subject to the ACA's approval.

Exhaust vents shall not be directed towards covered walkways. All mechanical, electrical and
plumbing (MEP) equipment shall not be accessible to the public, and shall be concealed from public view
at all times. Floor finishes shall be non-slip. Any new tree shall have a tree pit with a minimum diameter
of 1.20 meters and a minimum depth of 1.5 meters. Public outdoor spaces, including gardens, plazas and
outdoor rooms, shall be accessible to the public although the ACA will have the option of closing them if
and when necessary. Signage indicating operational hours and guidelines shall be posted by the Owner
or Lessee at entrances and exits to public outdoor spaces.

Handicap ramps shall be provided where grade changes occur, especially at entrances and exits
to the public outdoor spaces from adjacent street or sidewalks. Retail stores or kiosks may be located
within public outdoor spaces subject to the ACA's approval. The total footprint of the entire retail area
shall not exceed twenty percent (20%) of the total area of the public outdoor space.

The development and maintenance of private outdoor spaces, including gardens, plazas and
outdoor rooms, shall be the responsibility of the owner or the lessee. All related costs shall be for the
account of the owner or lessee. Access to the private outdoor areas shall be under the control of the
owner or lessee. Owners or lessees shall have a free hand in the design of private outdoor spaces. The
plant palette to be used, however, shall be subject to the ACA's approval.
Softscape

When possible, preserve existing trees, shrubs, plants and vegetation. Provide area drains and
tap to the existing storm drainage system when appropriate. Any new tree shall have a tree pit with a
minimum diameter of 1.20 meters and a minimum depth of 1.5 meters. Any new tree shall have a tree
pit with the required minimum dimensions. Chain-link and cyclone wire fencing shall not be allowed
except for temporary use, as determined by the ACA.

Gardens, Plazas & Outdoor Rooms

Operational hours and rules governing the use of gardens, plazas, and outdoor rooms shall be
displayed by the Owner or Lessee at entrances and exits. Crosswalks and ramps shall be strategically
placed in consideration of the needs of the physically handicapped.

Environmental Graphics and Signage

Signs shall be illuminated only by electrical means in accordance with the Philippine Electrical
Code. Free standing signs shall not be allowed on streets and sidewalks. Advertisement and billboards
are allowed but limited to locations determined by the ACA. All advertisement and billboards shall have
an anti-graffiti finish coat. Soffits and Ceilings at Building Exterior No mechanical, electrical and plumbing
(MEP) equipment shall be visible and accessible to the public. These must be concealed within soffits as
much as practicable. Light fixtures at soffits and exterior ceilings shall be vandal proof. 1.5.3.3 Ceiling
materials shall be easy to maintain, and easily removed and replaced when repairs are required.

Menu boards or signs on sidewalks shall be allowed only in cases where these are positioned
parallel to the building, and do not violate the specified sidewalk clearance. Only one (1) menu board or
sign shall be allowed per building. All content shall be subject to review and approval by the ACA. Public
service devices, such as clocks and weather indicators. may be affixed to the exterior of a building:
provided that, their designs complement the building, adjacent buildings and immediate environment,
and do not include any advertisements whatsoever.

No signs, whether permanent or temporary, shall be painted on any building façade or wall. All
environmental graphics and signs shall be restricted within the owner's or lessee's property or lease line,
except for menu boards or signs specified in 5.3.8 of this Section. The following signs, components and
devices shall not be allowed

Minimum clearances from high voltage power lines, fire escapes, exits or standpipes, shall be
observed. No environmental graphic or sign shall be nailed or attached to any tree. Exposed box or
cabinet types; Cloth, paper, cardboard and similar sticker or decals around the storefront; Moving,
rotating or flashing signs: Noise-making device: Odar-producing device.

Customized letters fabricated from brass, stainless steel, aluminum, bronze or acrylic glazing (e.g.
Plexiglas) shall be allowed. Exposed neon lighting shall not be allowed in any exterior building
identification signage. Exposed neon lighting may only be allowed for signs behind the storefront glass,
subject to the ACA's written approval. Signs lit in acrylic or plastic enclosures shall not be allowed.
Individually built-up letters made of plastics shall be allowed, subject to the ACA's written approval.

The owner or lessee shall use concealed attachment devices, clips, and other mechanisms for
installing signs. The names, stamps or decals of the sign manufacturer, contractor, fabricator, installer or
maintainer shall not be visible on any installed sign. All signs, including tarpaulin banners shall be
properly. secured. Tarpaulins larger than 2.0 sq. m. shall be secured via Figure 5.3.20: Tarpaulin held
their own steel frames from the down by makeshift weights are top, sides and bottom. To avert not
allowed. Exposed neon lights are allowed ONLY behind storefront glass.
